In compliance with 𝗕𝗮𝗰𝗼𝗹𝗼𝗱 𝗖𝗶𝘁𝘆 𝗢𝗿𝗱𝗶𝗻𝗮𝗻𝗰𝗲 𝗡𝗼. 562, the University of Negros Occidental–Recoletos, Incorporated, through its Pollution Control Office, formally implements the “𝑵𝒐 𝑷𝒍𝒂𝒔𝒕𝒊𝒄 𝑾𝒆𝒅𝒏𝒆𝒔𝒅𝒂𝒚” initiative in coordination with the Bacolod Environment and Natural Resources Office (BENRO). This ordinance mandates that every Wednesday, the use of single-use plastics—including plastic bags, bottles, straws, and other disposable packaging materials—shall be strictly avoided.

All canteen and food vendors operating within the university premises will no longer provide single-use plastic packaging every Wednesday. The entire university community—students, faculty members, staff, parents, and partners—is strongly encouraged to participate by 𝗯𝗿𝗶𝗻𝗴𝗶𝗻𝗴 𝗿𝗲𝘂𝘀𝗮𝗯𝗹𝗲 𝗰𝗼𝗻𝘁𝗮𝗶𝗻𝗲𝗿𝘀, 𝘁𝘂𝗺𝗯𝗹𝗲𝗿𝘀, 𝘂𝘁𝗲𝗻𝘀𝗶𝗹𝘀, 𝗮𝗻𝗱 𝗼𝘁𝗵𝗲𝗿 𝗲𝗰𝗼-𝗳𝗿𝗶𝗲𝗻𝗱𝗹𝘆 𝗮𝗹𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝘃𝗲𝘀. Academic discussions and campus activities will also integrate environmental responsibility to reinforce the significance of this initiative.

On January 17, the University of Negros Occidental–Recoletos Supreme Student Government Organization (UNORSSGO) released a press statement regarding the long-standing tradition of the Block Master List (BML). In their statement, UNORSSGO expressed its official stand of “No to BML,” while also emphasizing that the final decision on its implementation is under the jurisdiction of each College Council.

Following careful deliberations, thorough scrutiny, and constructive dialogue, the College Councils have arrived at the following decisions:

Five (5) colleges have voted in favor of reinstating the Block Master List (BML):

College of Criminal Justice Education

College of Business and Accountancy

College of Information Technology

College of Education

College of Engineering

Meanwhile, two (2) colleges have voted against the implementation of BML:

College of Arts and Sciences

College of Allied Medical Health Sciences

The colleges that voted against the BML will implement alternative programs aligned with their respective academic and organizational goals. These alternative initiatives are designed to complement existing activities and ensure that students from these colleges are equally engaged alongside other colleges.

This decision reflects the autonomy of each College Council and underscores the importance of inclusive dialogue, respect for differing perspectives, and unity within the university community.
