CADET ATTACHMENT PROGRAM – PHASE 3 (CASE-BASE) – DAY 7
INCIDENT COMMAND SYSTEM: RESPONDING INTO CHAOS
A unified force is more resilient to difficulties and obstacles than the strongest enemy. On the last day of the Cadet Attachment Program's Case Based Scenario, cadets have the chance to manage significant occurrences in the area surrounding the Academy. Originating from various police, fire, and jail stations, the Cadets collaborated closely during the development of the Incident Command System with the help of our Philippine Coast Guard and Silang, Bureau of Fire Protection. The Incident Command System enabled a coordinated plan of action for all forces and support units to be able to deal with the current situation when incidents followed one another, leading to an Armed Hostage Taking Scenario. Emergency responders and organizations use the Incident Command System (ICS), a standardized management system, to plan, organize, and oversee emergency response operations. It offers an adaptable framework for handling events of any size and kind, from large-scale occurrences like wildfires or terrorist attacks to natural disasters and the spillage of hazardous materials. The ICS was first created in the US in the 1970s and has now spread throughout the world as a recommended emergency management procedure. The activity was spearheaded by PLTCOL JAMES CARLO RODRIGUEZ supervised by PLTCOL ARIEL BAIT, that last for almost 8 hours. In order to guarantee coordinated decision-making and resource management, many agencies and jurisdictions participating in a response effort can create a single command structure under ICS. This guarantees a coordinated reaction to complicated occurrences and helps avoid effort duplication. PLTCOL Bait coordinated with Philippine Coast Guard, Silang Fire Station, and NDRRMC to assist cadets in planning and organizing the ICS structure. Personnel, equipment, and supplies can all be managed methodically with the help of ICS. The aforementioned tasks encompass determining the requirements for resources, procuring and assigning them, monitoring their condition, and demobilizing them when required. This also includes the demand of the perpetrator which it should catered and given priority in order to deescalate the situation and calm down the suspect. In the said activity, we have experienced many changes in the demand of the perpetrator wherein our patience was put into test. At the end of the activity, when the hostage takers surrendered after their demand was given, cadets were able to apprehend the perpetrators and surpass the challenges of an hostage taking scenario. All things considered, the incident command system offers an organized and adaptable method of handling emergencies, enabling responders to handle situations of any kind or complexity with effectiveness, efficiency, and accountability. Around the world, emergency response agencies, governmental institutions, and businesses all make extensive use of it. The PNPA Layag-Diwa Class of 2024 Cadets managed to prevent a major incident by following the procedures of the Incident Command System and the Joint Emergency Situation Interoperability Procedure (JESIP) program. They did this by applying their knowledge to ensure that the incident did not escalate and instead gradually deescalated and returned to normal situation. The graduating class has found the Cadet Attachment Program to be an invaluable source of knowledge as we prepare to serve our country and God as future public safety officers.
