The passage of RA 11650 into a law will give hope to learners with disabilities, their families and loved ones.

The new law establishes learning resource centers, complete with appropriate related professionals to offer related services and materials, in every school district, city and municipality. It also provides for the early identification and effective Child Find Systems in order to provide the most appropriate placements, support services, and targeted learning to LWDs.

The new legislation also supports the hiring SPED teachers, para-teachers and mobile teachers and requires the PRC to administer a separate field of specialization for teaches of special needs education in the Licensure Examination for Teachers (LET).
