Speaker Ferdinand Martin Romualdez, alongside other leaders and members of the House of Representatives today witnessed President Ferdinand R. Marcos Jr. sign into law a measure that would ultimately bring the much needed revenue to help build a better future for Filipinos.

Republic Act No. 12023 or the Value Added Tax (VAT) on Digital Services Law imposes a 12 percent VAT on digital service providers to generate additional revenue for the government and at the same time, level the playing field between traditional and digital businesses.

A priority measure of the Marcos Jr. administration, this new law strengthens the authority and streamlines the process of the Bureau of Internal Revenue (BIR) to collect VAT on digital services including digital media, digital video, video-on-demand, and digital advertising.

‘Hostile behavior’

In its decision reversing the CA ruling, the high court said “actions demonstrating extreme dislike and hostile behavior, such as demotion, uttering insulting words, and apathetic behavior toward an employee, constitute constructive illegal dismissal when such actions cause the employment conditions to be so unbearable that there is no other choice but to resign.”
