The Dangerous Drugs Board (DDB) and the Philippine Drug Enforcement Agency (PDEA) caution the public regarding the emerging to***co product known as “Tuklaw” (Thuoc Lao), originating from Northern Vietnam. Laboratory tests reveal that while Tuklaw ci******es contain high levels of ni****ne—up to nine percent compared to the usual one to three percent in regular ci******es—the greater danger lies in samples that have been found laced with synthetic cannabinoids.
According to the PDEA Laboratory Service, ci******es containing ni****ne alone are not considered inherently dangerous. However, when mixed with synthetic cannabinoids, these products mimic the effects of ma*****na but are significantly more potent and hazardous. Reported adverse effects include psychotic episodes, hallucinations, seizure-like jerks, and involuntary body twitches.
Initial testing using Gas Chromatograph-Mass Spectrometer (GC-MS) detected the presence of synthetic cannabinoids in Tuklaw samples. To ensure accuracy, the PDEA Laboratory Service has sought confirmation from both domestic and international laboratories using complementary techniques for definitive results.
As the lead policy-making body on drug prevention and control, the DDB will initiate the process of classifying Tuklaw ci******es containing synthetic cannabinoids as a dangerous drug under Republic Act No. 9165 and DDB Regulation No. 1, Series of 2014, in close coordination with partner agencies.
We urge the public to remain vigilant and help protect our communities, especially the youth, from substances that are addictive, harmful, and life-threatening.
