In place of the typical start-of-the-week routine, the campus came alive with silk, woven patterns, and traditional garments from across Southeast Asia, marking the latest chapter in the universityโ€™s 2026 ASEAN Month celebrations.

The morning began in familiar fashion with the flag rites, though led this week by students from the Bachelor of Technical-Vocational Teacher Education (BTVTEd) department. Following the anthems and university hymns, the crowd gathered to watch the official ASEAN music video, setting the tone for what has become a campus-wide celebration of regional solidarity.

Moments later, the gymnasium floor became an impromptu runway. Students walked the stage in vibrant traditional ensembles representing the region's member states, turning the regular Monday assembly into a colourful showcase of cultural pride.

Taking the microphone shortly after, BTVTEd faculty member Mr. Phil Mark Dalit offered a thoughtful reflection on what it means to belong to the Southeast Asian community. Speaking on the yearโ€™s ASEAN theme, Mr. Dalit reminded the gathered crowd that beyond the shared geography, true regional unity lies in mutual respect, shared ambition, and standing together as one community.

The morning wrapped up on a high note with cheers echoing across the gym as the dayโ€™s standout participants were called forward. Awards were handed out to students and faculty staff alike, recognizing those who went the extra mile to bring the rich traditions of Southeast Asia to life on campus.

Positioned at the very gateway of the campus in Centro 3, Angadanan, this brand-new structure serves as a new landmarkโ€”signaling a decisive shift toward modernizing student facilities and elevating ISU Angadananโ€™s regional prestige.

The new facility is designed to serve as a high-density hub for student governance, academic assemblies, and cultural affairs. Built using an adapted architectural plan originally prepared by the Local Government Unit of San Mateo, the layout balances practical multi-use indoor spaces with an open mini amphitheater tailored for community engagement and outdoor presentations.

Through the sponsorship of Honorable Congressman Ian Paul Dy (Representative, 3rd District of Isabela) and supported by the endorsement of Municipal Mayor Joelle Mathea S. Panganiban for the proposed project, funding for this landmark infrastructure was officially secured after his office approved the final proposal following three series of submissions initiated in 2024.

Representatives and engineering experts from the Department of Public Works and Highways (DPWH) โ€” led by the Isabela 3rd District Engineering Office based in Tagaran, Cauayan City โ€” were on site alongside representatives from the contracted construction company that will execute the project under DPWH implementation and supervision to formally launch construction operations.

Demonstrating the town's strong backing for the project, Municipal Engineer Engr. Joel Arzadon represented the Local Government Unit of Angadanan, joining team members on site to support the campus development.

The project represents a practical investment in the university's future. Once completed, the facility will serve as a central hub for student life, academic events, and institutional pride for years to come.

The event forms part of nationwide activities supporting the Philippinesโ€™ chairmanship of the Association of Southeast Asian Nations (ASEAN) this year, themed "๐‘๐‘Ž๐‘ฃ๐‘–๐‘”๐‘Ž๐‘ก๐‘–๐‘›๐‘” ๐‘‚๐‘ข๐‘Ÿ ๐น๐‘ข๐‘ก๐‘ข๐‘Ÿ๐‘’, ๐‘‡๐‘œ๐‘”๐‘’๐‘กโ„Ž๐‘’๐‘Ÿ." The commemoration marks the 59th anniversary of the regional bloc's founding on 8 August 1967.

A directive from the Commission on Higher Education (CHED), signed by Chairperson Dr. Shirley C. Agrupis, encouraged higher education institutions across the country to organize academic, cultural, and student-led events throughout August.

The campus program opened with a procession of faculty and non-teaching staff wearing traditional attire from ASEAN member states. Student leaders then led the preliminary rites, including the national anthem and institutional hymns.

Prof. Oscar G. Bangayan delivered the welcome address, framing the observance around regional cooperation and global awareness. Attendees then watched the official ASEAN 2026 music video, distributed by CHED as part of its national messaging campaign.

Dr. AC Gonzaga, an instructor in the College of Criminal Justice Education, gave a motivational address to the assembly before participants joined in a group "Unity Dance."

Organizers awarded prizes to teaching and non-teaching personnel selected for the best traditional attire during the parade.

Following the announcements of upcoming campus activities for the month, the ceremony concluded with the official oathtaking of the newly elected Supreme Student Council officers.

ANGADANAN, ISABELA โ€” Isabela State Universityโ€“Angadanan Campus (ISU-AC) conducted its semiannual Mid-Year Planning Workshop on June 29โ€“30, 2026, reinforcing its commitment to good governance, continuous improvement, and institutional alignment.

The workshop provided campus leaders and officials an opportunity to assess midyear performance, review organizational milestones, and refine strategies for the remaining six months of 2026.

A key focus of the workshop was the review of the campusโ€™s process architecture. The Campus Planning Office noted the need to update existing procedures and establish new systematic processes to further strengthen campus governance. ISU-AC currently operates under 27 processes established in 2015. The proposed improvements are expected to support the campusโ€™s continued compliance with ISO quality management standards and its readiness for institutional accreditation.

The first day of the workshop opened with welcome remarks from Dr. Josephine R. Domingo, Campus Director for Administrative and Finance Services. Assoc. Prof. Benjamin E. Bulawit Jr., DIT, Campus Planning and ICT Director, delivered the statement of purpose, while Campus Administrator Prof. Oscar G. Bangayan, PhD, emphasized the importance of proactive governance and accountability.

Unit heads then presented their Midyear Accomplishment Reports and Catch-Up Plans in the areas of academics, research and development, extension and training, resource generation and management, internationalization, accounting and budget, human resource management, procurement, and infrastructure.

Presenters included Prof. Ronie G. Torres, PhD, Campus Academic Affairs Director and Deputy Quality Management Representative; Prof. Romel B. Cristobal, PhD, R&D Director; Dr. Ronald B. Rivera, Extension and Training Director; Ms. Julie Salazar, Resource Generation and Management Office Director; Ms. Deanne Angel M. Luis, PRELIA Director; Ms. Neriza G. Paggao, OIC-Budget Officer and Campus Accountant; Ms. Lumen A. Matias, HRMO; Ms. Ronelyn R. Dela Cruz, Procurement Officer; and Engr. Christine Joy Pagaduan, Supervising Engineer.

Following each report, process owners participated in constructive discussions and incorporated feedback into their Standard Operating Instructions, Quality Plans, OPCR/IPCR targets, Project Procurement Management Plans, and Citizenโ€™s Charters.

The second day focused on quality assurance and audit compliance. Led by the Internal Quality Assurance Team Leader, Asst. Prof. Paulino Derilo and Deputy QMR Dr. Torres, the session revisited key findings from the 2025 internal audit and identified areas for improvement in 2026.

Through the refinement of current processes, development of new procedures, and integration of audit recommendations, ISU Angadanan Campus continues to strengthen its framework for efficient public service, accreditation readiness, and institutional excellence.
