BACNOTAN, LA UNION โ Don Mariano Marcos Memorial State University (DMMMSU) has issued Memorandum No. 000264 directing all operating units to implement the DMMMSU Energy Conservation Protocol in compliance with Memorandum Circular No. 114 issued by the Office of the President of the Republic of the Philippines, which mandates government agencies and instrumentalities to adopt energy conservation measures.
Signed by DMMMSU President Dr. Jaime I. Manuel, Jr. on March 9, 2026, the memorandum orders the immediate implementation of the Universityโs rules and regulations on energy conservation across the Central Administration and all operating units.
Among the key provisions of the protocol are the adoption of energy-efficient work arrangements, responsible use of electricity, and operational adjustments aimed at reducing power consumption while ensuring the continuity of academic and administrative services.
Under the guidelines, asynchronous or online learning modalities are encouraged, with mandatory asynchronous or online classes every Friday, while administrative personnel and faculty members with administrative designations will observe a work-from-home (WFH) arrangement on Fridays.
To further promote energy efficiency, offices are required to maintain air-conditioning units at a standard thermostat setting of 24ยฐC, switch off non-essential lights and electronic equipment during lunch breaks and after office hours, and activate sleep settings on office equipment. Government vehicles are also expected to follow fleet-efficiency measures to minimize fuel consumption.
The protocol also encourages the use of virtual meetings as the default mode for coordination, consultations, conferences, and similar engagements, while official travel shall be limited to essential and indispensable functions.
The Office of the University President emphasized that these measures aim to align the University with national energy conservation directives while ensuring that academic and administrative operations continue efficiently.
All operating units are directed to immediately disseminate and comply with the provisions of the memorandum.

๐ผ๐๐ค๐ค, ๐๐ ๐๐ฃ๐๐ค๐ฃโFourth year BA Communication students participated in KomuniAksyon: Building Inclusive Communities Through the Community-Based Monitoring System (CBMS) held on December 2, 2025 at Eriguel Hall, Don Mariano Marcos Memorial State University-South La Union Campus (DMMMSU-SLUC).
Organized by the Philippine Statistics AuthorityโLa Union Provincial Statistical Office, the activity aimed to enhance participantsโ knowledge in the proper application of data to foster development and inclusive growth through the CBMS.
Dr. Danites E. Teรฑido, Chief Statistical Specialist of PSAโLa Union, opened the program with an overview of the PSAโs mandate and functions. She also presented the results of the Functional Literacy and Mass Media Survey (FLEMMS) for La Union.
This was followed by a presentation titled โ๐๐ฐ๐ฏ๐ฏ๐ฆ๐ค๐ต๐ช๐ฏ๐จ ๐ต๐ฉ๐ฆ ๐๐ฐ๐ต๐ด: ๐๐ข๐ต๐ข ๐ข๐ด ๐ ๐ฐ๐ถ๐ณ ๐๐ท๐ฆ๐ณ๐บ๐ฅ๐ข๐บ ๐๐ฆ๐ด๐ฉ๐ช๐ฆ ๐ง๐ฐ๐ณ ๐๐ฏ๐ง๐ฐ๐ณ๐ฎ๐ฆ๐ฅ ๐๐ฆ๐ค๐ช๐ด๐ช๐ฐ๐ฏ-๐๐ข๐ฌ๐ช๐ฏ๐จ,โ from Mr. Erick A. Castillo, Statistical Specialist I, who shared the importance of data in CBMS, and Engr. Leny Grace S. Balanon, Statistical Specialist II, who explained geospatial concepts and the role of geospatial data.
Meanwhile, Mr. Ramil B. Oribia, Development Management Officer III, delivered a talk titled โ๐๐บ ๐ฎ๐ถ๐ญ๐ต๐ฐ.๐ฆ๐น๐ฆ: ๐๐ฉ๐ฐ๐ด๐ต๐ด ๐ช๐ฏ ๐ ๐ฐ๐ถ๐ณ ๐๐ข๐ต๐ข โ ๐๐บ๐ฃ๐ฆ๐ณ๐ด๐ฆ๐ค๐ถ๐ณ๐ช๐ต๐บ ๐ง๐ฐ๐ณ ๐ต๐ฉ๐ฆ ๐๐ญ๐ธ๐ข๐บ๐ด-๐๐ฏ๐ญ๐ช๐ฏ๐ฆ ๐๐ต๐ถ๐ฅ๐ฆ๐ฏ๐ต,โ where he emphasized data privacy as a fundamental right to control personal information.
Ms. May-Ann N. Cacho, Statistical Specialist II, highlighted PSAโs internship and employment opportunities for students from various fields within the PSA and also provided updates on the 2024 Census of Population (POPCEN) for the Ilocos Region.
Ms. Romelyn B. Panelo, Statistical Analyst, and Mr. Jomar B. Cariaga, Senior Statistical Specialist, tackled the labor and employment statistics for 2020-2024 using data from the Labor Force Survey (LFS) and the reports of the economic performance of La Union for 2024.
On the other hand, Mr. Girard Francis M. Casuga, Registration Officer II, and Ms. Jhunalice D. Picache, Information System Analyst, presented the Civil Registration or Vital Statistics Report for 2022-2023 and shared updates on the National ID System.
This collaborative effort of PSA with DMMMSU-SLUC provided a great opportunity for participants to enhance decision making skillsโaligning to DMMMSUโs mission in developing human capital for nation building.
