BPSU has successfully secured 111 permanent items under the Revised Organization and Staffing Standards (ROSS) Phase II for State Universities and Colleges (SUCs), marking a significant milestone in strengthening its institutional capacity for research, extension, and auxiliary services.
The Revised Organization and Staffing Standards, implemented by the Department of Budget and Management (DBM), is a staffing framework that determines and allocates appropriate positions in government agencies, including SUCs. As a continuation of ROSS Phase I, under which BPSU was granted 176 plantilla items, the approval of an additional 111 permanent positions under the succeeding phase is expected to further strengthen the Universityโs operational structure and enhance its capacity to deliver research, extension, and production-related programs in a more focused, efficient, and sustainable manner, while further advancing its role in innovation and community engagement.
The successful proposal and facilitation of the ROSS Phase II items were spearheaded by the universityโs Human Resource Management and Development Office (HRMDO), in close collaboration with the Research and Extension Office and the Production and Business Enterprise (PBEN) Office. Their coordinated efforts were instrumental in aligning institutional priorities with national standards and securing the approval of additional permanent positions.

A gentle reminder regarding the deadlines for the submission of research proposals for the 2027 funding cycle.
We highly encourage the conduct of multidisciplinary and interdisciplinary research initiatives. The deadline for submission is May 29, 2026. Proposals must be submitted to your respective RDO Chairperson. For the Main Campus, submissions shall be made to the Office of the Director for Research and Development.
While solo research proposals have been practiced in previous years, faculty members are encouraged to collaborate and include other faculty members as part of their research teams for the next fiscal year and in the succeeding years, provided that there are no overlapping responsibilities.
This initiative aims to ensure the equitable distribution of limited research funds and the attainment of the target of 60 research projects distributed across all campuses.

In line with our commitment to innovation, efficiency, and adaptability, BPSU will officially adopt a 3-Day Onsite and 2-Day Work-From-Home HyFlex (Hybrid Flexible) Work Modality, effective April 20, 2026, according to University Memorandum No. 0729.
As such, BPSU personnel will follow a hybrid work setup that combines onsite duties and remote work. Further details are listed below:
