On behalf of the Staff and Management of the iconic UPNG Mt Hagen Open Campus (now University Learning Centre), we wish you all the people of Western Highlands and Jiwaka, upper highlands and those people from other province who call Mt Hagen their home 🏡 a Very Merry Christmas 🎅 and a prosperous new year (2026).
The UPNG Open College has been an integral part of UPNG in delivering UPNG school programs over many decades, and it is on the mission to continue its expansion and delivery of it's vast dynamic programs from it's three schools. Those schools include;
1) School of Business and Public Policy (most progressive school with 8 degree and diploma programs).
2) School of Natural and Physical Sciences (science foundation year only at NCD University Learning Centre)
3) School of Humanities and Social Science (oldest School of UPNG with unique courses).
At the Mt Hagen ULC, we offer Business Management Foundation Year (BMFY), and First Year Humanities and Social Science programs like Anthropology, Political Science, Journalism, Social Work, Psychology, History, Philosophy, Literature, Communication Science, Linguistics and many more..
The UPNG Diploma and Degree programs are offered here at the Mt Hagen ULC. This is indeed an opportunity for School Leavers who didn't secure a space at universities and colleges and other institutions to give a go at UPNG here at your doorstep. It is affordable, convenient, and closer to your parents and family.
UPNG existed for the last sixty (60) years, and it's looking forward to the next century.

UPNG EXTERNAL APPLICATION NOTICE FOR 2026 ENROLLMENT.
This notice serves to inform all Non-school leavers and working-class professionals that University of Papua New Guinea’s External Application for 2026 Diploma and Degree is now Open.
1) Diploma in Business & Management leading to Bachelor in Business & Management (BBM) at the School of Business and Public Policy, UPNG Waigani Main Campus.
2) Bachelor of Arts (BA)) First Year only) leading to Internal Program (Second Year at Main Campus)
3) All Primary School Teachers with Certificate/Diploma in Education/Teaching (BAPSE).
Note:
i) If you are interested to study at UPNG, then this is the opportunity for you to apply for external programs.
ii) All programs offered externally are all same as internal programs. Study pathway lead to internal Degree Programs at the Waigani Main Campus.
iii) Study is through blended and flexible mode where you can study at your own Phase and Budget.
iv) Fee is K600.00/Course.

Happy 50th Jubilee Anniversary PNG
Today is Wednesday 17th of September and PNG as a politically independent and sovereign nation is 50 years and one day old.
Every date on a calendar is significant and today is no different. The significance of today, the 16th of September 2025 marks an historic 50th Jubilee milestone of the nationhood of Independent State of Papua New Guinea in celebrating the political sovereignty from Australia. The nation of Papua New Guinea has since survived through many economic and political upheavals whilst also embracing and enjoying numerous bundles of economic prosperity and political stability.
The challenges of nationhood have tremendously affected its political leaders prior and after independence and even up to this very day. Envisioning the pathway of PNG is the responsibility of every Papua New Guineans.
Whilst the perspectives differed on how Papua New Guinea was politically and economically managed, PNG’s multi-diverse customs and cultures will continue to live into the foreseeable future. That destiny will be lived! It will be shaped and molded by Papua New Guineans from Highlands, Momase, New Guinea Island and Southern regions. Unity not in tatters but in harmony is fundamental.
Increasing population of this nation will continue to cause immense hardship on the access to other vital services. Economic opportunities are many but competition with foreigners will be the game of the next half a century where the innovative and smartest will live through.
Whilst heading the late thirties, am deeply honored to be back at my homeland, Western Highlands. It is indisputably the land of abundance, well connected from upper highlands and down to lower highlands and further to Momase. I have served the nation with my one and only employer – The University of Papua New Guinea in the academic space over more than a decade. I have never abandoned the Premier University of the South Pacific but have only left the main campus after almost fifteen years.
Seated in front of the famous and iconic UPNG Mt Hagen Open Campus in the directing capacity, am clouded by the state of neglect, heaps of old files and folder each of which has treasure connected to learning. Files collected and covered by dust but the yolk of it is in the Papua New Guineans who have once been students of this famous campus. Confidence have declined due to numerous factors, some of which are within the means of control and others outside the means of control. Nonetheless, there is hope that confidence will be restored.
With PNG now at fifty, UPNG is at sixty. The latter birthed Papua New Guineans from early formation and continues to immensely contribute sixty years on in human resource development. This remarkable journey is rooted in the delicate spirit of nation building with resolute and absolute confidence and certainty. That mission is steadfast.
With a growing number of school leavers at the Secondary schools here at the centre of the highlands provinces, the Mt Hagen Open Campus still stands tall yearning to accept applications for UPNG through the flexible learning mode for 2026 intake. Opportunity is given to those who cannot make it into formal tertiary institutions around the country.
Youths are the future of provinces and the nation at this juncture of golden jubilee. Western Highlanders have the privilege of having the governor who is keen about the future. His scholarship foundation is first of its kind. Indeed, it is timely in lifting burden off the shoulders of parents. Open College in Mt Hagen is no longer an up grading or offering Certificate in Tertiary and Community Studies (CTCS) or Certificate in Tertiary Studies (CTS). This program was phased out.
At the Mt Hagen Open Campus (now University Learning Centre), a number of diploma and degree programs are only on offer. The School of Business and Public Policy has a foundation year which would eventually lead to diploma in Business and Management and further into one of the eight (8) specialized degree programs. Also on offer are the first year courses from the oldest school of the University of Papua New Guinea; The School of Humanities and Social Sciences. It has externalized the fourteen (14) plus degree programs with first year as foundation year through the UPNG Mt Hagen Open Campus. These are taught and delivered through the blended and flexible learning mode.
Grade Twelve (12) non-school leavers and school leavers can enquire at the Campus for more information. The UPNG Open College is here only at your door step offering foundation year diploma programs leading further to the completion of the bachelor program at the Main Campus of the University of Papua New Guinea. The UPNG has undoubtedly contributed tremendously to the higher learning space and is firmly looking forward to contributing manifold in the next jubilee.
To pen off, fifty years ago, Grand Chief Sir Michael T Somare was asked about the nationhood and its human resource in managing its affairs when PNG did not have skilled population and workforce. He boldly and firmly stated that and I paraphrase and quote;
“The people who will run the affairs of this country are in the womb of mothers, aunties and daughters of this Land.” Late Sir Michael T Somare.
The University of Papua New Guinea have been at the forefront in materializing the Vision of the founding leader. Steadfastly, UPNG have contributed greatly to human resource development. Somare had that vision with passion and determination. Now, we must contribute with passion.
