‘Notes on The Board of Peace' is a recent e-book by Peter Cleave available on Facebook Marketplace.
This is one of the few gatherings of information about the committees and groups that the Board of Peace is now starting to work with in Gaza. At the same time the Board of Peace is considered in its own right. The Appendices include the way the Board describes itself as well as the way it has been presented at the United Nations. An extensive reading list is given although the scope and nature of The Board of Peace in action is yet to be fully revealed. Other sources may need to be referenced as time goes by. 'Notes on The Board of Peace' is a start and meant to be a collection of information and thoughts that will grow and develop over time.

Here's how the two texts connect:
The "exoskeleton" becomes a battlefield
Cleave's most prescient idea is his description of satellite networks as an "exoskeleton" outside and above nation-states — a space where the phrase "data of nations" starts to lose force. The Starlink situation is almost a live demonstration of this. Russia's State Duma Chairman threatened nuclear retaliation against SpaceX over Ukraine's use of Starlink, which is precisely the scenario Cleave gestures toward: a nation-state finding itself confronting a private commercial entity operating in orbital space, beyond normal diplomatic and legal reach. The nuclear threat is, in a way, an admission that traditional state power has no adequate response to this new layer of infrastructure. united24media
Private platforms as geopolitical actors
Cleave asks whether Amazon could "withhold or control data in such a way as to influence nation-states." Starlink answers that question with a yes. After SpaceX moved to deactivate unauthorized Russian terminals in early 2026, Russian advances slowed significantly and Ukrainian forces reclaimed approximately 400 square kilometres. A single corporate decision by a private company — not a government — shifted the military balance of a major war. Cleave's framing of the "Political Cap" (where states try to set limits on platforms) is inverted here: it's the platform setting limits on a state. united24media
The cosmopolitan algorithm vs. the nationalist state
Cleave contrasts Amazon's apparently borderless, cosmopolitan reach with Trump and Walmart's cluster of nationalism. The Starlink case maps neatly onto this. Russia is asserting the most extreme form of territorial sovereignty — nuclear deterrence — against an entity that, by its orbital nature, cannot really be contained within those terms. Cleave's speculation that "the states of earth were already left behind" with developments in cyberspace looks less abstract when a satellite internet company is shaping frontline military outcomes.
The question of statelessness
Cleave wonders whether satellite infrastructure above the earth represents a new kind of statelessness, and whether that might eventually produce "an incipient form in a new kind of state to be." The Starlink episode shows how disruptive that statelessness already is — and how violently existing states resist it. Russia's threat is essentially a demand that the old rules of state sovereignty apply to orbital space, even as the technology itself refuses those rules.
In short, Cleave's article reads almost as a theoretical framework for exactly the crisis described in the United24 piece. What he saw as a long-term philosophical question — who governs the data and infrastructure beyond national borders? — is now an immediate, kinetic problem.
