Locals fill sand bags amid severe weather in Dunedin The Dunedin District Council (DCC) said the city's Civil Defence bunker was being activated, and sandbags were available for collection at Dunedin Ice Stadium carpark in St Kilda and Mosgiel Memorial Park gym carpark in Mosgiel.
