Censorship in heavily reshapes AI data scraping by treating training data as a matter of ideological security. This creates several major challenges for Chinese development.

Because the Cyberspace Administration of China requires all training data to uphold core socialist values, developers cannot scrape blocked foreign sites like Wikipedia, and domestic platforms are already heavily scrubbed in real time. This means scrapers pull from an ecosystem where critical historical, political, and economic discussions have already been deleted.

Second, to avoid legal risk and heavy fines, companies rely on government-approved datasets, state media archives, and official academic databases. While safe, this data is highly biased toward state-preferred narratives and formal syntax.

Third, extensive pre-filtering occurs before data ever reaches pre-training. Developers run scraped text through semantic models to catch political sensitivities, historical analogies, and internet slang used to bypass keywords. Even advanced reasoning models are aligned to hard-stop or switch to boilerplate scripts if a forbidden topic is touched.

Ultimately, this creates a major trade-off. To build competitive models, developers need massive amounts of raw human dialogue, but raw human dialogue risks capturing forbidden content. To compensate, companies scrape outside the firewall for purely technical and scientific text while relying on highly sanitized domestic data. This leaves Chinese AI highly capable in math, coding, and technical domains, but heavily restricted, defensive, or prone to scripted responses on social and political topics.

In the Immediate Timeframe

Necessary Condition for Reaching "The Day After"
The IDF will continue the war until its goals are achieved: the destruction of the military capabilities and governmental infrastructure of Hamas and Palestinian Islamic Jihad; the return of the hostages; and the prevention of any threat from the Gaza Strip over time.

In the Intermediate Period

The Security Sphere

1. Israel will maintain operational freedom of action throughout the entire Gaza Strip, without time limits, for the purpose of preventing the resurgence of terrorism and thwarting threats from Gaza.

2. The security buffer zone established within the Gaza Strip in the area bordering Israel will exist for as long as there is a security need for it.

3. Israel will maintain a "Southern Closure" on the Gaza-Egypt border to prevent the re-arming of terrorist elements in the Gaza Strip. The "Southern Closure" will operate, as much as possible, in cooperation with Egypt and with the assistance of the US, and will be based on measures to prevent smuggling from Egypt, both underground and above ground, including at the Rafah crossing.

4. Israel will maintain security control over the entire area west of the Jordan River, including the land, sea, and airspace envelopes of Gaza, to prevent the strengthening of terrorist elements in Judea, Samaria [the West Bank], and the Gaza Strip, and to thwart threats from them toward Israel.

5. There will be complete demilitarization in the Gaza Strip of any military capability, beyond what is required for the needs of maintaining public order. The responsibility for realizing this goal and supervising its existence in the foreseeable future is granted to Israel.

The Civil Sphere

1. As much as possible, the civil administration and the responsibility for public order in the Gaza Strip will be based on local stakeholders with administrative experience. These local entities will not be identified with countries or bodies that support terrorism and will not receive salaries from them.

2. A comprehensive program for de-radicalization will be promoted in all religious, educational, and welfare institutions in the Gaza Strip, as much as possible with the involvement and assistance of Arab countries that have experience in promoting de-radicalization in their territory.

3. Israel will act to shut down UNRWA, whose operatives were involved in the October 7 massacre, and whose schools educated toward terror and the destruction of Israel. Israel will act to cease UNRWA's activities in the Gaza Strip and replace it with responsible international aid agencies.

4. The rehabilitation of the Strip will only be possible after the completion of demilitarization and the start of the de-radicalization process. The rehabilitation plan will be executed with funding and leadership from countries acceptable to Israel.

In the Long Term

Basic Principles for a Future Arrangement

1. Israel outright rejects international dictates regarding a permanent arrangement with the Palestinians. Such an arrangement will be reached only through direct negotiations between the sides, without preconditions.

2. Israel will continue to oppose the unilateral recognition of a Palestinian state. Such recognition in the wake of the October 7 massacre would grant an enormous, unprecedented reward to terrorism and would prevent any future peaceful settlement.
