A brief introduction
Mid-Western University (MU) is an autonomous and public institution of higher learning with the mission to serve the people of Nepal and enrich the global learning comMUnity by extending the advantages of higher education. under the concept of MUlti-university system, Mid-Western University is a state supported institution, founded on land donated by the Government of Nepal. T
he central campus of the University and the Central Administration Office are located in Birendranagar MUnicipality, in the District of Surkhet, Nepal. Although Mid-Western University is still in the making and has a long way to go before becoming fully operative, the University gathers a tremendous political support from the existing parties and above all enjoys wide enthusiastic participation and support of the local people. The establishment of Mid-Western University represents the fulfillment of a cherished dream of the people of this area
Aware of these extraordinary and propitious circumstances, the University aims at promoting the advancement of learning and dissemination of knowledge for the overall welfare of the nation. During the years of study with a variety of dedicated lecturers and researchers, the University aims at helping students to enhance their capacity, promote holistic development of their abilities and personality and bringing them to a deeper understanding of their future role in the society. The University, in the long run, is dedicated to become a Centre of Academic Excellence in learning, teaching and research. Its primary goal is to set up a culture of learning in the country and to extend and spread the benefits of knowledge by providing access to the overall comMUnity at large. The University also aims at establishing a comMUnity of scholars, students and staff in which understanding and wisdom can expand and flourish. Responsive to the particular social and economic context of Nepal as well as the requirements of the international standards in higher education, the University tries to implement academic programs and in-service courses that cater to these needs. Guided by the view to provide quality and job oriented education to the students and link the University system with the comMUnity services, programs and courses offered by MU are designed to meet these requirements and standards in every possible area. Academic programs are developed in consultation with civic, educational and business leaders of the comMUnity, as well as the appropriate Ministries of the Nepal Government. At the inauguration of MU’s first Academic Year 2012-13, various quality programs at undergraduate and graduate level will be launched in the fields of Humanities and Social Sciences, Science and Technology, Management and Educational Sciences followed by Engineering programs from 2014. However, the university remains committed to commence new programs in the fields of Law, Medicine and vocational courses on various areas in upcoming years.
2. UNIVERSITY MISSION
Mid-Western University is an autonomous institution whose mission is to expand the advantages of higher education to the people of Nepal and the overall learning comMUnity, in its role as a Centre for the advancement, dissemination and use of knowledge. The Mission of Mid-Western University can be articulated into four dimensions which define the University as a:
• A Centre of Academic Excellence that promotes quality education with the highest academic standards;
• A source for creation and dissemination of knowledge through teaching, research and creative inquiry;
• A powerful engine for promoting collective transformation, meaningful enhancement of the society, economic growth and sustainable development of the nation and the global learning comMUnity;
• A resource for comMUnity service and outreach, international initiative and cooperation . In line with these principles, the University aims at becoming a Centre of Academic Excellence that promotes the production and dissemination of knowledge, as well as the implementation of research findings for the benefit of the overall comMUnity. Recognizing the international character of modern higher education, the University aims in fact at maintaining programs and standards which are fully comparable with any similar system of higher learning, thereby making it possible for promising Nepali students to obtain quality higher education without going abroad. The highest aspiration of the University is to provide quality education in a way that promotes the holistic development of the students’ abilities and personality, enhances the knowledge of the youth in a spirit of understanding, universally shared principles and dedication for best serving the common good. “मध्यपश्चिम विश्वविद्यालय नीति प्रयोगशालाद्वारा कानुनी शिक्षासम्बन्धी नीति संवाद कार्यक्रम सम्पन्न”
मध्यपश्चिम विश्वविद्यालय नीति प्रयोगशालाको आयोजनामा २०८३ साल साउन १३ गते वीरेन्द्रनगर, सुर्खेत स्थित विश्वविद्यालयको केन्द्रीय कार्यालयमा उच्च शिक्षामा कानुन शिक्षाको नीतिगत हस्तक्षेप तथा सुधारका अवसरहरू विषयक नीति संवाद कार्यक्रम सम्पन्न भएको छ ।
कार्यक्रममा प्रमुख वक्ताका रूपमा मुलुकका सार्वजनिक नीति विश्लेषक तथा संवैधानिक कानूनका ज्ञाता प्रा. डा. बिपिन अधिकारीज्यूले नेपालको उच्च शिक्षामा कानून शिक्षाको वर्तमान अवस्था, नीतिगत हस्तक्षेपको आवश्यकता तथा सुधारका सम्भावनाबारे आफ्नो विचार प्रस्तुत गर्नुभएको थियो ।
उहाँले गुणस्तरीय कानून शिक्षा, अनुसन्धानमा आधारित नीति निर्माण, शैक्षिक सुशासन तथा विश्वविद्यालय र राज्यबीच प्रभावकारी समन्वय मार्फत उच्च शिक्षालाई समयानुकूल रूपान्तरण गर्नुपर्नेमा जोड दिनुभयो ।
प्रा. डा. अधिकारीज्यूले प्रमाणमा आधारित नीति निर्माण, सरोकारवालाबीच निरन्तर संवाद तथा प्रभावमुखी कार्यान्वयन मार्फत उच्च शिक्षाको गुणस्तर अभिवृद्धि गर्न सकिने धारणा व्यक्त गर्नुभयो । उहाँले कानुनी शिक्षालाई सार्वजनिक नीति, दर्शन, प्रविधि, अन्तर्राष्ट्रिय सम्बन्ध तथा अन्य शैक्षिक क्षेत्रसँग जोड्नुपर्ने आवश्यकता औंल्याउनुभयो ।
सहभागीहरूले सिकाइलाई समाजका वास्तविक समस्या र व्यावसायिक अभ्याससँग जोड्नुपर्ने सुझाव दिएका थिए । नीति प्रयोगशालाले आगामी दिनमा नीति संवाद, अनुसन्धान र ज्ञान आदानप्रदानलाई प्रवर्द्धन गर्दै उच्च शिक्षा सुधारका लागि यस्ता कार्यक्रमलाई निरन्तरता दिने जनाएको छ ।
रजिष्ट्रार सह-प्रा. डा. अर्जुनबहादुर अयडीज्यूको अध्यक्षता र अन्तर्राष्ट्रिय सम्बन्ध निर्देशनालयका कार्यकारी निर्देशक एवं नीति प्रयोगशालाका संयोजक डा. यदुप्रसाद ज्ञवालीज्यूले सहजीकरण गर्नुभएको उक्त कार्यक्रममा पूर्व उपकुलपति प्रा. डा. नारायणप्रसाद पौडेलज्यू, डीन सह-प्रा. डा. पूर्णमान श्रेष्ठज्यू, प्रा.डा. चन्द्रप्रसाद रिजालज्यू लगायतले मन्तव्य राख्नुभएको थियो ।
कार्यक्रममा विश्वविद्यालयका पदाधिकारी, प्राध्यापक, कर्मचारी, कानून व्यवसायी, उद्योगी, कानूनका विद्यार्थी लगायत विभिन्न सरोकारवालाको सहभागिता रहेको थियो ।
“Mid-West University Policy Lab Conducts Policy Dialogue on Legal Education”
A policy dialogue and keynote address on “Legal Education: Policy Intervention and Reform Opportunities in Higher Education” was successfully conducted on July 29, 2026 at the Central Office of Mid-West University in Birendranagar, Surkhet, organized by the Mid-West University Policy Lab.
Prof. Dr. Bipin Adhikari, a prominent public policy analyst and constitutional law expert, was the keynote speaker at the program. He shared his perspectives on the current state of legal education in Nepal’s higher education sector, the need for policy interventions, and the prospects for reform.
Prof. Dr. Adhikari emphasized the need to transform higher education in line with contemporary needs through quality legal education, research-based policymaking, academic governance, and effective coordination between universities and the state.
He further stated that the quality of higher education can be enhanced through evidence-based policymaking, continuous dialogue among stakeholders, and effective implementation of policies. He also highlighted the need to integrate legal education with public policy, philosophy, technology, international relations, and other academic disciplines.
Participants suggested that learning should be connected with real-world social issues and professional practices to make legal education more relevant and impactful. The Policy Lab stated that it would continue such programs in the coming days to promote policy dialogue, research, and knowledge exchange for the improvement of higher education.
The program was chaired by Registrar Assoc. Prof. Dr. Arjun Bahadur Ayadi and facilitated by Dr. Yadu Prasad Gyawali, Executive Director of the Directorate of International Relations and Coordinator of the Policy Lab. Former Vice-Chancellor Prof. Dr. Narayan Prasad Poudel, Dean Assoc. Prof. Dr. Purnaman Shrestha, Prof. Dr. Chandra Prasad Rijal, among others, also delivered their remarks during the program.

मिति २०८३ साल साउन १२ गते मध्यपश्चिम विश्वविद्यालय योजना विकास तथा अनुगमन परिषद्को बैठक विश्वविद्यालयका उपकुलपति सह-प्रा. ई. डा. राजन सुवालज्यूको अध्यक्षतामा वीरेन्द्रनगर, सुर्खेत स्थित केन्द्रीय कार्यालयको सभाहलमा सम्पन्न भएको छ ।
बैठकमा योजना विकास तथा अनुगमन निर्देशनालयको संयोजनमा विश्वविद्यालयको चालु आ. व. २०८३/०८४ को स्वीकृत बजेट सिलिङभित्र रही तयार पारिएको पूँजीगत तर्फको वार्षिक खरिद योजना सम्बन्धी प्रस्ताव उपर आवश्यक छलफल एवं निर्णय गरिएको हो ।

“Mid-West University Planning Council Meeting Concluded”
The meeting of the Planning, Development and Monitoring Council of Mid-West University was successfully held on July 28, 2026 at the Meeting Hall of the Central Office in Birendranagar, Surkhet, under the chairpersonship of Vice-Chancellor Assoc. Prof. Er. Dr. Rajan Suwal.
The meeting held detailed discussions and made necessary decisions regarding the Annual Procurement Plan for capital expenditure, prepared under the coordination of the Directorate of Planning, Development and Monitoring within the approved budget ceiling of the University for the current fiscal year 2083/084 B.S.
The proposal was presented by Dr. Bishnu Kumar Khadka, Executive Director of the Directorate of Planning, Development and Monitoring and Member Secretary of the Planning Council. मध्यपश्चिम विश्वविद्यालयको वीरेन्द्रनगर, सुर्खेत स्थित केन्द्रीय विभाग परिसरमा निर्माणाधीन केन्द्रीय पुस्तकालय भवन साउन ६ गते अनुगमन गरिएको छ ।
चालू आर्थिक वर्ष २०८३/०८४ को आरम्भ भएसँगै मध्यपश्चिम विश्वविद्यालय योजना विकास तथा अनुगमन निर्देशनालयको संयोजनमा उपकुलपति सह-प्रा. ई. डा. राजन सुवालज्यू र रजिष्ट्रार सह-प्रा. डा. अर्जुनबहादुर अयडीज्यू सहितको टोलीद्वारा विश्वविद्यालयको उक्त निर्माणाधीन भवनको बुधबार स्थलगत अनुगमन गरिएको हो ।
अनुगमनका क्रममा उपकुलपति सुवालज्यू र रजिष्ट्रार अयडीज्यूले निर्माण कार्यको हालसम्मको प्रगति, भवनको गुणस्तर तथा सुधार गर्नुपर्ने विषयमा निर्माण व्यवसायी सहित सरोकारवालाबाट जानकारी लिई गुणस्तरीय भवन हस्तान्तरण गर्न आवश्यक सुझाव दिनुभएको थियो ।

“Monitoring of the Under-Construction Central Library Building at Mid-West University”
The under-construction Central Library Building located at the Central Departments Campus premises of Mid-West University in Birendranagar, Surkhet, was monitored on July 22.
With the commencement of the Fiscal Year 2083/84 B.S., a monitoring team led by Vice-Chancellor Assoc. Prof. Er. Dr. Rajan Suwal and Registrar Assoc. Prof. Dr. Arjun Bahadur Ayadi, under the coordination of the Directorate of Planning, Development and Monitoring, conducted an on-site inspection of the under-construction building on Wednesday.
During the inspection, Vice-Chancellor Dr. Suwal and Registrar Dr. Ayadi reviewed the progress achieved so far, assessed the quality of the construction, and obtained updates from the contractor and other stakeholders regarding areas requiring further improvement. They also provided necessary suggestions to ensure the completion and handover of a high-quality building.
The inspection was attended by Dr. Bishnu Kumar Khadka, Executive Director of the Directorate of Planning, Development and Monitoring; Dr. Laxmi Prasad Acharya, Executive Director of the Curriculum Development Directorate; Chandra Prakash Acharya, Head of the Graduate School of Education, Central Department; Engineer Govinda Khatri; officials and staff members from the Central Office; representatives of the construction company; and other concerned stakeholders. “प्रमाणमा आधारित नीति अनुसन्धानका लागि मध्यपश्चिम विश्वविद्यालयको नीति प्रयोगशाला परियोजना शुभारम्भ”
संयुक्त राष्ट्रसंघीय विकास कार्यक्रम अन्तर्गत सञ्चालित प्रदेश तथा स्थानीय शासन सुदृढीकरण कार्यक्रमको सहयोगमा मध्यपश्चिम विश्वविद्यालय नीति प्रयोगशाला मार्फत सञ्चालन हुने प्रमाणमा आधारित नीति अनुसन्धान परियोजनाको किक-अफ बैठक असार ३२ गते धुलिखेल, बनेपामा सम्पन्न भएको छ।
कार्यक्रममा युएनडिपी, मध्यपश्चिम विश्वविद्यालयसहित चार विश्वविद्यालयका प्रतिनिधिहरू तथा विभिन्न सरोकारवालाहरूको सहभागिता रहेको थियो। बैठकले नेपालको संघीय शासन प्रणालीलाई थप प्रभावकारी, जवाफदेही तथा प्रमाणमा आधारित बनाउन विश्वविद्यालयहरूको अनुसन्धान क्षमता, नीति संवाद तथा सरकारी निकायसँगको सहकार्यलाई सुदृढ गर्ने उद्देश्य लिएको छ।
युएनडिपी र मध्यपश्चिम विश्वविद्यालयबीच सम्पन्न सहमति पत्र अनुसार परियोजना ८ जुलाई २०२६ देखि ३० जुन २०२८ सम्म सञ्चालन हुनेछ। परियोजनाका लागि युएनडिपीले आर्थिक सहयोग उपलब्ध गराउनेछ। परियोजनाअन्तर्गत मध्यपश्चिम विश्वविद्यालयमा नीति प्रयोगशालालाई संस्थागत रूपमा सुदृढ गर्दै संघीय शासनसम्बन्धी अनुसन्धान, तथ्याङ्क सङ्कलन, विश्लेषण, नीतिपत्र निर्माण, प्रदेश तथा राष्ट्रियस्तरका नीतिगत संवाद, युवा तथ्याङ्क दूतको क्षमता विकास तथा अनुसन्धानका निष्कर्षलाई प्रत्यक्ष रूपमा सार्वजनिक नीतिसँग जोड्ने कार्यहरू सञ्चालन गरिनेछन्।
बैठकमा अन्तरसरकारी सम्बन्ध, वित्तीय संघीयता तथा आन्तरिक स्रोत परिचालन, डिजिटल शासन तथा लैङ्गिक समानता, सामाजिक समावेशीकरण र जवाफदेहिताका विषयलाई अनुसन्धानका प्राथमिक क्षेत्रका रूपमा अघि बढाउने विषयमा छलफल भएको थियो। सहभागी विश्वविद्यालयहरूले यीमध्ये एक–एक विषयगत क्षेत्रमा नेतृत्व गर्दै अनुसन्धानलाई नीति सुधारसँग जोड्ने प्रतिबद्धता व्यक्त गरेका थिए।
यस अवसरमा मध्यपश्चिम विश्वविद्यालयका उपकुलपति सह-प्रा. ई. डा. राजन सुवालज्यूले परियोजनाको प्रभावकारी कार्यान्वयनका लागि सहभागितामूलक दृष्टिकोणलाई प्राथमिकतामा राख्नुपर्ने बताउनुभयो। विश्वविद्यालय, सरकारी निकाय, अनुसन्धानकर्ता, विद्यार्थी तथा समुदायबीचको सहकार्यबाट मात्र अनुसन्धानलाई व्यवहारिक नीति सुधारमा रूपान्तरण गर्न सकिने उहाँको भनाइ थियो। उहाँले मध्यपश्चिम विश्वविद्यालयको नीति प्रयोगशालालाई दीर्घकालीन अनुसन्धान, नीतिगत संवाद तथा ज्ञान व्यवस्थापनको उत्कृष्ट केन्द्रका रूपमा विकास गरिने उल्लेख गर्दै अन्य विश्वविद्यालयहरूलाई नीति प्रयोगशालाको अवलोकन गर्न, अनुभव आदानप्रदान गर्न तथा दिगोपना र व्यावसायिक सहकार्यका लागि मध्यपश्चिम विश्वविद्यालयसँग सहकार्य गर्न आग्रह गर्नुभयो।
त्यसैगरी, मध्यपश्चिम विश्वविद्यालयका अन्तर्राष्ट्रिय सम्बन्ध निर्देशनालयका कार्यकारी निर्देशक तथा नीति प्रयोगशालाका संयोजक डा. यदुप्रसाद ज्ञवालीज्यूले नीति प्रयोगशालाले राष्ट्रिय तथा अन्तर्राष्ट्रिय स्तरमा विश्वविद्यालयको पहिचान र दृश्यता अभिवृद्धि गर्ने विश्वास व्यक्त गर्नुभयो।उहाँले बदलिँदो विश्वव्यापी अनुसन्धान प्रवृत्तिअनुसार विश्वविद्यालय, अनुसन्धान संस्था तथा अन्तर्राष्ट्रिय साझेदारहरूसँग सहकार्य विस्तार गर्दै नीति प्रयोगशालालाई अनुसन्धान तथा विकासको सक्रिय मञ्चका रूपमा अघि बढाइने बताउनुभयो।
प्राध्यापक, अनुसन्धानकर्ता, विद्यार्थी तथा युवा विद्वानहरूको सक्रिय सहभागितामार्फत प्रमाणमा आधारित अनुसन्धानलाई नीति निर्माण र सुशासनसँग जोड्दै समाजमा सकारात्मक परिवर्तन ल्याउने दिशामा नीति प्रयोगशाला प्रतिबद्ध रहेको उहाँले उल्लेख गर्नुभयो। कार्यक्रममा सहभागीहरूले विश्वविद्यालयमा आधारित नीति अनुसन्धानलाई सरकारी नीति निर्माण प्रक्रियासँग जोड्ने, प्रमाणमा आधारित निर्णय प्रणालीलाई संस्थागत गर्ने तथा संघीय शासन सुदृढीकरणमा विश्वविद्यालयहरूको भूमिका अझ प्रभावकारी बनाउने विषयमा जोड दिएका थिए।

The kick-off meeting of the Evidence-Based Policy Research Project, which will be implemented through the Mid-West University Policy Lab with the support of the Provincial and Local Governance Strengthening Programme (PLGSP) under the United Nations Development Programme (UNDP), was held today at Banepa, Dhulikhel.
The program was attended by representatives from UNDP, Mid-West University, three other universities, and various stakeholders. The meeting aimed to strengthen the research capacity of universities, promote policy dialogue, and enhance collaboration with government agencies to make Nepal’s federal governance system more effective, accountable, and evidence-based.
According to the Letter of Agreement (LOA) signed between UNDP and Mid-West University, the project will be implemented from July 8, 2026, to June 30, 2028. UNDP will provide financial support for the project. Under this initiative, Mid-West University will institutionally strengthen its Policy Lab and undertake activities related to federal governance research, data collection and analysis, preparation of policy briefs, provincial and national policy dialogues, capacity building of Youth Data Ambassadors, and connecting research findings directly with public policymaking processes.
During the meeting, discussions were held on prioritizing research in the areas of intergovernmental relations, fiscal federalism and internal resource mobilization, digital governance, gender equality, social inclusion, and accountability. Participating universities expressed their commitment to leading research in one thematic area each and linking research outcomes to policy reforms.
On the occasion, Assoc. Prof. Er. Dr. Rajan Suwal, Vice-Chancellor of Mid-West University, emphasized the need to prioritize a participatory approach for the effective implementation of the project. He stated that research can only be transformed into practical policy reforms through collaboration among universities, government agencies, researchers, students, and communities. He further noted that the Mid-West University Policy Lab would be developed as a center of excellence for long-term research, policy dialogue, and knowledge management. He also invited other universities to visit the Policy Lab, exchange experiences, and collaborate with Mid-West University to ensure sustainability and professional cooperation.
Similarly, Dr. Yadu Prasad Gyawali, Executive Director of the Directorate of International Relations and Coordinator of the Policy Lab at Mid-West University, expressed confidence that the Policy Lab would enhance the university’s identity and visibility at both national and international levels. He stated that the Policy Lab would be advanced as an active platform for Research and Development (R&D) by expanding collaboration with universities, research institutions, and international partners in line with evolving global research trends. He further emphasized that the Policy Lab is committed to bringing positive social change by connecting evidence-based research with policymaking and good governance through the active participation of professors, researchers, students, and young scholars.
