यदि राज्यले आफ्नै सुरक्षा संयन्त्रलाई अविश्वास, अप-मान र अ'सुरक्षाको घेरामा राख्छ भने, त्यो राज्य दीर्घकालीन रूपमा स्थिर रहन सक्दैन। प्रहरीको मनोबल खस्किएको राज्यमा कानून कागजमा मात्र बाँकी रहन्छ। त्यसैले, प्रहरीलाई कम-जोर पार्ने होइन—विश्वासमा लिएर सशक्त बनाउने नीति अपनाउनु अपरिहार्य छ।"
