Dharmadevi, Sankhuwasabha – August 31, 2025 – In a momentous event coinciding with National Library Day, the Dharmadevi Community Library and Resource Center (CLRC) was officially inaugurated, marking a significant milestone for the area. The ceremony was graced by the Hon. Panch Karna Rai, Minister for Social Development Ministry Koshi Province, Members of Provencial assembly, and distinguished delegates from Japan.
The newly opened center is a cornerstone of the “Project for Community-Based Vocational and Technical Skill Development,” a collaborative initiative between the Shanti Volunteer Association (SVA), READ Nepal, Dharmadevi Municipality, and the local community, with generous funding from the Government of Japan.
Re-imagining the traditional library model, the Dharmadevi CLRC is a multi-dimensional resource center designed for empowering communities. A multi-hazard resilient building dedicated sections for children, women, and ICT, alongside a vocational training hall. The center is specifically designed to deliver a wide range of programs focusing on technical skills, agricultural practices, women’s leadership, and youth empowerment, aiming to directly benefit over 1,000 community members.
The inauguration celebrates the significant partnership, including an important contribution from Dharmadevi Municipality, the CLRC is now fully equipped to begin its mission as the central resource center for the area.
We extend our heartfelt thanks to everyone who joined us in marking this milestone. The CLRC is now ready to serve as a resource center for vocational training and skill development, empowering the community for years to come.

On Friday, August 29, we proudly inaugurated the Shanti Community Library and Resource Center in Letang, Morang district, a delighted celebration of community, partnership, and the transformative power of learning.
We were honored to welcome our distinguished guests, including His Excellency Hikmat Karki, Chief Minister of Koshi Province, and His Excellency Maeda Toru, Ambassador of Japan to Nepal. Their presence and encouraging words truly made the day special.
The Community Library and Resource Center is the result of a collaborative effort, jointly implemented by SVA Nepal and READ Nepal, with generous financial support from the Government and people of Japan. This vision was further strengthened by the invaluable support and active participation of the local community in Letang, whose contributions helped make this project a reality.
Going beyond the traditional library model, the facility features a multi-hazard resilient building with specialized sections for children, women, youth, ICT, audio-visual resources, and Disaster Risk Reduction, along with a vocational training hall and community space. The community land and resources, while income-generating shutter spaces ensure long-term sustainability.
The inauguration represents the dedicated efforts of READ Nepal, SVA Nepal, and the Letang community.

SVA Nepal just completed “Safeguarding & PSEA Refresher Training” in May 2025, across the CLRCs in Morang, Dhankuta, and Sankhuwasabha. Empowering 50+ CLRC staff and management committee including youths and community leaders with survivor-centered tools to prevent and respond to harm.
This is more than a training, it’s our pledge to embed accountability into grass-root level. The event was not just about guidelines, but rather reaffirming our foundational values: Protection, Dignity, and Trust.
We refocused on the reality that every Vulnerable people ought to be able to live in a world without violence and shall be protected and treated with dignity.
And most importantly, we empowered CLRC and communities with relevant tools grounded in rights.

One Community at a Time: Unlocking Potential The Community-Based Vocational and Technical Skill Development project, led by Shanti Volunteer Association and READ Nepal, has been changing lives in Dhankuta, Morang, and Sankhuwasabha Districts in Koshi Province
since March 2023.• 1,600+ people were empowered through technical, entrepreneurial, and vocational training;
900+ women and youth were given advanced literacy and life skills, which promoted resilience and leadership; and three inclusive CLRCs were constructed to act as safe, lifelong learning centers.

Emergency Relief to Landslide Victims in Chhathar Jorpati Rural Municipality, Dhankuta.
The project area where SVA jointly implementing a project, “Community-Based Vocational and Technical Skill Development through Community Library and Resource Center” in partnership with READ Nepal and financial support from the People and Government of Japan.
SVA Nepal supported the families and schools severely affected by last September’s landslide by providing Corrugated Galvanized Iron sheets (CGI Sheets) for roofing and gabion box.
The items were distributed in coordination with Chhathar Jorpati Rural Municipality, Sindhuwa Chhathar Jorpati Community Library and Resource Center and READ Nepal.
SVA Nepal hopes for the early recovery of those affected.

(August 31, 2024): We are excited to share the grand opening of the Sindhuwa Chhathar Jorpati Community Library and Resource Center (CLRC), inaugurated today in celebration of Nepal’s 17th National Library Day! 🎉
The ceremony was graced by our Chief Guest, Deputy chief of mission, Embassy of Japan in Nepal, Mr. Takahiro Tamura and Special Guest, Chairperson of Palika, Mr. Chhatra Bahadur S***a. And other delegates from District.
This CLRC is the first to be constructed under a three-year project supported by the Government and people of Japan. The project, led by Shanti Volunteer Association and READ Nepal, aims to enhance vocational opportunities and improve livelihoods in the area. And a cornerstone for learning and community development, offering vital skills in literacy, communication, problem-solving, and vocational training.

🚧 Year 2 Project Update: Community Library and Resource Center (CLRC) 🚧
We’re excited to share the latest news on our ongoing project to build two Community Libraries and Resource Centers (CLRCs)! 🏗️📚
Work is moving forward, and alongside the construction, we're implementing a range of activities. A key focus of this project is providing community-based Technical and Vocational (TVET) skill development trainings through each CLRC. To tailor these programs to our community’s needs, we conducted a thorough needs assessment survey.
On August 12th and 13th 2024, we shared the findings in Dharmadevi Municipality, Sankhuwasabha and Letang Municipality, Morang. We’re deeply grateful to the People and Government of Japan for their generous funding, which is making this initiative possible. 🙏🇯🇵
Both municipalities have expressed their sincere thanks and are committed to ongoing collaboration with the project’s executing agencies. The CLRCs are becoming vital partners with local governments, playing a crucial role in community support programs.
