नेपाल सरकार अन्तर्गत शिक्षा, विज्ञान तथा प्रविधि मन्त्रालय द्वारा जारी पत्रअनुसार शैक्षिक परामर्श सेवा प्रदान गर्ने संस्थाहरूमा कार्यरत परामर्शदाताहरूलाई अनिवार्य तालिम सञ्चालन गर्ने व्यवस्था गरिएको छ।

मन्त्रालयको निर्देशन बमोजिम उक्त तालिम सञ्चालनको जिम्मेवारी प्राविधिक प्रशिक्षण प्रतिष्ठान, सानोठिमी, भक्तपुर लाई प्रदान गरिएको छ।

मुख्य बुँदाहरू:

शैक्षिक परामर्श सेवा सञ्चालन गर्न मन्त्रालयबाट स्वीकृति प्राप्त तथा नवीकरण भएका संस्थामा कार्यरत परामर्शदाताहरूले अनिवार्य रूपमा तालिम लिनुपर्नेछ।

एक संस्थाबाट अधिकतम 2 जना परामर्शदातालाई हालको व्यवस्थाअनुसार तालिम उपलब्ध गराइनेछ।

प्राप्त निवेदनका आधारमा दर्ता क्रमअनुसार तालिम सिफ्ट उपलब्ध गराइनेछ।

सम्पूर्ण EPCAN सदस्य संस्थाहरूलाई आफ्ना परामर्शदाताहरूको विवरण अद्यावधिक राखी आवश्यक तयारी गर्न अनुरोध गरिन्छ।

शैक्षिक परामर्श व्यावसायी संघ, नेपाल (Educational Professional Consultancy Association of Nepal – EPCAN) नेपाल सरकार, शिक्षा, विज्ञान तथा प्रविधि मन्त्रालय (MoEST) अन्तर्गत शैक्षिक परामर्श व्यवसायलाई “नियन्त्रण तथा व्यवस्थापन” गर्ने नाममा रु. २० लाखदेखि रु. १ करोडसम्मको नगद धरौटी रकम तोक्ने प्रस्ताव अघि बढाइएको विषयमा सम्पूर्ण सदस्यहरू, सरोकारवालाहरू तथा शुभेच्छुकहरूलाई जानकारी गराउन चाहन्छ।
यसै सन्दर्भमा, EPCAN को आधिकारिक प्रतिनिधिमण्डलले हालै शैक्षिक परामर्श प्रमाणीकरण/अनुगमन शाखाका प्रमुख तथा शिक्षा, विज्ञान तथा प्रविधि मन्त्रालयका वरिष्ठ अधिकारीहरूसँग औपचारिक छलफल तथा भेटघाट गरेको थियो। उक्त भेटमा EPCAN लाई जानकारी गराइएअनुसार—
• धरौटी रकम सम्बन्धी प्रस्ताव शिक्षा, विज्ञान तथा प्रविधि मन्त्रालयबाट अर्थ मन्त्रालयमा पठाइसकिएको छ, र
• उक्त प्रस्ताव हाल कानुन मन्त्रालयमा प्रक्रियामा रहेको छ।
यसले यो विषय नीतिगत निर्णयको अत्यन्त संवेदनशील र निर्णायक चरणमा पुगेको स्पष्ट हुन्छ।
EPCAN ले उक्त भेटघाटका क्रममा प्रस्तावित धरौटी व्यवस्थाप्रति कडा असहमति तथा आपत्ति व्यक्त गर्दै, यस्तो व्यवस्था शैक्षिक परामर्श क्षेत्र सुधारको समाधान नभई नकारात्मक र हानिकारक नीतिगत पहल भएको स्पष्ट रूपमा राखेको छ। यस किसिमको व्यवस्था लागू भएमा साना तथा मध्यम स्तरका परामर्श संस्थाहरू गम्भीर रूपमा प्रभावित हुने, विद्यार्थी तथा अभिभावकमाथि अतिरिक्त आर्थिक भार पर्ने, स्वस्थ प्रतिस्पर्धा घट्ने तथा सम्पूर्ण शैक्षिक परामर्श क्षेत्र अस्थिर बन्ने जोखिम रहेको EPCAN को ठहर छ।
यस गम्भीर परिस्थितिलाई मध्यनजर गर्दै EPCAN ले आफ्नो आधिकारिक धारणा समेटिएको प्रेस विज्ञप्ति जारी गरेको छ.
