🇦🇺 Australia’s International Education System Enters a New Era: Ministerial Direction 115 (MD115)

The Australian Government has introduced Ministerial Direction 115 (MD115) — effective 14 November 2025 — to strengthen and balance the distribution of international students between regional and metropolitan providers.

This new framework replaces MD111 and supports the 2026 National Planning Level (NPL), promoting sustainable, high-integrity growth across Australia’s international education sector.

📊 What’s Changing

🔹 Three-tier visa-processing system for offshore student visas (Subclass 500):
• Priority 1: Providers below 80% of their NPL allocation → Fast-track processing (approx. 1–4 weeks)
• Priority 2: Providers between 80–115% → Standard processing (approx. 5–8 weeks)
• Priority 3: Providers exceeding 115% → Delayed processing (up to 9–12 weeks)

🔹 Special recognition for regional and smaller VET providers to encourage balanced growth.
🔹 No visa cap, but alignment with NPL allocation will influence visa-processing speed.

This direction formalises Australia’s “managed growth” strategy, which has already led to:
• A 26% decrease in total student lodgements, and
• A 16% drop in commencements.

These changes aim to enhance sector stability, integrity, and education quality while ensuring long-term sustainability.
