Krig, geopolitisk rivalisering og demokratiske utfordringer påvirker Den europeiske unionen. EU lager i dag politikk som i større grad går på tvers av ulike politikkområder. Samtidig har EU blitt en viktig sikkerhetspolitisk aktør, og sikkerhetsspørsmålet er viktig i alle sektorer. Men når EU tar en ny kurs, skaper det et større skille mellom det å stå utenfor og innenfor EU. Norge har et nært forhold til unionen gjennom EØS-avtalen, men EU legger begrensninger på hvor tett knyttet et utenforland kan være.
