A renowned scientist once said, ‘Doing the same thing over and over again and expecting a different result is insanity.’ The unilateral action by the TPLF, electing Debretsion G/Michael as the President of the Tigray region, is a serious escalation of the political disagreement in the region, possibly leading to a violent military intervention by the federal government. Debretsion led the two-year disastrous conflict in Northern Ethiopia and is responsible for the killings of hundreds of thousands of individuals, including civilians. He oversaw a conflict and was responsible for war crimes, crimes against humanity, and other serious violations of international humanitarian and criminal law. Similarly, his tenure in Tigray and at the federal level is infamously marked by inefficient leadership, corruption, and maladministration.

The council that elected him as the president of Tigray is illegitimate and unconstitutionally constituted. They lack legitimacy because their mandate is not justified by law or constitutional rules or principles. The council’s mandate is void ab initio. This war-mongering attitude should be condemned by all societal actors. In particular, the people of Tigray may not afford another round of violence due to the TPLF's leadership's recklessness.

The excesses and unintended consequences of economic measures and sanctions on Ethiopia caused enormous suffering to the general public. Despite outstanding issues that Ethiopia needs to address to improve accountability and justice for the people victimized by the conflict, this is a positive step by the EU to fulfill its international cooperation responsibilities. Ethiopia needs to build on this positive development by fast-tracking the national dialogue and transitional justice endeavors to ensure accountability, access to justice, and the right to a remedy for victims.

It is a moment of immersive observation for socio-legal scholars in Ethiopia. Two legal cases of critical importance have been recently initiated in the federal high court: the first one is initiated by a local/national CSO challenging the way the government of Ethiopia handled and responded to internal displacement in Tigray, and the second one is filed by a political party challenging the recent National Election Board of Ethiopia and/or the House of Federation ruling on ‘contested’ Western Tigray and Southern Tigray zones in relation to the upcoming general election. At a time when the domestic legal mechanism is heavily criticized for ineffectiveness and a lack of public trust, the two cases demonstrate local actors' worldview that it is possible to invoke human rights norms and mobilize legal procedures to advance rights, bring about social change, or realize accountable and fair governance. These cases are a litmus test for the Ethiopian judiciary regarding its overall independence and its role in upholding human rights standards and advancing fair and accountable governance.

This letter is deeply concerning and a clear demonstration that the current U.S. administration, led by Donald Trump, lacks the necessary impartiality to mediate the Ethio-Egyptian impasse over the use of the Abay River. The U.S. President has already disclosed his position and is least concerned for Ethiopia’s sovereign authority over its resources. In genuine mediation, the impartial mediator plays a facilitative rather than an imposing role. The President even had the audacity to advice Ethipia to ‘give’ or ‘sell’ electricity that Ethiopia generates from the GERD to Egypt. That is a clear violation of the people of Ethiopia’s right to self-determination. Ethiopians can decide on their own fates - including how to use their resources - and may not be willing to receive unsolicited advice from any entity. There is nothing as ‘understandable dispute’ between Ethiopia and Egypt as the President endeavored to portray. The dispute is between a country struggling to realize development for its people by eradicating poverty, on the one hand, and a country that blindly advances its national interest through a colonial legacy and monopoly power over the resources of other countries, on the other hand.

The letter is crafted in an absurd manner, addressed to the ceremonial President of Ethiopia, while it is clearly known that the Prime Minister is responsible to lead the country’s foreign relations and policy as the head of government. This is a deliberate act with malicious intention.

Any disagreement between Ethiopia and Egypt shall be peacefully resolved within the African frameworks, with the two countries negotiating as equals. There should be our own African solution to Africa’s problems.

የሀገር ውስጥ ተፈናቃይ ለመሆን ተገደዋል። በጣም ከፍተኛ ቁጥር ያላቸው ተፈናቃዮች አለም አቀፍ
የጦርነት ህግ፣ አለም አቀፍ የሰብዓዊ መብቶች ህግ እና አለም አቀፍ የወንጀል ህግን በተቃረነ ሁኔታ

ካለባቸው አካባቢዎች የተፈናቀሉ ወገኖቻችን ከአምስት ዓመታት በላይ በመጠለያ ቦታዎች እየማቀቁ
ይገኛሉ።
ተፈናቃዮችን ወደ ቄያቸው የመመለስ ተቀዳሚ ሀላፍነት ያለው መንግስት ነው። መንግስት ሲባል
የፌዴራል መንግስት ብቻ ሳይሆን ከቀበሌ ጀምሮ በተዋረድ ያሉ የመንግስት ሃላፍነትን ተቀብሎ በመስራት
ላይ የሚገኙ አካላትን ይመለከታል። ተፈናቃዮችን የፖለትካ መሳርያ የሚያደርጉ፣ ተፈናቃዮች እንዳይመለሱ
የሚከለክሉ፣ ከተፈናቃዮች በግዳጅ የተወሰደባቸውን ንብረት ለመመለስ ፍቃደኛ ባልሆኑ እና ለተፈናቃዮች
የቀረበውን እርዳታ ለሌላ ዓላማ በሚያውሉ አካላት ላይ የህግ በላይነትን ማስከበር የመንግስት ቀዳሚ
ሃላፍነት ነው።
ዜጎቻችንን ከዚህ አስከፊ የሰብዓዊ መብት ጥሰቶች ለማገላገል ዘላቂ መፍትሔ እንዲያገኙ ማስቻል
ያስፈልጋል። አሁን ባለው ነባራዊ ሁኔታ ለተፈናቃዮች ዘላቂ መፍትሔ እንዳይረጋገጥ የሚያግዱ ሁለት
ዋና የፖለትካና የፀጥታ እንቅፋቶችን የሚፈጥሩ ተዋንያኖች ይታያሉ። አንደኛው ተፈናቃዮች ከተፈናቀሉበት
ቦታ ላይ ሆኖ፣ ንብረቶቻቸውን ቀምቶ፣ ተፈናቃዮች እንዳይመለሱ የሚያደርግ አካል ሲሆን ሁለተኛው
ደግሞ ተፈናቃዮች በተጠለሉበት ቦታ ላይ ሆኖ ተፍናቃዮች እንዳይመለሱ መያዥያ አድርጎ ይሚይዛቸው
አካል ነው። የንጱሃንን ህይወት ለመታደግና በሰብዓዊ መብቶቻቸው ላይ በመድረስ ላይ የሚገኘውን
ከፍተኛ የሆነ የመብቶች ጥሰቶችን ለማስቆም በሁለቱም ቦታዎች ሆነው በንጹሃን ሕይወት ላይ የፖለትካ
ቁማር የሚጫወቱ አካላትን ማስቆም ያስፈልጋል። ከህዝብ አደራ ተቀብሎ ክልሉንና የፌዴራል
መንግስትን የሚያስተዳድሩ አካላት ግዴታቸውን በአግባቡ ካልተወጡ ሃላፍነቱ የአለም አቀፍ ማህበረሰብ
ይሆናል። ለዚህ ደግሞ ችግሩን ማስታመም ሳይሆን እርምጃ በመውሰድ ማስቆም ያስፈልጋ::
