TeCETEL to Conduct Plagiarism, AI Tests for Students and Staff Publications

The TETFund Centre of Excellence for Technology-Enhanced Learning (TeCETEL), Federal University of Education, Zaria, has announced that all students’ and staff publications will henceforth undergo mandatory plagiarism and AI detection tests as part of strengthened quality publications measures in the institution.

The directive was disclosed by the Centre’s Director, Dr. Ajibola Ilesanmi, during a strategic meeting with representatives of the Academic Staff Union. According to him, the initiative is designed to safeguard academic integrity, enhance the credibility of research and publications outputs, and position the University for improved global visibility and ranking.

Dr. Ajibola emphasized that all books, conference papers, journal articles, students’ research projects, dissertations, and other scholarly works must pass through the Centre for plagiarism checks, AI tests and related verification processes before they can be approved and accepted for publication.

He noted that the Centre had earlier established a Standardization and Authentication Committee in 2023 to ensure quality control in academic publications, adding that the Committee has now been re-empowered to fully enforce the new compliance framework.

The Chairman of the Academic Staff Union, Dr. Ubale Isma'ila Alaji, commended the initiative, describing it as timely and necessary. He pledged the Union’s support in sensitizing members to comply with the new policy.

Also speaking, the Union’s Secretary, Dr. Masir Hashim, stressed that the emphasis should remain on institutional growth and reputation rather than individual interests. He further advocated the drafting of comprehensive University policies to provide legal backing for the enforcement of the measures.

Contributing, Dr. Efe M. Omwirhiren, Esq., called for the development of clear legal and policy frameworks to properly address the issues discussed and ensure that enforcement mechanisms align with institutional regulations.

The Director of TeCETEL has also announced plans to organize monthly workshops for researchers and publishers to build capacity, promote ethical scholarship, and ensure smooth implementation of the new directive.e

TETFund Delegation Commends TeCETEL During Assessment Visit

The Federal University of Education, Zaria, has today 10th February 2026, received a delegation from the Tertiary Education Trust Fund (TETFund) on an assessment visit to the TETFund Centre of Excellence for Technology Enhanced Learning (TeCETEL).

The delegation, led by Prof. Muhammad Yahuza Bello, former Vice-Chancellor of Bayero University, Kano (BUK), was received by the Deputy Vice-Chancellor, Dr. Suleiman Balarabe, on behalf of the Vice-Chancellor, Prof. Yahaya Isa Bunkure.

Others on the delegation were Prof. Etannibi Alemika; Prof. Sammuel Odu Odeh; and Amina Kabir.

Speaking during the visit, Prof. Yahuza Bello stated that the team was at the University to assess the activities of the Centre. He explained that the exercise was aimed at ensuring that the Centre operates within established guidelines and at evaluating the performance of Centres of Excellence in beneficiary institutions.

Welcoming the delegation, Dr. Balarabe noted that the Centre has recorded significant achievements since its establishment. He added that the Vice-Chancellor and the University Management have been highly supportive of the Centre and its programmes, noting that the management team of the Centre was carefully selected from various parts of the University based on merit and competence.

Dr. Balarabe recalled that the Centre was ranked second best among all TETFund Centres of Excellence and the best among those established in Colleges of Education. He emphasized that the Centre is extending knowledge beyond the University to other parts of the country and internationally.

He further explained that the naming of the Centre was necessitated by the urgent need for teachers to embrace modern technology in teaching and learning, stressing that teachers must be at the forefront of technological innovation in order to understand it and effectively utilise it in the transfer knowledge to students and the wider community.

Dr. Balarabe also appealed for increased support from TETFund, noting that the Centre is attracting interest and collaborations from several reputable institutions and organizations.

In his presentation, the Director of TeCETEL, Dr. Ilesanmi Ajibola, thanked the Executive Secretary of TETFund for his keen interest in the Centre’s activities, including participation in some of its conferences. He outlined the Centre’s achievements, revealing that it has developed an LMS/EMS, as its Campus Smart App has recently been approved on the Google Play Store.

He added that the Centre has established partnerships with both national and international organizations, including CTPM Universiti Sains Malaysia, IIOE Nigeria National Centre (ABU, Zaria), BUK Centre of Excellence, National Teachers’ Institute (Kaduna), G*I Academy (Netherlands), Cisco Networking Academy, and Huawei ICT Academy.

The Director submitted that the Centre has so far trained about 4,000 participants since its inception in 2021, organized national and international conferences, and conducted training programmes across several states, including the 23 Local Government Areas of Kaduna State, while currently engaging Kaduna State ALGON and SUBEB on teacher training initiatives.

The Centre is accredited by the Teachers’ Registration Council of Nigeria (TRCN) and the American Council of Training and Development (ACTD), further buttressing its sustainability potentials.

Dr. Ajibola requested additional facilities to complement existing infrastructure and highlighted challenges such as faculty resistance to technology adoption, the persistent digital divide among learners, and difficulty in measuring long-term impact due to short-term course structures.

He called for further investment in advanced infrastructure, including Virtual and Augmented Reality tools, AI-driven analytics platforms, content creation software, Open Educational Resources (OER) libraries, sustained professional development for staff, and increased research support to evaluate the impact of Technology Enhanced Learning on learning outcomes and graduate employability.

In his remarks, Prof. Yahuza Bello commended the Centre for its performance, noting that it has justified the expectations placed on it. He emphasized that the release of funds by TETFund is performance-based and disclosed that the Centre has successfully accessed and utilized over 80 percent of the funds allocated to it.

He reminded the management that TETFund provides a five-year start-up intervention for Centres of Excellence and advised the Centre to explore alternative funding sources to ensure sustainability after the expiration of TETFund sponsorship.

Prof. Yahuza also commended the naming of the Centre, stressing the critical role of technology in modern learning processes and noting that Centres like TeCETEL have the potential to guide the public on the effective and responsible use of technology in education.

Contributing, Prof. Etannibi Alemika praised the Centre’s achievements and suggested sustainability strategies, including charging for selected technology services rendered to students, monetizing plagiarism checks for academic publications, and offering short professional courses for teachers and other education stakeholders.

Management members of the TeCETEL that were in attendance during the exercise were Dr. R. A. Nuru (Deputy Director); Barr. M. S. Abubakar (Admin Officer); Abdullahi Ibrahim (Finance Officer); Dr. Ahmed Zubairu (Research Officer I); Yusuf Yakubu (Monitoring and Evaluation Officer); and Idris Mohammed (Safeguard Officer).

Other were Abdulrazaq Y. Tanko (Procurement Officer); Sani Dalhat Bello (Internal Auditor); Dr. Efe Omwirhiren, Esq. (Communication and Documentation Officer); and Mustapha M. Yusuf (Research Officer II).

ABU's Centre of Excellence Visits TeCETEL, Seeks Collaboration

The TETFund Centre of Excellence for Technology-Enhanced Learning (TeCETEL), Federal University of Education, Zaria today hosted a delegation from the TETFund Centre of Excellence for New Pedagogy in Engineering, Ahmadu Bello University, Zaria.

The delegation, led by Prof. F. O. Anafi, was received by the Director of TeCETEL, Dr. Ilesanmi Ajibola, alongside the Administrative Officer, Barr. Mohammad Saminu Abubakar.

In his remarks, Prof. Anafi explained that their visit was aimed at exploring a strategic collaboration and understudying TeCETEL as a model for shaping the ABU’s Centre of Excellence for New Pedagogy in Engineering, noting that their Centre intends to adopt innovative pedagogical approaches and therefore sought to learn from TeCETEL’s structure, systems, and achievements.

Responding, Dr. Ajibola introduced the delegation to the activities, operational philosophy, and developmental framework of TeCETEL. He also highlighted the Centre’s ongoing programmes and innovations, including its major breakthrough, the development of the SmartCampus application, which is now available on the Google Play Store.

Dr. Ajibola further emphasized the Centre’s commitment to capacity building for both staff and students and noted existing collaborations with reputable local and international organisations such as Huawei, Universiti Sains Malaysia, UNESCO, and Flexisaf, among others.

The delegation was later taken on a guided tour of the Centre’s facilities, including offices, conference halls, SmartClass, and the Control Room.

Clearly impressed by the level of innovation and organisation, the ABU team commended the Director and staff of TeCETEL for their achievements. They also expressed strong interest in sharing ideas and fostering collaboration as they work toward establishing their own Centre of Excellence.

On the directive of the Vice-Chancellor and in line with the vision and mission of TeCETEL, I am pleased to invite you to register and attend the forthcoming World Intellectual Property Organization (WIPO) Distance Learning (DL) introductory online course on Intellectual Property (WIPO DL 101) organized by the Nigerian Copyright Commission.

This course covers the basics of IP, including copyright, trademarks, patents, industrial designs, protection of plant varieties, and the international dimension of IP.

Registration for the course is from 3rd October – 7th November, 2025.
