The definite article "the" can be pronounced in two different ways:
1) When it comes before consonants, it is pronounced as /ðə/ or "thə"
E.g. Eat the food - iːt ðə fuːd

2) When it comes before vowels, it is pronounced as/ði/ or "thi'
E.g. Wait for the end - weɪt fə ði end

NB: " The" is not pronounced as "d"

SAY vs SAYS
Whenever you want to pronounce these words, "say & says," always bear in mind that the vowel sound in "say" is a diphthong( a combination of two vowel sounds) while the vowel sound in "says" is a monophthong( a single vowel sound).

So,
SAY becomes /seɪ/ as in "day" or "may"
SAYS becomes /sez/ and not "seiz."

INCUR (you can use your dictionary for the meaning) is pronounced as /in.kɜː/ - "in.ker" It is wrong to say "in.cure"
