INVITATION TO TENDER FOR 2017

CAPITAL PROJECTS

1.0 INTRODUCTION

The Metallurgical Training Institute, Onitsha is a Federal Government Owned Institute with the mandate to train Low - Middle Level Skilled Manpower in Maintenance and Repair works for the Steel and Allied Industries in Nigeria. The Institute hereby invites reputable and qualified companies to tender for procurement, and construction of the following capital items:

LOT 1: Completion of Rehabilitation of Erosion- Ravaged Internal Roads, Phase 1

LOT 2: Completion of Flood and Erosion Control – Construction of Reinforced Concrete drain and Rectangular box Culvert

LOT 3: Installation of Solar Energy System – Phase I

LOT 4: Procurement of the under listed Training Equipment/ Machines

a. CNC Gear Hobbing Machine.
b. CNC Surface Grinding Machine.
c. CNC Lathe Machine.
d. Automotive Engine Fault Diagnosis Simulator Auto Fault.
e. Advanced Automotive Electric Circuit Training System.
f. Automotive Sensor Measuring System.
g. MIG/MAG Welding Machine (Two Ways)
h. TIG Welding Machine.

LOT 5: Procurement of Books in the following Specialized Courses

a. Mechanical Maintenance Engineering.
b. Industrial Electrics.
c. Instrumentation and Control system.
d. Heavy Mobile Equipment Engineering.
e. Steel Fabrication and Welding Engineering.
f. Industrial Metallurgy and Foundry
g. Basic Engineering
h. Information Communication Technology
i. General Studies

LOT 6: Purchase of Project Vehicle (1No)

LOT 7: Advanced Mechanical Equipment Maintenance Technology

LOT 8: Technology Entrepreneurship Programme for Youth Artisan, Imo State

2.0 ELIGIBILITY REQUIREMENTS
a) Name, address, telephone, email and fax number of the company.
b) Company’s Resume/ profile and organizational structure including details of key staff strength to
be deployed for the service to be rendered.
c) Evidence of Registration with Corporate Affairs Commission.
d) Evidence of Tax Clearance Certificate for the last three years. ( 2014 – 2016)
e) Evidence of VAT Registration and Remittances for the last three years. ( 2014- 2016)
f) Evidence of Financial Capacity and Bank Support from a reputable bank
g) Evidence of similar Construction Works / Supplies completed in the last three years.
h) Evidence of Compliance Certificate with provision of Pension Reform Act 2004 in relation to
Section 16(6) (d) of the Public Procurement Act 2007.
i) Evidence of Company’s Audited Account for the preceding three years. (2014-2016)
j) Evidence of Registration on the National Database of Contractors, Consultants, and Service
Providers by inclusion of Interim Registration (IRR) issued by Bureau of Public Procurement.
k) Evidence of Compliance Certificate with Industrial Trust fund Act 2011 (ITF).
l) Evidence of Compliance Certificate with Nigeria Social Insurance Trust Fund (NSITF)
m) Current Sworn Affidavit disclosing
1) That the company is not in receivership, insolvent or bankrupt
2) That the company does not have any Director who has ever been convicted in any court of law in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety.
3) Whether or not any Officer of the Bureau is formal or present Director, Shareholder or has any pecuniary in the bidder.
4) That all documents submitted for the bidding are thorough and correct in all particulars.
n) Evidence of payment of Non- Refundable deposit of Twenty Thousand Naira Only
(N20,000.00)for each Lot

3.0 COLLECTION OF BID DOCUMENTS:
Interested and Competent Bidders should collect Tender Documents from PROCUREMENT DEPARTMENT, ROOM 6, Metallurgical Training Institute, Onitsha on payment of N20,000.00 non refundable deposit from Monday to Friday, between 10am – 3:00pm respectively by using Central Bank of Nigeria (CBN) payment gateway platform that can be accessed from the REMITA Website.



4.0 SUBMISSION OF BID DOCUMENTS

Completed technical and financial tender of each lot which should be in sealed envelope marked Tender for LOT NO……… and addressed to the Director/ Chief Executive, Metallurgical Training Institute, km 6/7 Onitsha – Owerri Road, Onitsha and deposited in the box provided at the Procurement Department of the Institute, Room 6 not later than four (4) weeks from the date of this publication (i.e 24th July to 21st August 2017) by 12.00 noon.


5.0 OPENING OF TENDERS:
Opening of completed tender documents will be in the Institute’s Board Room on 21st August, 2017 by 1.00pm in the presence of Bidder’s Company Representative and Members of the Public including relevant Professional Bodies, Civil Society and Non – Governmental Organization are hereby invited to witness the public opening.

6.0 VERFICATION OF CLAIMS IN THE TENDER DOCUMENTS
NOTE that Metallurgical Training Institute, Onitsha reserves the right to verify claims made in the returned tender documents.

7.0 DISCLAIMER:
a) By this notice, Metallurgical Training Institute, Onitsha is not committed in any way to award any form of contract to any company, neither shall any organization submitting documents be entitled to claim an indemnity from the Institute.
b) Late submission of tender documents after the stated date and time will not be entertained.
