FG Appoints Shofoyeke Substantive DG of NIEPA as Alausa Inaugurates Education Heads

ONDO CITY — In a strategic move to consolidate ongoing reforms in the education sector, the Federal Government has approved the appointment of Dr. Adebiyi David Shofoyeke as the substantive Director-General and Chief Executive of the National Institute for Educational Planning and Administration (NIEPA), Ondo.

The appointment was formalized on Wednesday during a mass inauguration of governing boards and principal officers of key education agencies by the Minister of Education, Tunji Alausa.
Speaking at the inauguration, ⁷Alausa emphasized that the appointments reflect the government’s commitment to strengthening governance and accountability under President Bola Tinubu’s Renewed Hope Agenda. Identifying learning poverty and infrastructure deficits as major challenges, the Minister warned the newly inaugurated agency heads against complacency, urging them to use continuity to consolidate reforms and improve service delivery.

In a statement made available to newsmen in Ondo, NIEPA’s New Media Officer, Bodunde Tenabe, confirmed the development, noting that the appointment marks the climax of a remarkable two-decade career of dedicated public service to the Institute.
Dr. Shofoyeke’s emergence as the substantive Director-General is widely viewed by sector stakeholders as a reward for institutional loyalty, academic excellence, and administrative capacity. His meteoric rise within the agency began in August 2003 when he joined NIEPA as a Training and Research Fellow II, steadily rising to the rank of Chief Training and Research Fellow.

Over the years, he has held several strategic leadership positions, including Head of the Training and Research Department, Head of the Research Department, and Head of the North-Central Liaison Office in Abuja. Prior to this latest elevation, he had steered the affairs of the Institute as Acting Director-General for over two years.

The new substantive DG is credited with aggressively reclaiming NIEPA’s regional mandate as a premier capacity-building institution. Under his acting tenure, he successfully restored and expanded the Institute's working relationships with critical international development partners, including UNICEF, UNESCO, USAID, and the Malala Fund.

A renowned consultant to the World Bank and UNICEF, Shofoyeke has driven massive educational initiatives across the country. Notably, he spearheaded the digitalization of the Basic Education Sector in partnership with the Universal Basic Education Commission (UBEC), leading to the training of over 2,000 education officers, quality assurance officers, and teachers. He has also facilitated the capacity building of hundreds of school-level managers and union leaders in the basic education sector.

Internally, his administration has been marked by sweeping infrastructural upgrades, the restoration of institutional hierarchy, and the clearing of prolonged backlogs of staff promotions. He also successfully mended previously fractured relationships between the Institute and the traditional leadership of the host community.

In recognition of his administrative reforms, NIEPA was recently awarded the "Most Improved SERVICOM Unit" by the SERVICOM Department of the Federal Ministry of Education.

With his substantive appointment now confirmed, Dr. Shofoyeke is expected to further deepen his strategic goals of empowering education sector planners and managers with the appropriate skills required for the effective management of the Nigerian educational system.

IWD 2026: NIEPA Champions Educational Equity for the Nigerian Girl-Child

ONDO — As the global community marks the 2026 International Women’s Day (IWD) today, the National Institute for Educational Planning and Administration (NIEPA) Ondo, has reaffirmed its commitment to securing the educational future of women and girls across Nigeria and the West African sub-region.

Aligning with the 2026 United Nations theme, "Rights. Justice. Action. For ALL Women and Girls," the Institute emphasized the urgent need to dismantle the cultural and systemic barriers—such as poverty and early marriage—that continue to keep millions of girls out of school, particularly in rural communities.

For NIEPA, driving educational equity goes beyond classroom instruction; it begins at the level of policy and administration. Bridging the eras of the Millennium Development Goals (MDGs) and the current Sustainable Development Goals (SDGs), the Institute has consistently partnered with the Office of the Senior Special Assistant to the President on SDGs (OSSAP-SDGs), Federal Ministry of Education (FME) and other MDAs to facilitate girl-child education capacity development programmes.

By strategically developing the capacity of the educational planners, administrators, and managers who govern the school systems, NIEPA ensures that gender-responsive practices are embedded directly into the structural foundation of the education sector.
The localized benefits of these targeted interventions have yielded clear results.

Impact assessments by the training and research fellows show a marked improvement in female enrollment and retention rates in targeted zones. Empowered with the right strategic tools, education managers are now better positioned to provide marginalized girls with the support needed to transition successfully from basic to senior secondary education.

This strategic vision has seen aggressive expansion under the current administration of the Acting Director-General, Dr. David Shofoyeke. A prominent highlight of this commitment was the Institute’s 2024 partnership with the Malala Fund and the DRPC on the Gender Responsive Education Sector Planning (GRESP) model. That initiative focused heavily on aligning state education sector plans to eliminate the hurdles preventing girls from accessing safe, quality schooling.

Reflecting on the significance of the day, Dr. Shofoyeke noted that prioritizing female education remains a critical pillar for national development.
"Empowering a woman is the most proven way to build a strong nation," Dr. Shofoyeke stated. He further reiterated NIEPA’s dedication to equipping the sector's managers with the tools required to design an inclusive education system where every Nigerian girl is given the platform she needs to lead.

As the world celebrates the resilience and impact of women today, NIEPA continues to call on stakeholders and development partners to translate advocacy into concrete action for the girl-child.

🇳🇬🇺🇳 A NEW ERA: UNESCO Mandates NIEPA to Reclaim Technical Leadership of Nigeria’s Education Planning

In a major strategic leap, the National Institute for Educational Planning and Administration (NIEPA-Nigeria) has secured its third diplomatic milestone in just three months! Following successful engagements with IIEP-UNESCO (Paris) and IEPA (Ghana), Niepa Nigeria Ondo has now received a resounding mandate from the UNESCO Nigeria Regional Office and NATCOM-UNESCO to assume absolute technical leadership of the nation’s education planning framework.

Key Highlights from the Strategic Meeting:

✅ The Charge: Acting Director-General, Dr. David Shofoyeke, reiterated NIEPA's statutory mandate to develop Education Sector Plans and called for a revival of the UNESCO partnership to match the success of the Institute's collaboration with UNICEF.

✅ The Validation: Dr. Olawale Olagunju (Secretary General, NATCOM-UNESCO) confirmed NIEPA’s historical pedigree, noting that NIEPA actually "birthed" the celebrated IEPA Ghana and remains the premier capacity builder for education leaders in Nigeria.

Building Bridges for Education: Nigeria 🇳🇬 x Ghana 🇬🇭

​NIEPA Nigeria is proud to announce a major leap forward in educational capacity building!

On January 20, 2026, we held a strategic bilateral meeting with our counterparts at the Institute for Educational Planning and Administration (IEPA), University of Cape Coast, Ghana.

​Led by our Acting DG, Dr. David Shofoyeke, and IEPA’s DG, Prof. Michael Boakye-Yiadom, the meeting focused on sharing "Smart Quality Assurance" technology to solve real-world administrative challenges.

​Major outcomes included:
✅ Plans to seat a Nigerian representative on the IEPA Governing Board.
✅ A proposal by Mrs. Ama Serwah Nerquaye-Tetteh to launch a chartered "African Institute for Educational Planners and Administrators".
