Zulum flags off training for 1,949 teachers

. NUT commends Borno gov for transforming education

Borno State Governor Babagana Umara Zulum has flagged off the first phase of training for 1,949 teachers found trainable following a competency test conducted by the state government.

The ceremony was conducted on Monday at the Waka Biu College of Education in Biu Local Government Area of the state.

The competency test results revealed that out of the 15,823 teachers who sat for the test, only 5,257 passed; 6,227 performed below the required pass mark, but were considered trainable; while 4,339 were found to be untrainable.

Zulum explained that while about 1,949 people would benefit in the first phase, the programme would continue to cover 2,730 beneficiaries.

“Precisely, on March 19th, 2024, the government approved the allocation of one bilion Naira (N1 billion) for the training of 2,730 teachers. These teachers will undergo training at the College of Education Waka-Biu and Umar Ibn Ibrahim Elkanemi College of Education, Science and Technology, Bama, for a three-month sandwich programme for 1,884 beneficiaries,” Zulum said.

The governor added, “About 846 others who do not have tertiary qualification will undergo a full-time NCE programme.”

He said the training was to enhance the standard of education in Borno, noting that each participant would receive the training free with a monthly stipend of N30,000 in addition to their regular salaries.

Zulum also directed that each of the 846 that would be enrolled on a full-time NCE programme be placed on automatic in-service status.

The occasion was attended by the senator representing Southern Borno, Mohamed Ali Ndume; the Emir of Biu, Maidala Mustapha Umar Aliyu II; members of the Borno State House of Assembly; the Commissioner for Education, Science, Technology and Innovation, Engr Lawan Abba Wakilbe and other senior government officials.

. NUT commends Zulum for transforming education

Meanwhile, the Borno State chapter of the Nigerian Union of Teachers (NUT) has commended the efforts of Governor Zulum in transforming the education sector.

The commendation was given by the state chairman of NUT, Comrade Zali Audu Garba.

“Your Excellency, it is my candid belief that the education sector is undergoing a tremendous transformation, ranging from human and infrastructural development,” Garba said.

As Zulum Approves N353 Million for 2023 SSCE Exams Wakilbe Presents Check to NECO

.Inspects issuance of appointment letters to new teachers

After the approval of the Governor of Borno State, Professor Babagana Umara Zulum, the Honourable Commissioner of Education, Science, Technology, and Innovation Borno State, Engr. Lawan Abba Wakilbe, on Monday presented a cheque totaling N353,223,200 to the National Examinations Council (NECO) for the 2023 Senior Secondary School Certificate Examinations (SSCE).

Wakilbe presented the N353,223,200 cheque to the Officer in-charge of NECO, Maiduguri, on behalf of Governor Prof. Babagana Umara Zulum, at the conference hall of the ministry, at Musa Usman Secratariate

Addressing the gathering, the commissioner extended a warm welcome on behalf of the Governor, who expressed his gratitude to NECO for extending the 2023 SSCE to seven local government areas, including Damboa, Gwoza, Dikwa, Mafa, Monguno, Gubio, and Mobbar, in an effort to aid resettlement.

The move, Wakilbe explained, has alleviated challenges faced by students in these areas, particularly the burden of residing in Maiduguri boarding schools for three months, which resulted in overcrowding and associated issues.

"The Borno State Government has committed to paying N353,223,200 for 22,414 students who sat for SSCE Examinations in public schools across the State this year (2023)." Disclosed the Commissioner

"Notably, the government has paid a total of N2,485,829,300 from 2019 to 2023 for 114,209 students in public schools, fulfilling all its obligations to examination bodies."

Describing Governor Zulum as "The People's Governor," he said he has maintained equity in education between the less privileged and students in public and private schools, ensuring simultaneous access to results.

Wakilbe further commended school principals for adhering to examination quotas and announced the directive for the conduct of Mock SSCE Examinations in public schools, with the Education Resource Centre (ERC) tasked with implementing the plan.

However, He also warned of punitive measures against school principals who register students with no school records.

He emphasized the government's stance against external candidates with no school records or attendance sitting for examinations in public schools, deeming it illegal and the root cause of various problems in the education system.

The commissioner urged examination bodies to scrutinize the registration process, ensuring only genuine candidates with continuous assessment records and biometric data are registered from SS I to SS III.

The Ministry will also provide a list of accredited private schools for consideration in the 2024 external examinations, disclosed the Commissioner.

The Commissioner also, on Monday, went on to inspect the ongoing verification and issuance of appointment letters to newly appointed teachers at the State Teaching Service Board (TSB) and the Borno State Universal Basic Education Subeb (Subeb).

At TSB, he interacted and briefed the new teachers who are to be posted to secondary schools, while those at SUBEB teachers are to be posted to primary schools.

Recruitment: Zulum Approves 4,000 New Teachers Shortlisted For Borno’s Primary, Secondary Schools

Governor Babagana Umara Zulum has given final approval for immediate recruitment of four thousand (4,000) new teachers already evaluated and shortlisted for deployment to public primary and secondary schools across Borno State.

Governor Zulum announced the approval on Wednesday evening in Maiduguri.

Of the 4,000 new teachers, a total of 3,000 of them are to be deployed to government primary schools across the state while 1,000 teachers are to be sent to government secondary schools also across the state.

The 3,000 primary school teachers are mostly NCE holders who make up 77. 4%, Degree Holders- 22.2% and HND holders- 0.6%.

The 1,000 secondary teachers include 5 masters degree holders, 658 bachelor degree holders (constituting 66% of all), 8 HND holders mostly graduates of technology, 130 NCE holders (constituting 13% mostly for subjects like French, English literature, Hausa, Technology, civic education etc which graduate-applicants couldn't be found to teach) l.

There are also 11 diploma holders of science, laboratory technology employed as lab attendants while there are 23 Matrons and 68 cooks to serve students.

All the 4,000 shortlisted teachers were meticulously selected after they proved competent to teach in primary and secondary schools.

A total of 19,305 persons applied for the teachers’ recruitment out of which 10,470 wrote the assessment examinations on various subjects taught in primary and secondary schools.

621 applicants scored distinctions (A's) in various subjects after they were scored while 162 scored merit (B’s) in various subjects.

All those who scored distinctions and merit were shortlisted for recruitment while some of the best amongst those with less scores were shortlisted to teach subjects like French, Literature etc in which they were found competent to teach.

It would be recalled that in February 2021, a committee set up by Governor Zulum to conduct
Basic Literacy and Numeracy Competency Assessment of primary school teachers across Borno’s 27 Local Government Areas had found that of 17,229 teachers who were assessed, only 5,439 representing 31.6% were found to be competent enough to teach, while 3,815 constituting 22.1% were found to be incompetent to teach and untrainable.

The committee found 7,975 constituting 46.3% to be trainable.

The committee also found that Borno had 1,627 teachers with degrees, 8,153 NCE holders, 2,066 diploma holders, 713 teachers grade II holders, 2,281 SSCE/GCE holders while 2,389 constituting 13.9% of all the teachers were without any formal qualification.

Governor Zulum directed that competent teachers be paid minimum wage while incompetent teachers be moved to non-teaching government establishments.

He directed a committee to invite and shortlist competent teachers through rigorous assessment examination, from which 4,000 teachers have now emerged.

Meanwhile, names of all shortlisted 4,000 teachers have been released by the committee on teachers recruitment.

The list is to be pasted as notices on public spaces at the Musa Usman secretariat, at the state’s Ministry of Education, the Teaching Service Board (TSB) and the State Universal Basic Education Board (SUBEB) all in Maiduguri.

Shortlisted candidates are to cross check their data to ensure accuracy.

Eid-il-Kabir: Zulum urges citizens to keep praying for Borno

Governor Babagana Umara Zulum has called on the people of Borno State to commit to prayers for the restoration of total peace in the State.

Zulum made the call on Wednesday after attending two rak’at prayers conducted at Ramat Square in Maiduguri.

The two raka’at Eid prayer were led by the Imam Idaini of Borno, Imam Shettima Mamman Saleh with Shehu of Borno, Abubakar Ibn Umar Garbai Elkanemi, and other traditional title holders in attendance.

Former Governor, Ali Modu Sherrif, Senator Mohammed Ali Ndume, Senator Mohammed Tahir Monguno, member representing Marte, Monguno, and Nganzat at the House of Representatives, Engr Bukar Talba, former Deputy Governor, Usman Mamman Durkwa and the immediate past Inspector General of Police, Usman Baba Alkali were also in attendance.

“ We thank Almighty Allah for giving us relative peace in Borno State, which enables us to perform our obligation. The state in the last five years has not been like this. I, therefore, urge the people of Borno State to continue praying until total peace and stability reign.”

The Governor expressed gratitude to the federal government and the Nigerian military for providing a conducive environment that has made it possible to provide developmental projects in the state.

Zulum also felicitated the Muslims on the occasion of the eid festival, which is being observed across the world.

Gov. Zulum Inaugurates Borno APC Campaign Council

His Excellency Prof. Babagana Umara Zulum Inaugurated the Borno APC Campaign Council for the 2023 general election.

In his inaugural speech, the Governo thanked all for the support and service they have rendered to the good people of Borno state. He also acknowledged that, his administration has done it's best to deliver the dividends of democracy in the areas of housing, roads, education, health care, humanitarian activities and many more. He also stated that all his Administration's activities will be published and will be available for the people see.

The Governor also said, if elected for a second term, his Administration will continue with the work on ground and implement new ones. He will expand the drainage systems to control flooding in the state, construct more roads within the city and rural areas, the construction of Damboa/Maiduguri road, Gamboru Ngala/ Dikwa road, and he will build more flyovers in Maiduguri. He also added that more health personnel will be recruited in addition to the 1,500 recruited. Teachers will be recruited very and very soon advertisement will be released by next week. More scholarships will be approved for the qualified to study and serve the state.

The Governor called on the good people of the state to shun thuggery and violence. Politics is not a war but the ability to sale ones candidate and is not a do-or-die affair. He changed the campaign council to work hard for the victory of the party from top to bottom.

Day-1 in southern Borno: Zulum opens 4 projects in Bayo

In his first day of ongoing commissioning tour of 23 projects in southern Borno, Governor Babagana Umara Zulum on Wednesday, commissioned a newly mega mega-size Government Day Technical Secondary School sited in Wuyo, Bayo local government area. He also commissioned three other projects in same LGA.

Zulum arrived Biryel, headquarters of Bayo on Tuesday and spent the night there, interacting with heads of security formations and community leaders.

During his morning activities, Zulum at the Day Technical Secondary Schools said his administration aims to encourage the combination of learning with vocational training, to enable students acquire entrepreneurship skills.

The Governor after the commissioning, distributed 300 bicycles to students coming from villages, to ease difficulties in transportation.

Aside the day school, Zulum also in Bayo LGA, commissioned two newly built palaces of Distinct heads in Biryel and Wuyo, which were the second and third projects in the LGA. The palaces will enhance operations of civil authorities.

Zulum ordered the ministry for religious affairs to construct mosques for both palaces.

The fourth project commissioned by the Governor was an integrated community Islamic school, which is designed to enable children from traditional Islamic schools gain access to western education.

… Orders hospital rehabilitation, more doctors

Before departing Bayo, Governor Zulum assessed the General Hospital in Biryel, which is the biggest in the LGA, and directed that needs requirement be submitted for him for rehabilitation work to commence.

Zulum also ordered the recruitment of additional doctors, nurses and other medical to enhance functionality of the hospital for improved healthcare delivery.

The Governor moved to Kwayakusar where he passed the night ahead of his second day of commissioning tour.
