APPON Members Laud Zulum’s Transformational Leadership After Inspecting Landmark Projects in Borno
The Association of Public Procurement Practitioners of Nigeria (APPON) has heaped praises on the Governor of Borno State, Professor Engr Babagana Umara Zulum, following an extensive tour of key infrastructural projects being executed under his administration.
The delegation, who were in Maiduguri for their week-long national conference, described Governor Zulum’s leadership as “visionary, transparent and development-orientated” after visiting a number of ongoing and completed projects across the state.
Led by APPON National President, Dr James Amem Kanico, and accompanied by the Director-General of the Borno State Bureau of Public Procurement, Engr Musa Mustapha, the team inspected major facilities, including the Borno State Teaching Hospital still under construction, the state-of-the-art Trailer Park, the Mai Mala Buni 500 Housing Estate, and the Kashim Shettima Housing Estate.
They also visited the Kashim Shettima Secondary School in Mari, the Mai Musari Junior and Primary School, as well as several well-paved township roads which are contributing to seamless urban mobility.
Speaking after the tour, Dr Kanico expressed deep satisfaction with what he called “a clear demonstration of responsible and transparent governance”. He said,
“Today, we have seen with our own eyes the transformation that Governor Zulum is bringing to Borno. These are not theoretical achievements; these are tangible structures that will serve the people for decades.”
Members of the delegation were visibly impressed. Some described Governor Zulum as “the most accountable governor in Nigeria”, while others applauded his “courage and uncommon sincerity in the utilisation of public funds”.
Mrs Halima Garba, one of the visiting procurement experts, remarked, “This is how taxpayers’ money should be used—to build schools, hospitals, roads, housing and opportunities for the people.”
The association emphasised that the projects are not only impactful in terms of infrastructure but are also creating jobs, stimulating economic growth and restoring hope among citizens in a region that was badly affected by insurgency.
According to Dr Kanico, “Governor Zulum has set a new benchmark for transparency, prudence and pure dedication to service. We expect many state governments in Nigeria to emulate this great example.”
The APPON team concluded by congratulating Governor Zulum for transforming Borno State into a model of people-centred development, noting that his legacy will remain a reference point for good governance across the country.

Congratulatory Visit to Dr. Zainab Chellube – Pure and Applied Chemistry Department, University of Maiduguri
My colleagues and I, led by myself, Amb. Talha Musa, GCYP, House Leader of the Borno State Youth Parliament, from the Chemistry Department, University of Maiduguri, including our Class Representative, Richard Bwala, paid a congratulatory visit to Dr. Zainab Chellube Zaynab Chellube over her recent appointment as Deputy Director, Academic Planning, University of Maiduguri.
During our visit, we commended Dr. Chellube for her outstanding contributions to academia and her dedication to the growth of the institution. I noted that Dr. Chellube, alongside the late Professor Mustapha Kokari, are among those who have significantly raised the name of our faculty, inspiring both students and staff.
In her remarks, Dr. Chellube encouraged us to always reflect on the positive impact behind every struggle we encounter, reminding us that challenges often shape great achievements. She further advised us to remain committed, focused, and proactive in our academic and personal pursuits.
We expressed our best wishes for her continued success in her new role, assuring her of our unwavering support in her mission to advance academic excellence at the University of Maiduguri.

This morning, Rt. Hon. Usman Zanah had a privilege of meeting with the indigenous students of his Local Government Area, and he compelled to share his heartfelt appreciation for the remarkable support being extended to less privileged children.
He want to especially thank and appreciate His Excellency, the Executive Governor of Borno State Prof Babagana Umara Zulum,mni for his generous sponsorship of children from his community to study Engineering and medicine in Hefei,University in China. His unwavering commitment to empowering the vulnerable, less privileged children and creating opportunities for education is truly inspiring.
This act not only demonstrates his dedication to the welfare and future of our children from Northern Borno and Borno in General but also sets a shining example for leadership driven by compassion and genuine concern for the less privileged.
May this noble initiative continue to flourish, and may it inspire others to follow suit in building a brighter, more equitable future for all in our dear Borno State and the entire country.

Dukkan godiya ta tabbata ga Allah Maɗaukaki, wanda ya ba mu damar sabunta tambarin Ƙungiyar Daliban Jihar Borno (B-SAF) cikin tsarin zamani na ƙasa da ƙasa, wanda ke nuna alamar ci gaba, hadin kai da burinmu a duniya baki ɗaya.
Muna mika godiya ta musamman ga Grand Patron ɗinmu, Hon Engr Mustapha Gubio wanda ya nuna cikakken goyon baya da jajircewa—ta hanyar taimako na kuɗi da na zuciya. Goyon bayansa ya kasance ginshiƙi mai ƙarfi a wannan aiki.

Governor Zulum In Gwoza, Inspects College of Health Sciences and General Hospital
Borno State Governor, Professor Babagana Umara Zulum, has visited key public institutions in Gwoza Local Government Area, reaffirming his administration's commitment to improving healthcare and educational infrastructure in the region.
The Governors visit began at the newly constructed College of Health Sciences in Gwoza, where he expressed satisfaction with the standard and quality of work. He announced that bills for the formal establishment of nursing colleges in both Gwoza and Monguno have been submitted to the Borno State House of Assembly. He pledged to immediately assent to the legislation upon passage to enable academic activities to commence without delay.
Governor Zulum further revealed that equipment and logistics required for the take-off of the colleges have already been provided by the state government.
At the General Hospital in Gwoza, the Governor interacted with health workers, including volunteers, and ordered the recruitment of additional qualified personnel to strengthen the hospital’s workforce and support the future operations of the proposed nursing college. He emphasized that the revitalization of healthcare delivery remains a top priority of his administration.
Governor Zulum also stopped at Wala community, where he inspected an ongoing reconstruction project approaching completion. He assured residents that the resettlement of displaced persons from Wala and nearby communities would commence by September. He disclosed that the long-awaited project to connect Gwoza to the national power grid is nearing completion.
Governor Zulum concluded the visit by praising the efforts of security agencies operating in the area. He emphasized that his administration will not tolerate any setbacks in the current security gains achieved across the region.
