APPON Members Laud Zulum’s Transformational Leadership After Inspecting Landmark Projects in Borno
The Association of Public Procurement Practitioners of Nigeria (APPON) has heaped praises on the Governor of Borno State, Professor Engr Babagana Umara Zulum, following an extensive tour of key infrastructural projects being executed under his administration.
The delegation, who were in Maiduguri for their week-long national conference, described Governor Zulum’s leadership as “visionary, transparent and development-orientated” after visiting a number of ongoing and completed projects across the state.
Led by APPON National President, Dr James Amem Kanico, and accompanied by the Director-General of the Borno State Bureau of Public Procurement, Engr Musa Mustapha, the team inspected major facilities, including the Borno State Teaching Hospital still under construction, the state-of-the-art Trailer Park, the Mai Mala Buni 500 Housing Estate, and the Kashim Shettima Housing Estate.
They also visited the Kashim Shettima Secondary School in Mari, the Mai Musari Junior and Primary School, as well as several well-paved township roads which are contributing to seamless urban mobility.
Speaking after the tour, Dr Kanico expressed deep satisfaction with what he called “a clear demonstration of responsible and transparent governance”. He said,
“Today, we have seen with our own eyes the transformation that Governor Zulum is bringing to Borno. These are not theoretical achievements; these are tangible structures that will serve the people for decades.”
Members of the delegation were visibly impressed. Some described Governor Zulum as “the most accountable governor in Nigeria”, while others applauded his “courage and uncommon sincerity in the utilisation of public funds”.
Mrs Halima Garba, one of the visiting procurement experts, remarked, “This is how taxpayers’ money should be used—to build schools, hospitals, roads, housing and opportunities for the people.”
The association emphasised that the projects are not only impactful in terms of infrastructure but are also creating jobs, stimulating economic growth and restoring hope among citizens in a region that was badly affected by insurgency.
According to Dr Kanico, “Governor Zulum has set a new benchmark for transparency, prudence and pure dedication to service. We expect many state governments in Nigeria to emulate this great example.”
The APPON team concluded by congratulating Governor Zulum for transforming Borno State into a model of people-centred development, noting that his legacy will remain a reference point for good governance across the country.
