HI friends & colleagues. Am being disturbed. Really disturbed. Kindly help me out. Am a Nigerian & I live in Nigeria. In NIGERIA, there is a popular slogan or slang that has become what we hear or talk about almost all the time. “4 19”. This slang came to being in the late eighties. And by my own understanding, it simply connotes: Dubious, Fraud, swindling or similar related acts. My concern; Is “419” a crime, is it punishable, why ?, Who should be held responsible for the acts, the perpetrator or the victim ?. Does it need to be legalized ?. if yes, can you pray to be a victim of the menace. ALL these disturb my thoughts. Help me out. FAYO
