Kudos to Ministry of Education on its comprehensive transformational plan. My hope, do away with the writtten test and exam as THE primary and often, the only tool to make measurements and gather learning evidences of declarative and functional knowledge.

It seems that HEPs which adopt the OBE approach are not showing signs to transform its data collection strategies.

Instead of using multiple assessment approaches to gather and provide evidences of learning as a way of confirming our conclusion, we are still employing written tests and exams, a SINGLE approach to find evidence of learning, an approach most suited to collect evidence of low-order thinking skills..

The only difference, we make sure we use the whole range of Bloom complexity level (we call it difficulty level, as if we can judge that an item is difficult before we administer and analyze the responses-sadly, higher education literature on assessment was either not consulted or neglected) when we prepare our exams. We ignore literature and books written by the assessment scholars (Shavelson,, Wiggins, Barbara Walvoord, Palomba&Banta, Angelo&Cross, Peggy Maki, Brescianni, Gloria Rogers, just to name a few) and best practices/examplars (ABET website, AAC&U website, NIL website, OED website, UNESCO website, UK HEA website, U Michigan, Pittsburg, Stanford, Wollogong, Bologna and such)

In other words, we are still just measuring and evaluating rather than ASSESSING FOR, AS and OF learning. We are still employing the traditional content-based evaluation rather than employing outcomes-based assessment...

Its misleading and at the end of the day, we will still get the same results, surface-approach learners rather than deep-approach learners that OBE and stakeholders demand... Your thoughts...!!!
