ACEM in Action: Highlights from Council Meeting No. 3/2027

Today, we held a hybrid ACEM Monthly Council Meeting to discuss and advance crucial matters impacting Engineering Consultancy Practices (ECPs) in Malaysia. We are constantly working behind the scenes to safeguard your professional interests, improve practice conditions, and elevate our industry standards.

Here are the key takeaways for our members:

- Advocating for Fair Compensation: We are working the Board of Engineers Malaysia (BEM) and actively engaging with the Attorney General's Chambers to simplify the Scale of Fees (SoF) and have proposed the inclusion of milestone-based payments to ensure fairer cash flow for consultants. Additionally, we are reviewing the new Government Procurement Act to gauge its direct impact on ECPs.
- Navigating Regulatory Changes: We continue to closely monitor the proposed amendments to the Registration of Engineers Act 1967 (REA). We are rigorously evaluating how new registration categories could affect ECP operations, professional accountability, and supervision requirements.
- Pushing for HRDC-Claimable Training: To ease the training burden and costs for our member firms, we have officially requested BEM's assistance in engaging with HRD Corp. Our goal is to have all BEM-approved CPD activities automatically recognized as HRDC claimable.
- Fostering Regional Collaboration: Preparations are well underway for the 22nd ACES-ACEM Dialogue in Langkawi this November. We will be tackling critical industry topics alongside our Singaporean counterparts, including consultancy pricing structures, disciplinary actions for non-compliance, and coastal protection strategies.

ACEM Participates in Stakeholder Engagement on New Cable Colour Code

ACEM, represented by Ir. Ahmad Rashidi Zainudin, participated in the Stakeholder Engagement Session on the Implementation of the New Cable Color Code for Electrical Wiring Installations, organized by the Energy Commission (Suruhanjaya Tenaga, ST) from 4–6 August 2026 in Swiss Garden Hotel & Residence, Genting Highlands.

The session covered the implementation of ST Directive No. 11/2026 and the transition to the new cable colour code in line with IEC 60445 standards, with full compliance required from 1 January 2029.

ACEM appreciates ST’s engagement and efforts in keeping industry stakeholders informed on the upcoming changes.

Advocating for a stronger, more sustainable engineering landscape

At the recent "Sesi Dialog Industri dan Belanjawan 2027" hosted by the Kementerian Kerja Raya Malaysia (KKR), the Association of Consulting Engineers Malaysia (ACEM) actively voiced the 'Suara Industri' on behalf of all engineering consultancy practices (ECPs).

The session was chaired by Menteri Kerja Raya, YB Dato' Sri Alexander Nanta Linggi. We were also grateful for the opportunity to engage directly with the distinguished panel, which included Timbalan Menteri Kerja Raya, YB Datuk Seri Dr. Ahmad bin Maslan, Ketua Setiausaha KKR, and YBhg. Dato' Seri Azman bin Ibrahim, as well as other key decision-makers, policymakers and implementing agencies.

We were represented by ACEM President, Ir. Anuar Mohd Aris, and Council Member & Chair of Professional Assessment, Ir. Arul Hisham bin Abdul Rahim.

To ensure the continued resilience and technical excellence of our profession, the forum discussed several high-level, critical industry inputs focusing on the transformation of the Malaysian construction industry, including fairness in fees & contracts, standardized fee scales, clearer separation of technology adoption costs (such as BIM) from basic consultancy fees, expanding Professional Indemnity Insurance (PII) frameworks, procurement transparency, and support or incentives in digital adoption.

We deeply appreciate the open dialogue and transparency offered by the Ministry to hear the industry's pain points and suggestions firsthand. Safeguarding our consultants and standardizing best practices is exactly how we build a more advanced, well-regulated built environment for the future.

The ACEM Sabah Branch paid a courtesy call on Jabatan Kerja Raya Sabah (JKR Sabah), led by Ir. Benny Song, Chairman of ACEM Sabah Branch, and Tuan Baharuhom KK Sogon, Pengarah Kerja Raya Sabah.

The discussion focused on strengthening cooperation in engineering consultancy, site supervision, wayleave applications, Traffic Impact Assessment (TIA), and Traffic Safety/Transportation Safety Plans (TSP), as well as opportunities for technical capacity building.

Both parties also exchanged views on ongoing and proposed infrastructure projects, including the Pan Borneo Highway Phase IB and Jalan Tanjung Lipat, as well as opportunities for technical talks, training and knowledge-sharing programmes.

ACEM Sabah appreciates the warm welcome and constructive discussion by JKR Sabah and looks forward to continued collaboration towards strengthening technical capacity and supporting the delivery of safer, more resilient and sustainable infrastructure in Sabah.

The Association of Consulting Engineers Malaysia (ACEM) was represented by Ir. Anuar Mohd Aris, President of ACEM, at MBAM OneBuild 2026, held from 5–7 August 2026 at the Kuala Lumpur Convention Centre - KLCC.

During the event, the KSU representing the Minister highlighted the importance of embracing AI, BIM, Digital Twin and Robotics to drive faster, higher-quality and more intelligent construction.

The transformation of the construction industry will be driven by five key areas: Digitalisation, AI, IBS, Sustainability and Resilience.

MBAM OneBuild 2026 brought together industry stakeholders to explore emerging technologies, exchange knowledge and strengthen collaboration towards a smarter and more sustainable construction industry.

ACEM congratulates MBAM OneBuild on the successful organisation of the exhibition and wishes the team continued success.

BEM Conducts Audit on ACEM’s Professional Assessment Examination (PAE) Process

The Association of Consulting Engineers Malaysia (ACEM) was pleased to host a delegation from the Board of Engineers Malaysia (BEM) at the ACEM headquarters on 10 August 2026 for an audit of ACEM’s Professional Assessment Examination (PAE) process.

The engagement forms part of BEM’s ongoing efforts to engage with appointed examination service providers, gain operational insights, and ensure that the PAE continues to uphold rigorous professional standards in Malaysia.

Since ACEM’s appointment as a BEM service provider in 2023, ACEM has assessed 848 candidates over the past three years, with an overall 85% pass rate.

The audit also provided an opportunity for both organisations to discuss key operational challenges, including candidate readiness, the availability of qualified examiners, and examiner retention particularly in specialised engineering fields.

ACEM appreciates the constructive engagement and valuable guidance from the BEM delegation. We remain committed to working closely with BEM to uphold professional standards and contribute towards strengthening engineering competencies in Malaysia.
