MALAYSIA’S EDUCATION REFORM: WHAT’S CHANGING? (PRE-UNIVERSITY PART)

Malaysia is currently undergoing a major transformation in its education system, particularly in the pre-university (pre-U) pathway, involving programmes like STPM (Form 6) and Matrikulasi.

🧩 1. The Policy Announcement
The reform was officially introduced as part of the National Education Development Plan 2026–2035, launched by Prime Minister Anwar Ibrahim on 20 January 2026 at the Putrajaya International Convention Centre (PICC).

🎯 2. Core Reform: Pre-U Shift to Higher Education Ministry
A key structural change:
➡️ STPM (Form 6) and Matriculation programmes will be transferred from the Ministry of Education (KPM) to the Ministry of Higher Education (KPT).
The goal is to:
• Align all pre-university pathways under a single authority
• Standardize university entry systems
👉 The reform is also part of broader national planning under Malaysia’s 13th Malaysia Plan (RMK-13).

🧠 3. Why This Matters
Previously:
• STPM & Matriculation → under Ministry of Education (KPM)
• Universities → under Ministry of Higher Education (KPT)
This created:
• Different admission standards
• Perceived inequality between pre-U routes

⭐The MQA (Malaysian Qualifications Agency) is the central authority responsible for quality assurance, accreditation, and standard setting in Malaysia’s higher education system.

Governed under the Malaysian Qualifications Agency Act 2007 (Act 679). Accreditation is mandatory for programme recognition and graduate employability

📔Role of the Malaysian Qualifications Agency (MQA) in Malaysia’s Higher Education Sector

1️⃣ Programme Accreditation (Core Regulatory Role)

MQA evaluates and accredits programmes offered by universities and colleges.
(i) Provisional Accreditation – granted before a programme starts (to ensure readiness)
(ii) Full Accreditation – awarded after the programme meets all required standards

2️⃣ Implementation of the Malaysian Qualifications Framework (MQF)

(i) MQA administers the Malaysian Qualifications Framework (MQF), which standardizes qualifications.
