It was a great privilege to host the Second Edition of the International Public Sector Accounting Standards (IPSAS) Conference, held at Livingstonia Beach in Salima, Malawi, from 7–9 May 2026, in collaboration with the Accountant General’s Department under the Ministry of Finance, the National Audit Office (NAO), and the National Local Government Finance Committee.

Held under the theme, “From Compliance to Impact: Strengthening Public Finance Accountability through the Implementation of IPSAS,” the conference brought together over 200 accounting experts and practitioners from across the public sector.

The conference provided an exceptional platform for knowledge sharing, collaboration, and meaningful dialogue on strengthening public financial management, transparency, accountability, and sustainable governance through effective IPSAS implementation.
I would like to extend my sincere appreciation to the Accountant General’s Department, the National Audit Office (NAO), and the National Local Government Finance Committee for partnering with David Hastings Associates (DHA) in delivering this successful conference.

MEET OUR SPEAKER

CA. Moffat Ngalande is the Managing Partner at AuditConsult, an RSM Network firm, and a distinguished leader in the accounting and assurance profession. He is the President Emeritus of the Institute of Chartered Accountants in Malawi (ICAM), where he also served as Vice President and Chairperson of the Technical Committee.

With over 23 years of experience spanning audit, IT assurance, tax, forensics and advisory, Moffat has worked with PwC in South Africa, the UK, Malawi, Swaziland, and Zimbabwe, including a role in PwC RSA’s Quality Department.

He serves on several boards, including the Pan African Federation of Accountants (PAFA), and is the author of multiple published works. His career reflects a deep commitment to advancing professional standards and strengthening governance across Africa.

We are delighted to present our speaker, Dr. Kondwani Santhe, who leads the National Local Government Finance Committee (NLGFC) as Executive Director, a constitutional body established by Sec 149 of the Constitution to oversee financial management in local government authorities (Councils). Dr. Santhe plays a crucial role in facilitating the implementation of IPSAS in local Councils.
