Education is one of the most important investments a nation can make. The foundations laid during a child’s early years have a lasting impact on academic achievement, character development, and future success.⁣

Rather than focusing on the financial impact of the existing grants in isolation, the government should evaluate and compare same to the opportunity cost of setting up and running public pre primary schools.⁣

*𝟐. 𝐏𝐨𝐥𝐢𝐜𝐲 𝐌𝐚𝐤𝐢𝐧𝐠 𝐭𝐨 𝐏𝐫𝐨𝐝𝐮𝐜𝐞 𝐏𝐨𝐨𝐫 𝐐𝐮𝐚𝐥𝐢𝐭𝐲.*⁣
How can one expect improvement to the quality of education with such proposed changes: Reductions in funding, increased teacher-to-student ratios, cuts in staffing support, cuts in leadership support, and the removal of rental assistance.⁣

*𝟑. 𝐈𝐯𝐨𝐫𝐲 𝐓𝐨𝐰𝐞𝐫 𝐃𝐞𝐜𝐢𝐬𝐢𝐨𝐧𝐬 𝐖𝐢𝐭𝐡𝐨𝐮𝐭 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧.*⁣
The experience of private pre-primary schools represents a valuable source of practical knowledge. These institutions understand the daily challenges of operating schools, maintaining educational standards, supporting staff, and meeting parents’ expectations. Their insights can help policymakers design reforms that achieve fiscal responsibility without compromising educational quality.⁣

*𝟒. 𝐏𝐚𝐫𝐞𝐧𝐭𝐬 𝐭𝐨 𝐁𝐞𝐚𝐫 𝐭𝐡𝐞 𝐂𝐨𝐬𝐭𝐬*⁣
Assessing the changes presented by the government, we cannot prevent ourselves from concluding that its a perfectly manufactured entrapment where private pre primary schools are left with little choice but to exit the Grant-in-Aid scheme. As operating costs continue to rise, schools are compelled to transition to a fee-paying model in order to remain financially viable. Such an outcome would inevitably place an additional financial burden on parents and could reduce access to quality early childhood education for many families, particularly those from modest-income households. ⁣

*𝟓. 𝐂𝐨𝐦𝐩𝐥𝐞𝐭𝐞𝐥𝐲 𝐎𝐟𝐟 𝐭𝐡𝐞 𝐌𝐚𝐫𝐤*⁣
Pre primary schools are already facing several challenges imposed by rules which are unclear, ambiguous and disconnected from reality. For example, experienced teachers with diploma in early childhood have become unemployable because of their SC results. The government should focus on removing these artificial impediments instead and let this education sector continue to thrive.⁣

*𝟔. 𝐖𝐚𝐲 𝐅𝐨𝐫𝐰𝐚𝐫𝐝*⁣
The future of Mauritius begins long before a child enters primary school. As decisions are made about the future of the pre-primary sector, we respectfully urge the Government to hold on and engage in meaningful consultation with all stakeholders, carefully evaluate the potential impact of proposed reforms, and preserve the strengths of a system that has benefited generations of Mauritian children. ⁣
