Commentary on Proposed Changes to the Texas Veterinary Practice Act (Chapter 573.10-573.14)

To the Texas Board of Veterinary Medical Examiners,

Thank you for the opportunity to provide commentary on the proposed changes to the Texas Veterinary Practice Act. As a veterinarian and as the President of the Worldwide Alliance of Equine Osteopaths (WAEO), I am submitting this statement on behalf of our organization for your consideration.

As a professional and a DVM, I am concerned with the potential overreach proposed in the changes to Chapter 573.10-573.14. These changes directly affect members of our alliance who reside in Texas—individuals who have demonstrated a high standard of specialized education and professional ethics in the field of equine osteopathy. We will be watching these developments closely and remain available to provide assistance and expertise to both our members and the Veterinary Board of Governors as needed.

We encourage the Board to look at the successful precedents set in other states regarding the recognition of non-veterinary professionals. States such as Washington and Tennessee have established clear pathways for practice while respecting the specific scope of veterinary medicine. These collaborative models ensure that consumers have access to all levels of care, which has proven beneficial to all stakeholders and supportive of the state economy. Much like other credentialing bodies, WAEO would be honored to support Texas in verifying the quality of education and professional standards of equine osteopaths to qualify for similar state recognition.

Please reconsider the overly restrictive language currently proposed. We ask that you put the health and well-being of animals—our shared mission—first and foremost. Restricting these valuable manual therapy services to veterinarians only does the community a disservice. Most veterinarians do not have the specific, intensive training required for these osteopathic modalities, nor do they always have the capacity to offer these time-consuming services.
Rather than protecting animals and their owners, such restrictions limit access to qualified, cooperative, and collaborative providers. This often forces owners to resort to using practitioners who operate outside of professional oversight. Rather than promoting a high standard of practice among non-veterinary professionals, overly restrictive laws inadvertently reward those who disregard professional standards.
We advocate for a framework that promotes excellence and collaboration across all equine health disciplines.

📣 EHV-1 Neuropathogenic/EHM Update—The following is directly from the Arizona state veterinarian. As always, we’ll update again if new travel requirements are released.

“The AZDA was notified by the attending veterinarian Wednesday night that two horses from Pinal county displaying neurologic signs tested positive with point of care EHV-1 tests on samples collected that evening. On Thursday, AZDA began reaching out to event organizers requesting information of attendees / registrants or contact info for messaging. On Friday 1/30/2026, one of the two hospitalized horses was humanely euthanized due to progressive neurologic deterioration. Confirmation of EHV-1 (neuropathogenic) by the reference lab was reported Friday afternoon. The events where exposure to the affected horse(s) or dangerous contact (exposed) horses of the affected horses (ie. other horses from the premises of origin of the two clinical horses) are as follows:

January 18, 2026 – Horseshoe Park Extreme Barrel Race
January 20, 2026 – ICE Wittmann Breakaway Roping
January 21, 2026 – Roper Nation Breakaway Roping
January 21, 2026 – John Volken Academy Ranch
January 23, 2026 – TACC Thunderbird Farms Arena
January 24, 2026 - Horseshoe Park Extreme Barrel Race
January 27, 2026 – TACC Thunderbird Farms Arena

As always, many horses even in a normal population may be completely asymptomatic intermittently shedding herpes virus and a smaller subset of those will be shedding neurotrophic herpes (and still may be asymptomatic). Given the extensive show history that has already occurred it's difficult to be on the leading edge of this like the horses returning to Arizona from the Waco, TX and Guthrie, OK events at the end of November where quarantine of returning horses was more feasible. In the current situation the best course of action for your clientele if they have had horses at these historical events would be to encourage re**al temperature monitoring twice daily with logging the results to chart trends, prompt reporting of any signs consistent with EHV-1 (respiratory or neuro) infection to their attending veterinarian and testing (nasal swab and whole blood PCR) if indicated, and voluntary self-quarantine from attending any new shows for the next 14 days.”
