Phase Two | Enhancing Youth Media & Information Literacy

Monrovia, Liberia | 12 August 2026 — Phase Two of the UNDP Liberiaㅡ supported Media and Information Literacy (MIL) Campaign is underway today at the National Elections Commission of Liberia (NECㅡLiberia), with a focus on promoting informed civic participation among young people.

Implemented as part of the Liberia Electoral Support Project (LESP), the initiative is equipping young people with practical skills to access, analyze, and responsibly share public information in an increasingly digital environment.

At the opening session on Wednesday, 12 August 2026, UNDP-LESP Program Officer Roosevelt Zayzay welcomed the initiative and encouraged participants to make effective use of the Media Literacy Campaign to identify, verify, and track relevant public information.

He also reaffirmed LESP’s continued support for civic participation, democratic engagement, and related initiatives that contribute to an informed and active citizenry.

Press Union-of Liberia (PUL) President Julius Kanubah reminded participants that the digital age presents opportunities for empowerment, innovation, and inclusion.

The PUL President challenged young people to harness digital tools to contribute to governance, promote entrepreneurship, combat misinformation, and strengthen democracy.

The Media and Information Literacy (MIL) Campaign targets youth leaders, university press clubs, and members of the Liberia National Youth Task Force Against Violence, among other young people.

Busy at Work | NEC Liberia Continues Review of 5-Year Operational WorkplansㅡSets Priorities for 2029 General Elections

NEC Headquarters, Monrovia, Liberia — 10 August 2026 | Successful elections require early planning, effective budgeting, timely procurement, and full implementation of approved plans.

As part of its roadmap toward conducting successful and credible elections in 2029, the National Elections Commission of Liberia (NECㅡLiberia) is reviewing and aligning its operational workplans and budget with its 2026–2030 Strategic Plan.

On Monday, 10 August 2026, separate budgetary review sessions are taking place across various Sections and Departments of the Commission, including Communications, Gender, Civic and Voter Education (CVE), Political Affairs, Information and Communications Technology (ICT), and Operations, among others.

The ongoing review provides an opportunity for Sections and Departments to assess, prioritize, and streamline their proposed activities and budgets to ensure alignment with the Commission’s strategic priorities before submission to the NEC Board of Commissioners (BoC) for further action.

The NEC Communications Section highlights key activities and priorities emerging from the ongoing budget and operational workplan review sessions.

NEC Liberia Engages Civil Society Organizations to Strengthen Voter Education Ahead of 2029 Elections

NEC Headquarters, Monrovia, Liberia
– 7 August 2026 — The National Elections Commission of Liberia (NEC-Liberia) has initiated stronger collaboration with accredited Civil Society Organizations (CSOs) across Liberia to expand voter education and promote peaceful, credible, and inclusive elections ahead of the 2029 General Elections.

The latest engagement was launched on Friday, 7 August 2026, during an acquaintance meeting with accredited CSOs held at the NEC Headquarters in Monrovia.

All members of the NEC Board of Commissioners (BoC), led by Chairperson Jonathan K. Weedor, emphasized that sustained engagement with civil society is critical to strengthening public understanding of the electoral process and adequately preparing citizens for the 2029 General Elections.

The Commissioners described the next General Elections as particularly important and urged CSOs to work closely with the NEC to identify new and innovative approaches to voter education.

They challenged civil society organizations to reflect on lessons learned from the 2023 General Elections and consider what can be done differently to improve voter education and public participation in 2029.

Referencing the 81 County and Community-level Voter Education (CVE) cells established across Liberia in 2023, the Commissioners encouraged CSOs to build on previous experiences while introducing new ideas that can make voter education more effective, inclusive, and accessible.

The Commissioners also underscored the importance of understanding the needs of CSOs engaged in voter education, noting that their experiences, community networks, and proximity to citizens can help the NEC better design and implement effective voter education campaigns.

They further urged CSOs and other stakeholders to help project Liberia's elections positively, emphasizing the importance of public messaging that promotes confidence, peace, participation, and respect for the democratic process.

On the growing influence of social media, NEC Co-Chairperson, Cllr. P. Teplah Reeves, cautioned stakeholders to use digital platforms responsibly, noting that social media can either contribute positively to national development or exacerbate tensions when misused.

Meanwhile, leaders of participating CSOs committed to working with the Commission to expand and sustain early voter education across the country.

The CSO representatives, however, called on the NEC Board of Commissioners to increase support for voter education initiatives going forward, recognizing the importance of sustained voter education between election cycles.

During his Senate Confirmation Hearing, Chairperson Weedor described voter education as 'continuous public awareness,' stressing that sustained voter education is a strong pillar of electoral democracy.

The NEC-CSO engagement forms part of the Commission's broader stakeholder engagement efforts aimed at strengthening collaboration with civil society and other electoral stakeholders ahead of the 2029 General Elections.

IPCC Convenes First General Assembly | NEC Liberia Urges Healthy Dialogue

Monrovia, Liberia – 6 August 2026 — Registered political parties in Liberia, under the banner of the Inter-Party Consultative Committee (IPCC), on Thursday, 6 August 2026 convened their first General Assembly at the headquarters of the National Elections Commission of Liberia (NECㅡLiberia) in Monrovia to deliberate on key matters and chart a way forward for the organization.

Opening the Assembly, NEC Chairperson, Mr. Jonathan K. Weedor, urged participants to engage in constructive and responsible dialogue while demonstrating mutual respect, tolerance, and patriotism.

Mr. Weedor expressed confidence in the IPCC's ability to foster meaningful dialogue, emphasizing that constructive engagement is fundamental to strengthening democracy and promoting peaceful political participation.

The meeting, coordinated by the NEC Political Affairs Section, brought together Mr. Boakai A. Dukuly, Oversight Commissioner for Political Parties; Commissioner Cllr. Ernestine Morgan Awar; and dozens of representatives of registered political parties across Liberia.

Commissioner Dukuly underscored the importance of every registered political party maintaining a functional headquarters, noting that compliance with this requirement is essential to preserving a party's legal standing and status.

Also addressing the gathering, Commissioner Awar expressed optimism that the inaugural General Assembly would usher in a new era of collaboration, consensus-building, and positive reforms within the IPCC.

Deliberations focused on the IPCC's institutional overview, the establishment and functions of the General Assembly, meeting procedures, quorum requirements, and matters arising from the National Coordinators of the organization.

The inaugural IPCC General Assembly comes as the NEC prepares to commence inspections of the headquarters of all registered political parties in Monrovia as part of its regulatory oversight responsibilities.

Ensuring Strategic Priorities | NEC Liberia Begins Final Review of 2026–2030 Implementation Plan

NEC Headquarters, Monrovia, Liberia – 5 August 2026 — With nearly three years before Liberia's 2029 General Elections, the National Elections Commission of Liberia (NEC–Liberia) is taking proactive steps to strengthen its preparedness by reviewing and finalizing key strategies that will guide the Commission's work over the next five years.

On Wednesday, 5 August 2026, NEC Chairperson, Mr. Jonathan K. Weedor, alongside fellow Commissioners, Department and Sectional Heads commenced a rigorous review of the Commission's Implementation Plan of its Stategic Plan.

The exercise is aimed at validating the document and ensuring that it effectively translates the Commission's strategic priorities into actionable and measurable outcomes.

The review provides a practical roadmap for achieving the objectives outlined in the NEC Strategic Plan (2026–2030).

During the session, participants examined the proposed strategic pillars, goals, activities, performance targets, implementation timelines, institutional responsibilities, and estimated costs to ensure that the Plan is realistic, measurable, and fully aligned with the Commission's constitutional mandate.

The Implementation Plan is intended to serve as the Commission's operational framework for translating its strategic vision into concrete actions over the next five years.

It will guide implementation, strengthen coordination across departments and sections, facilitate performance monitoring, and support effective resource mobilization and institutional accountability.

The review also provides an opportunity for departments and technical sections to make final inputs, clarify roles and responsibilities, and ensure that all planned activities are practical, achievable, and responsive to the Commission's operational priorities.

Once finalized, the Implementation Plan will provide a structured framework for implementing key reforms under the NEC Strategic Plan, including strengthening electoral governance, enhancing institutional capacity, improving electoral operations, promoting stakeholder engagement and public communications, as well as advancing legal and policy reforms to further deepen Liberia's electoral processes.

NEC Liberia Identifies Financial Sustainability, Governance as Key Institutional Reform Priorities

NEC Headquarters, Monrovia, Liberia | 3 August 2026 – The Board of Commissioners (BoC) of the National Elections Commission of Liberia (NEC-Liberia) has identified financial sustainability, governance and leadership, strategic planning, and institutional modernization as key priority areas requiring attention under the Commission's Institutional Capacity Assessment.

The assessment, conducted with support from the UNDP Liberia Electoral Support Project (LESP) and funded by the European Union in Liberia (EU), the Embassy of Sweden in Monrovia, and Irish Aid, highlights several strategic areas to strengthening the Commission's institutional capacity to deliver credible, transparent, inclusive, and sustainable electoral processes.

Among the priority areas identified are financial sustainability; governance and leadership; strategic planning; performance management; human resources; ICT modernization; stakeholder engagement; communications; transparency; decentralization; learning; inclusion; and environmental sustainability.

At the final review of the Institutional Capacity Assessment Report held on Monday, 3 August 2026, at NEC Headquarters in Monrovia, financial sustainability emerged as the Commission's foremost institutional priority.

The assessment underscores the need to strengthen long-term resource mobilization, improve financial planning, and enhance the Commission's institutional resilience.

The review also emphasizes the importance of strengthening governance, leadership, and accountability to promote sound decision-making, organizational excellence, and public confidence in the Commission's work.

Additionally, the report calls for enhanced strategic planning and performance management to improve operational efficiency, strengthen institutional effectiveness, and ensure the successful implementation of NEC's strategic objectives.

The assessment identifies human resource development as another critical priority, stressing the need to build a skilled, motivated, and professional workforce capable of responding to Liberia's evolving electoral landscape.

Recognizing the growing role of technology in election administration, the NEC BoC recommends continued investment in ICT modernization to enhance data management, operational efficiency, cybersecurity, and service delivery throughout the Commission.

The report further highlights the importance of strengthening stakeholder engagement and strategic communications to foster greater public trust, deepen collaboration with political parties, civil society organizations, the media, and development partners, and reinforce transparency across the Commission's operations.

Other recommendations include advancing decentralization to strengthen county electoral offices, promoting continuous institutional learning and inclusion, and integrating environmentally sustainable practices into NEC's administrative and electoral operations.

Meanwhile, the findings are expected to guide the implementation of the NEC Strategic Plan (2026–2030), providing a comprehensive roadmap for institutional reforms aimed at building a more resilient, efficient, transparent, accountable, and citizen-centered electoral management body.

Scaling Up Media Literacy Among Liberian Youth | NEC Liberia, UNDP Liberia and Partners Expand Information Literacy Initiative

Monrovia, Liberia | 31 July 2026 — With support from the UNDP–Liberia Electoral Support Project (LESP), renowned youth media facilitator Ms. Aria Deemie is leading a national initiative aimed at strengthening Media and Information Literacy (MIL) among Liberian youth to promote informed civic participation and democratic engagement.

The initiative seeks to empower young people with the skills to critically access, analyze, evaluate, and responsibly share information.

It is being implemented by UNDP–LESP in partnership with the National Elections Commission of Liberia (NEC–Liberia), Local Voices Liberia, and the Press Union-of Liberia (PUL).

The program was officially launched on Friday, 31 July 2026, in Monrovia, bringing together a diverse group of young participants representing political parties, media and academic institutions, civil society organizations, among others.

Speaking at the launch, Lead Facilitator Ms. Aria Deemie acknowledged the increasing spread of misinformation and disinformation among young people.

She encouraged participants to critically examine information, verify facts, and understand the impact of information pollution before consuming or sharing content.

Ms. Deemie represented Liberia at the global MIL4Elections: Media and Information Literacy for Youth in Elections Programme, organized by UNDP and UNESCO during the 24th University on Youth and Development (UYD) program held in Spain in 2025.

Following her successful participation in the international program, Ms. Deemie's follow-up project proposal was selected by UNDP for implementation in Liberia, thus conducting a pilot workshop in Monrovia in March 2026.

Building on that success, the current phase aims to expand the initiative's reach to youth leaders, university press clubs, and members of the Liberia National Youth Task Force Against Violence.

Driving One Goal | NEC Liberia External Relations Department Holds Leadership Retreat

Just weeks after assuming leadership of the Department of External Relations at the National Elections Commission of Liberia (NEC-Liberia), Deputy Executive Director for External Relations, Mr. Samuel B. Cole, has spearheaded the development of a 100-Day Strategic Leadership Plan aimed at strengthening coordination, collaboration, and institutional performance.

As part of implementing this plan, the Department of External Relations—comprising the Political Affairs, Communications, Gender, and Civic and Voter Education (CVE) Sections—is Thursday, 30 July 2026 holding a one-day Leadership Retreat in Monrovia to foster stronger teamwork, enhance strategic alignment, and improve service delivery.

Speaking at the opening of the retreat, Commissioner Boakai A. Dukuly encouraged participants to embrace the vision of 'One Department' as a guiding principle for promoting unity, collaboration, and a more effective workplace across the Commission.

Commissioner Dukuly also emphasized the importance of synchronized departmental budgeting to ensure coordinated planning, efficient resource utilization, and improved institutional performance.

Commissioner Cllr. Ernestine Morgan Awar, who provides oversight for the Civic and Voter Education (CVE) and Human Resource Sections, welcomed the initiative as a significant step toward repositioning the Department of External Relations

She encouraged staff to work closely with the department's leadership in upholding professionalism, ethical standards, and the Commission's core values.

Representing the UNDP Liberia Electoral Support Project (LESP), Boima Metzger, Campaign Specialist, commended the Department of External Relations for taking the initiative to strategically reflect and chart a new path toward greater effectiveness.

Also in attendance was Commissioner Josephine Kou Gaye with oversight of Gender Section.

Meanwhile, Deputy Executive Director Samuel B. Cole, during his presentation, underscored the importance of transformational leadership, highlighting key values such as problem-solving, teamwork, accountability, commitment, integrity, innovation, and a strong sense of duty as essential to achieving the department's vision.
