An independent electoral body with the integrity and capacity for managing credible, free and transparent elections in Liberia.

Duties of NEC

The primary duties of NEC include administering and enforcing all laws related to the conduct of elections throughout the Republic of Liberia. Besides, NEC also proposes to the National Legislature for enactment, suspension of, and amendment to, and repeal of, any provision of the Elections Law. The Commission further provides accreditation to, and registers all political parties and independent candidates who meet the minimum requirements set by the Commission. NEC also revokes the registration and accreditation of an already legal party only upon the judicial determination by a court of competent jurisdiction, in accordance with due process. Also included in NEC’s functions are to hold all elections for elected public offices, including chieftaincy and all referenda and declare the results thereof. The Commission also formulates and enforces guidelines controlling the conduct of all elections to elective public offices, which guidelines shall not be inconsistent with the provisions of the Constitution and Elections Law of Liberia. NEC maintains a register of all qualified voters which shall be subject to inspection. It also establishes electoral constituencies in every political Sub-Division in accordance with population figures. Also included in its functions are maintaining registration documents of political parties and prescribe the kinds of records to be kept by all political parties and independent candidates.

Welcoming AI Studies in Liberia | NEC, UNDP Liberia and UL Initiate Stakeholder Engagement

NEC Headquarters, Monrovia, Liberia | 10 September 2026 — Institutional consultations are underway as preparations advance for the introduction of a Master of Science (MSc) program in Artificial Intelligence (AI) in Liberia.

The proposed AI program will be offered by the University of Liberia (UL) in partnership with UNDP-Liberia.

As part of consultations leading to the launch of the program, a team from the University of Liberia held discussion with the Deputy Executive Director for Information and Communication Technology (ICT) at the National Elections Commission of Liberia (NEC-Liberia), Mr. Issac Zahn, alongside Mr. Evrard Y. Kouadio, Consultant with the UNDP-Liberia Electoral Support Project (LESP) on Thursday, 10 September 2026 at NEC Headquarters in Monrovia.

Mr. Zahn welcomed the initiative and expressed the Commission’s interest in contributing to the development of the proposed AI Master’s program.

The NEC has already been advancing technology-driven solutions to support Liberia’s electoral processes, complemented by the growing pool of ICT talent demonstrated by young Liberians.

Mr. Zahn further noted that the Commission’s current priorities include leveraging technology to improve voter registration, access to polling services, election planning, public communication, and electoral service delivery, while also addressing major operational, logistical, data-management, and public-trust challenges.

The proposed AI Master’s program seeks to assess the relevance and potential applications of artificial intelligence to Liberia’s national development, with particular attention to institutions such as the NEC.

The initiative also forms part of a broader effort to align the proposed academic program with Liberia’s national development agenda and the UNDP-Liberia Country Programme Document.

During the consultation, UL Chief Information Officer and Project Director, Dr. Darren Wilkins, noted that the UNDP Country Programme Document aligns with the Government of Liberia’s national development framework, the ARREST Agenda for Inclusive Development.

Accordingly, he explained that UNDP’s support is organized around three interconnected areas of engagement:

●digital transformation; ●community-based solutions for primary and environmental interventions; and
●systems strengthening to enhance institutional capacity.

The NEC welcomes continued stakeholder engagement aimed at exploring how emerging technologies, including artificial intelligence, can contribute to more efficient, inclusive, transparent, and trusted electoral processes in Liberia.

100 Years of Electoral Leadership | NEC Liberia Unveils Portraits of Past and Present Chairpersons

NEC Headquarters, Monrovia, Liberia | 9 September 2026 — A portrait captures a face, but history preserves a legacy.

This was exemplified on Wednesday, 9 September 2026, when the National Elections Commission of Liberia (NEC-Liberia) formally unveiled the portraits of 16 past and present Chairpersons who have served the nation’s electoral management body.

Historic in significance, the portraits span 100 years of institutional leadership, from 1926 to 2026, offering a visual reflection of the individuals who have contributed to shaping Liberia’s electoral processes.

Speaking during the unveiling ceremony, NEC Chairperson, Mr. Jonathan K. Weedor, described the occasion as a period of sober reflection and a fitting opportunity to honor the faces and legacies that have shaped the Commission’s journey and Liberia’s electoral history.

Chairperson Weedor applauded the dedicated team of researchers, led by Mrs. Pauline Korkoyah-Kawreh, for responding to the call of duty and painstakingly gathering historical information and portraits of the Commission’s past and present leaders, thereby helping to preserve an important part of the NEC’s institutional history.

Amid laughter, applause, and moments of reflection, the colorful ceremony was led and graced by members of the NEC Board of Commissioners (BoC), senior management, directors, and staff of the Commission.

The unveiling represents more than the display of portraits.

It is a celebration of service, leadership, institutional continuity, and the enduring legacy of those who have helped advance Liberia’s democratic and electoral processes.

NEC Liberia Chairperson Formally Commissioned by President Boakai

Monrovia, Liberia | 8 September 2026 — Nearly six months into his tenure as Chairperson of the National Elections Commission of Liberia (NEC-Liberia), Mr. Jonathan K. Weedor has been formally commissioned by the President of Liberia, His Excellency Joseph Nyuma Boakai, Sr.

Chairperson Weedor, accompanied by Co-Chairperson Cllr. P. Teplah Reeves, members of the NEC Board of Commissioners (BoC), and other senior staff, attended the commissioning ceremony held Tuesday evening at the Executive Mansion on Capitol Hill in Monrovia.

Speaking at the ceremony alongside other commissioned officials, Chairperson Weedor acknowledged ongoing improvements in Liberia’s electoral processes, including voter registration and civic and voter education.

He also emphasized the importance of continued investment in electoral technology, noting that such investment would strengthen the capacity of the electoral management body to deliver elections that are more credible, transparent, inclusive, and responsive to the needs of Liberian voters.

Mr. Weedor was nominated by President Boakai on 30 March 2026 to serve as Chairperson of the NEC.

He succeeded Madam Davidetta Browne-Lansanah, who resigned as Chairperson on 23 March 2026.

The NEC Chairperson is a seasoned electoral administrator with extensive experience in governance, elections, and public service.

Since assuming leadership of the Commission, Chairperson Weedor has advanced efforts to strengthen electoral reforms, civic and voter education, public communication, and other institutional priorities, with support from the Government of Liberia and development partners, including the UNDP Liberia Electoral Support Project (LESP), funded by the European Union in Liberia, Embassy of Sweden in Monrovia, and Ireland.

Preparing Political Parties’ Inspection Report

NEC Headquarters, Monrovia, Liberia | Tuesday, 9 September 2026 — The Political Affairs Section of the National Elections Commission of Liberia (NEC-Liberia) is currently preparing the report on the recently concluded inspection of the headquarters of all registered political parties in Liberia.

During a working session at the NEC Headquarters on 9th Street, Sinkor, Monrovia, staff of the Section are reviewing and consolidating documents and information gathered during the inspection exercise.

The ongoing work forms part of the final review process leading to the completion of the inspection report for submission to the NEC Board of Commissioners (BoC).

The inspection exercise was intended to verify the status, existence, and presence of registered political parties and assess their compliance with applicable legal and regulatory requirements.

Liberia currently has 49 registered political parties.

Advancing Electoral Capacity Assessment | Follow-Up Session with Development Partners and Key Stakeholders

MONROVIA, LIBERIA | 4 SEPTEMBER 2026 — A follow-up session to review the findings of the Institutional Capacity Assessment of the National Elections Commission of Liberia (NEC-Liberia) is underway in Monrovia.

Members of the NEC Board of Commissioners (BoC), alongside representatives of the UNDP Liberia Electoral Support Project (LESP) and other key stakeholders, are reviewing the assessment findings, including institutional strengths, major capacity gaps, systemic challenges, and proposed recommendations.

Opening the session on Friday, 4 September 2026, NEC Chairperson, Mr. Jonathan K. Weedor, reiterated that staff capacity building remains a core priority for the Commission.

He welcomed the continued engagement with development partners and stakeholders on the assessment of the NEC’s institutional capacity, describing the process as 'a good step in the right direction.'

UNDP-Liberia Chief Technical Advisor, Madam Katherine Green, emphasized the importance of reviewing the findings of the NEC’s capacity assessment to ensure that the perspectives of development partners and key stakeholders are adequately reflected.

She disclosed that the 'Liberia is now in the middle of the electoral cycle, a period when an election management body should take stock and invest in institutional strengthening rather than waiting until elections are imminent'.

The session is being facilitated by Consultant Dala Korkoyah, Jr. and NEC Deputy Executive Director for External Relations, Mr. Samuel B. Cole, who are presenting the Institutional Reform Agenda, consolidated findings from technical and Board consultations, the Institutional Reform Roadmap, and the Three-Wave Investment Strategy.

The discussions will also focus on strategic dialogue, partner perspectives on the Reform Agenda, areas of strategic significance, lessons learned from previous electoral support initiatives, and key considerations for successful implementation, among other issues.

NEC Liberia Strategic Plan 2026–2030 | Sets US$75M Transformation Agenda to Shape the Future of Electoral Excellence in Liberia

NEC HEADQUARTERS, MONROVIA, LIBERIA | 2 September 2026 — The National Elections Commission of Liberia (NEC-Liberia) has launched its 2026–2030 Strategic Plan, an ambitious five-year roadmap aimed at modernizing Liberia’s electoral system, strengthening institutional independence, and building greater public trust in elections.

Speaking at the formal launch at the NEC Headquarters on 9th Street, Sinkor, Monrovia, on Wednesday, 2 September 2026, NEC Chairperson Mr. Jonathan K. Weedor described the Strategic Plan as 'a bold new chapter in Liberia’s democratic evolution,' emphasizing the need to deliberately design and protect electoral integrity.

The five-year plan responds to emerging challenges in Liberia’s electoral environment, including rapid technological change, misinformation, financial sustainability, and the need to strengthen institutional capacity.

It is anchored on six strategic pillars:

Legal and Policy Reform;
Governance and Financial Sustainability;
Human Resource and Institutional Capacity;
Technology and Digital Transformation;
Stakeholder Engagement,
Gender and Social Inclusion; and Electoral Operations and Efficiency.

Chairperson Weedor told government officials, development partners, political parties, civil society organizations, and other electoral stakeholders that implementing the plan will require more than US$75 million over five years.

He described the investment as essential to safeguarding Liberia’s democracy, peace, stability, and sustainable governance.

He assured stakeholders that the NEC will strengthen accountability and performance monitoring through quarterly reviews, annual performance reporting, and a comprehensive risk-management framework.

Looking toward the 2029 General Elections and beyond, Chairperson Weedor called on the Government, political parties, civil society, the media, citizens, and development partners to join the Commission in what he described as a 'united democratic compact' to safeguard electoral integrity.

'Our goal is clear: to consistently deliver credible, transparent, and inclusive elections through a modernized system and a professional workforce, earning the enduring trust of the Liberian people.'

The Chairperson formally declared the NEC Strategic Plan 2026–2030 launched, urging stakeholders to move beyond observation and become active partners and champions of Liberia’s democratic future.

The launch brought together senior government officials, representatives of the Ministry of State for Presidential Affairs, the Governance Commission, the Law Reform Commission, the Angie Brooks International Centre, the House Committee on Elections and Inauguration, and development and diplomatic partners.

Among those present were: Hon. T. Romeo Quioh, Chairman of the House Committee on Elections and Inauguration; Mr. Louis Kuukpen, UNDP Liberia Deputy Resident Representative; and Ambassadors and representatives from ECOWAS, Embassy of Sweden in Monrovia, Ghana, and the European Union in Liberia, among others.

The development of the NEC Strategic Plan was supported through the UNDP-Liberia Electoral Support Project (LESP), with funding from the European Union, Sweden, and Ireland.

Meanwhile, UNDP-Liberia Deputy Resident Representative Louis Kuukpen challenged the NEC to go the extra mile in upholding and strengthening public trust in the Commission as Liberia’s electoral management body.
