The Centre for Lebanese Studies (CLS), in partnership with the Centre for Southwest Asian and North African Studies (CSWANA) at the Faculty of History and Homerton College, University of Cambridge, is organising a PhD workshop in Cambridge for doctoral students based in Lebanon and the UK.

This workshop is part of the organisers’ long-term commitment to supporting early-career scholars by strengthening their research, fostering critical scholarship, and nurturing a collaborative community grounded in ethics of care. It offers participants the opportunity to present key aspects of their doctoral research and receive constructive, interdisciplinary feedback.

The workshop is open to PhD candidates at any stage of their studies who are based in the UK or Lebanon and whose research focuses on the Southwest Asia and North Africa (SWANA) region. Applicants should be engaged in social science, humanities, or related disciplines, including but not limited to forced migration studies, refugee education, sociology, history, political science, anthropology, climate justice, and disability studies.

Eligibility

The workshop is open to PhD students in the social sciences from Lebanon and UK, at any stage of their doctoral studies.

Funding

Meals, travel, local transportation, and accommodation are fully covered upon eligibility.

Three scholarships for scholars from Lebanon are available.

Learning Beyond Systems: Reimagining Education Pathways for Displaced Communities

Held on the sidelines of the conference on “The Role of Philanthropy in Education” organised by the Institute for Education and Global Futures.

Over the past decade, education responses to forced displacement have largely focused on integrating refugee learners into host country systems. While this approach has expanded access, it has not consistently translated into sustained participation, quality learning, or progression—particularly beyond primary education.

This session presents new research commissioned by the Asfari Foundation and conducted by Edvise ME, which examines the limitations of current models and introduces the Refugee Education Pathway Framework, alongside a Monitoring, Evaluation, and Learning (MEL) framework. Together, these propose more flexible, inclusive, and context-responsive education pathways that allow learners to move across formal, non-formal, and alternative systems.

Bringing together researchers, practitioners, and policy actors, the discussion will explore how lessons from the Syrian refugee response can inform more adaptive and participatory education models globally, particularly in contexts of protracted displacement.

*Please note that in-person participation is limited and registrations will close once full capacity is reached. Participants will be informed in advance of their attendance status. Those unable to attend in person will be invited to join the session online.
A detailed participant package, including the agenda, meeting link, and logistical note, will be shared with all registered participants ahead of the event.

Developing an inclusive, well-coordinated national response with sufficient human and financial resources is essential to prevent learning loss and protect children’s long-term educational futures.

تعمل عدة جمعيات محلية ودولية على تقديم الدعم الإنساني للنازحين من ذوي الإعاقة المقيمين في مراكز الإيواء، إلا أن الحاجة لتقديم المزيد من الخدمات للأشخاص ذوي الإعاقة لا تزال أكبر بكثير مما هو متوفر.

إحصاء أعداد الأشخاص ذوي الإعاقة من وزارة الشؤون الاجتماعية لا يشمل الأشخاص ذوي الإعاقة الذين يشكلون الأكثرية من حيث العدد وهم الذين لا يزالون يسكنون في بيوتهم وضمن مناطق الخطر لعدم قدرتهم على المغادرة، أو أولئك الذين يستأجرون مساكن خارج مراكز الإيواء وهم لا يتلقون حتى أي خدمات تلبي احتياجاتهم.

Several groups and associations are providing essential humanitarian support to displaced populations residing in collective shelters across Lebanon, but much more is needed.

The numbers from the Ministry of Social Affairs do not include the larger number of people with disabilities who stayed in their homes in danger zones because they were unable to leave, or who are renting housing outside shelters and therefore not receiving any services.

تعزيز التنسيق لدعم الأشخاص ذوي الإعاقة خلال الاستجابة الإنسانية الدامجة في فترة الطوارئ والصراعات المسلحة والأزمات الإنسانية

بيروت، لبنان –١٧/٠٣/٢٠٢٦

قام وفد من مجموعة المهام الطارئة الخاصة بالأشخاص ذوي الإعاقة بزيارة معالي وزيرة الشؤون الاجتماعية السيدة حنين السيد، لبحث واقع الأشخاص ذوي الإعاقة وكبار السن في ظل الحرب الاسرائيلية على لبنان والتي تسببت بالنزوح القسري لأكثر من مليون مواطن بينهم الكثير من الأشخاص ذوي الإعاقة وكبار السن وأسرهم.

هدفت هذه الزيارة إلى تنسيق الجهود والتعاون لتأمين الاستجابة الإنسانية الدامجة للإعاقة من خلال المطالبة بالأمور التالية:

1) تامين مراكز إيواء دامجة في كل محافظة لضمان تامين احتياجات الاشخاص ذوي الإعاقة وعائلاتهم بشكل منهجي وتوفير دعم وموارد مشتركة للقطاعات المختلفة في حالات النزوح والطوارئ

2) تعزيز الإدماج ضمن التمويل المشترك من خلال إلزام الجهات المنفذة بتضمين معايير إمكانية الوصول وتخصيص تمويل لتدخلات موجهة

3) تعزيز التعاون والتنسيق مع وزارة الشؤون الاجتماعية لضمان تنسيق أفضل، وتبادل البيانات، وإدخال معايير الدمج في حالات الطوارئ وتقوية التنسيق مع القطاعات الإنسانية لضمان دمج احتياجات الأشخاص ذوي الإعاقة للوصول إلى الخدمات في فترة الطوارئ مثل مراكز الإيواء والمياه والإصحاح والنظافة العامة، والخدمات الصحية وغيرها من الخدمات الأساسية في حالات الطوارئ للحد من التهميش والاستبعاد وتعزيز إمكانية الوصول العادلة للخدمات للجميع بمن فيهم الاشخاص ذوي الإعاقة وكبار السن .

كما عرض الوفد للعديد من التحديات الكبيرة التي لاحظها فريق العمل عند زيارتهم الميدانية لمراكز الإيواء، حيث تبيّن أن العديد من هذه المراكز لا تزال حتى اليوم غير مستوفية للحد الأدنى من معايير إمكانية الوصول والدمج وهذا ما انعكس على امتناع العدد الأكبر من الأشخاص ذوي الإعاقة عن الاقامة في مراكز الإيواء، وتفضيلهم الاقامة في بيوت او شقق في مناطق اكثر أمناً.

وقد شدد فريق المهام الطارئة على ضرورة الوصول إلى جميع الاشخاص ذوي الإعاقة في مراكز الإيواء وخارجها وتحديد احتياجاتهم، وتأمين الخدمات الأساسية التي هم بأمسّ الحاجة إليها.

وفي نهاية الاجتماع عبر الوفد عن رغبته بوضع مجموعة من التفاهمات أهمها تعزيز التعاون والتنسيق بين مجموعة المهام الطارئة emergency taskforce for persons with disabilities ووزارة الشؤون الاجتماعية لضمان استجابة أكثر فعالية وشمولاً وذلك من خلال:

1-⁠ ⁠السماح لفريق العمل بزيارة مراكز الإيواء من أجل تقييم الاحتياجات، تحديد الثغرات، وتفعيل آليات الإحالة المناسبة.

2- ⁠ ⁠تعيين ممثل رسمي من الوزارة لتسهيل التنسيق المباشر مع فريق مجموعة المهام الطارئة.

3-⁠ ⁠تعزيز التشبيك مع الجهات المعنية: دعم التعاون بين منظمات الأشخاص ذوي الإعاقة، مقدمي الخدمات، وكالات الأمم المتحدة، وسائر الشركاء لضمان تنسيق أفضل وتقديم خدمات أكثر فعالية.

4-إمكانية فتح المزيد من مراكز إيواء دامجة التشاور مع وزارة التربية لامكانية فتح المزيد من المدارس كمراكز إيواء دامجة .



5-سعي الوزارة إلى تضمين بند واضح ومخصص للإعاقة ضمن ميزانيات المساعدات لضمان شموليتها وتلبيتها للاحتياجات الخاصة بالأشخاص ذوي الإعاقة.

6- وضع خط ساخن في خدمة الاشخاص ذوي الإعاقة لتلقي شكاويهم وتلبية الخدمات التي يطلبونها بأسرع وقت ممكن .

وفي ختام اللقاء، أكّد وفد مجموعة المهام الطارئة الخاص بالأشخاص ذوي الإعاقة على التزامه الكامل بتعزيز التعاون مع وزارة الشؤون الاجتماعية وكافة الجهات المعنية بالأزمة الإنسانية، من خلال متابعة ورصد أداء الاستجابة، وذلك بهدف تصويب أي خلل أو تقصير قد يطرأ في ما يتعلق بضمان حقوق الأشخاص ذوي الإعاقة وشمولهم في مختلف التدخلات. ويأتي ذلك انطلاقًا من نهج قائم على المساءلة، والشفافية، واحترام حقوق الإنسان، بما يضمن استجابة إنسانية دامجة وعادلة بين جميع شرائح المجتمع بمن فيهم الاشخاص ذوي الإعاقة وكبار السن.

Enhancing Coordination to Support Individuals with Disabilities during Inclusive Humanitarian Responses in Emergencies, Armed Conflicts, and Humanitarian Crises

Beirut, Lebanon – 17/03/2026

A delegation from the Emergency Taskforce for Persons with Disabilities met with the Minister of Social Affairs, H.E. Ms. Haneen El Sayed, to discuss the impact of the Israeli war on Lebanon on persons with disabilities and older individuals. This conflict has resulted in the forced displacement of over one million citizens, including many people with disabilities, elderly individuals, and their families.

The visit aimed to coordinate efforts and enhance cooperation to ensure an inclusive humanitarian response, through the following key demands:

1.⁠ ⁠Creating inclusive shelters in every governorate to systematically address the needs of persons with disabilities and their families, while providing shared support and resources across sectors during periods of displacement and emergencies.

2.⁠ ⁠Enhancing inclusion in joint funding by requiring partners to adopt accessibility standards and allocate resources for targeted interventions.

3.⁠ ⁠We aim to enhance collaboration with the Ministry of Social Affairs to improve data sharing and inclusion standards in emergency responses. This will ensure access to essential services, such as shelters, WASH, and healthcare, reducing marginalization and promoting equity for all, including persons with disabilities and older adults.

The delegation highlighted significant challenges observed during field visits to shelters. It was found that many of these centers fail to meet the minimum standards for accessibility and inclusion. As a result, many individuals with disabilities choose not to stay in shelters and instead opt for houses or rented apartments in safer areas.

The Emergency Taskforce stressed the need to reach all individuals with disabilities, both in shelters and outside, by assessing their needs and ensuring access to essential services.

At the end of the meeting, the delegation expressed its intention to establish key understandings with the Ministry to enhance coordination and ensure a more effective and inclusive response, including:

1-⁠ ⁠Allowing field teams to visit shelters to assess needs, identify gaps, and activate appropriate referral mechanisms.

2-⁠ ⁠Appointing an official focal point within the Ministry to facilitate direct coordination with the Emergency Taskforce.

3-⁠ ⁠Strengthening networking and collaboration among stakeholders, including organizations of persons with disabilities, service providers, UN agencies, and partners, to ensure better coordination and more effective service delivery.

4-⁠ ⁠Exploring the possibility of opening additional inclusive shelters in coordination with the Ministry of Education, including the use of more schools as inclusive shelters.

5-⁠ ⁠Working toward the inclusion of a clear and dedicated disability budget line within aid funding to ensure inclusivity and responsiveness to the specific needs of persons with disabilities.

6- Establish a hotline service for persons with disabilities to receive their complaints and provide the services they request as quickly as possible.

In conclusion, the Emergency Taskforce for Persons with Disabilities has reaffirmed its strong commitment to enhancing cooperation with the Ministry of Social Affairs and all stakeholders involved in humanitarian efforts. This commitment includes monitoring and following up on response initiatives to identify and address any gaps or shortcomings in ensuring the rights and inclusion of persons with disabilities across all interventions. It is founded on principles of accountability, transparency, and respect for human rights. The aim is to guarantee a fair and inclusive humanitarian response that serves all segments of society, including persons with disabilities and older individuals.
