MESSAGE TO ALL GBI-THE ORIGINAL OFFICERS AND MEMBERS

TO ALL MY BROTHERS AND SISTERS IN THE GBI:
I assume everybody knows the breakdown of the top leadership in the GBI-Mainstream. First of all, however, allow me to cite a few backgrounder to let everybody know what is going on.
After the disbandment of the DSCB in 1984, we immediately formed the GBI with the idea of carrying on the legacy of the DSCB. Our vision was to continue instilling brotherhood, camaraderie, oneness and fellowship among all the GBI members. However, after the EDSA revolution where the GBI played a significant role, massive recruitment and uncontrollable acceptance of new members ensued. Some GBI Founders did not follow the proper recruitment process. In effect we experienced a breakdown of discipline in the GBI ranks, and not long after, some ambitious GBI officers and members started to form their own GBI factions.
In the late ‘80’s and early ‘90’s during the Corazon Aquino administration, the GBI had experienced series of setbacks when some unsympathetic military commanders ordered the GBI military personnel under them to disassociate from the Association and submit themselves for erasure of their GBI tattoos, and for failure to comply meant denial of their reenlistment for Enlisted Personnel, non-ETAD for non-career/reserved officers, and transfer to other units for career/regular officers.
During those trying times, a number of GBI officers and members complied, while some resisted, including me and MF JOHN BULL who personally told me when I chanced upon him in the DND parking lot, “ Bro. mugawas na lang ‘ko sa serbisyo ug pwersahon nila ‘ko nga magpabura.” (Bro. I rather get out of the service than be forced for erasure.) Luckily, he survived the heat when he found some commanders who were sympathetic to the GBI. On my part, although I was not personally affected since I was in the DND where the GBI can freely come out in the open, I personally wrote a letter to then AFP Chief of Staff Renato De Villa, in behalf of all GBIs, requesting him to intercede for the GBI general membership who were being harassed by their commanders. The then DCS for Pers (J1) Commodore Ramos called me to his office to discuss the letter I sent to General De Villa. He intimidated me into submitting for the disbandment of the GBI to which I vehemently refused by trying to justify the existence of the GBI, its usefulness in the military and its contribution for the unification of the AFP personnel through the spirit of brotherhood. We had a long discussion but we did not reach a settlement as we did not have a common idea about the organization. He had a negative perception about the GBI and apprehensive that it was a threat to the AFP itself. I could not blame him, though, because of the existence of some adventurist personalities in the AFP, and as an upshot of the series of coup d’états staged by then Colonel Gr**go Honasan. Luckily for most GBIs, there were a lot of military commanders who were sympathetic and truly understood the principles carried out by the GBI and tolerated the existence of the Association in their units, as some of them even joined the GBI.
When I left the Philippines for good in the early part of 1994, I had the impression that the GBI was still solid according to then MF ABRAHAM the last time we talked to each other. However, when I returned to the Philippines on vacation in 2005, I found that the GBI was totally fragmented, composed of different factions. When I met someone who was wearing a very beautiful pair of tattoos on his hands, I asked him what GUARDIANS meant. I was surprised, he knew nothing about GUARDIANS.
From then, I tried to reconnect with the original GBI until I found the GBI-Mainstream (Thanks to NF NICE). I was overjoyed that the first, the original GBI was still existing and ran by my former colleagues in the person of SMF LAPULAPU and MF JOHNBULL. Eventually I joined their group, the Guardians National Triumvirate (GNT) as the top three leaders of the GBI. At first, I was in all-out support mode for the GBI-Mainstream, until that fateful day when a supposed executive meeting was held in Hong Kong on April 21, 2013, where accusations of wrongdoing against MF JB was their main issue even if it was not in the Agenda. Without following the proper procedure, they found MF JB guilty of all the charges. For me that was inappropriate. I was not saying that MF JB was innocent of any charges but I couldn’t say also that he was guilty. I have been doing investigation works for over 30 years up to this date. And, in every investigation that I do, I always follow the proper procedure, observe due process, apply equitable justice, and I’m always fair. I don’t prejudge the person I am investigating as “A person is presumed innocent until proven otherwise.” But in their case, even during the meeting in Hong Kong and even before an investigation was conducted, they already found MF JB guilty on a mere innuendo, supposition and allegation. MF JB was one of the Top Three (3) leaders of the Guardians National Triumvirate (GNT), and one of the GBI 1984 original incorporators who have done a lot of good things for the GBI, and as such he should have been given some dignity by not being humiliated in front of 52 GBI officers and members, where I’m sure some of them were unaware of the issue. That is not the kind of BROTHERHOOD that we profess and brag about. If this organization really believes in brotherhood, “hindi mo ibibitin ng patiwarik ang iyong kapatid kung pinagdududahan mo pa lang siyang gumawa ng kasalanan.” As one of the GNT, I should have been consulted in all major organizational decisions like this but I was ignored and placed in limbo. I tried to convince SMF Lapulapu to let me create a neutral Fact Finding Team to conduct an impartial and thorough investigation to dig deeper and seek the truth surrounding the case, that I would hire an independent accountant or bookkeeper to audit the GBI-Mainstream Fund down to the last centavo, to trace the flow of the fund from its source up to the recipient then to the GBI Depository Bank, and to find out the debit and credit and how much was left in the GBI Account. I also asked SMF Lapulapu to nullify the portion of the minutes of their meeting in Hong Kong, finding MF JB guilty as alleged, considering that for me their proceeding was improperly carried out, as the accusations were mere innuendos, supposition and baseless allegation unsupported by solid and factual evidence, as no investigation has yet been conducted. Some participants of the meeting were the prosecutors and the judge sitting as one. Sila ang nag-akusa at sila rin ang naghusga. Pero hindi ako pinakinggan.
Ang sa akin sana, kung talagang guilty si MF JB, so be it. Hindi ako kokontra doon. Pero idaan sa tamang proseso, pakinggan ang kanyang panig at hayaang ang nag-aakusa at ang inaakusahan ay maghain ng kanya-kanyang ebidensya, and all the provisions of Sections 12 and 14 of Article III, Bill of Rights of the 1987 Constitution of the Philippines must be strictly observed. Pero hindi ganoon ang nangyari. They created their own Fact-Finding Committee and in a few days may investigation report na agad sila kahit walang imbestigasyon na ginawa. The respondent’s testimony was never taken, ni hindi kinuha ang panig ni MF JB, ni walang audit na ginawa and no bank statement was ever shown. In short no investigation was done, they came up with an investigation report without actually conducting an investigation. If ever they had an investigation, they did not follow the investigative procedure.
As a consequence of what happened, a demoralization in the GBI-Mainstream ensued. A lot of officers and members did not agree with what SMF Lapulapu did, especially those who believed that there was indeed a missing fund but some GBI officers may have been involved and MF JB was just a fall guy. These people are not stupid that we could dictate what we want them to believe. Thusly, the general membership was in chaos. The “Brotherhood” turned into a battleground of hatred between the loyalists of SMF Lapulapu and those who believed that SMF Lapulapu did not do the right thing. Invectives were hurled and exchanges of animosity between the pros and cons through social media (Facebook) occurred. I was bombarded by series of emails from the different chapters all over the world, expressing their mixed feelings, apprehension, dissatisfaction and disgust over what was happening. Some had tendered their resignation as a form of protest over what SMF Lapulapu did. Nawala ang diwa ng kapatiran at ang nangibabaw ay p**t sa dapat kapatid ang turing, dahil para sa mga loyalists at masugid na tagasunod ni SMF Lapulapu, ang sino mang hindi sang-ayon sa kanila ay kaaway nila. The brotherhood, oneness and camaraderie which we normally professed and trumpeted were gone and substituted by unfriendliness, hatred, character assassination, libel, oral defamation, and other attributes that could only be found between the warring clans of uncivilized tribes. These features led to the avenue of complete divisiveness, fragmentation and chaotic organization.
As one of the original founders and incorporators of the GBI, I will not sit idly and just watch the GBI fade. Nakakapanghinayang na mauuwi lang sa wala ang isang dakilang samahan na kung ilang taon nating inalagaan. I have to do something. I contacted the remaining 1984 Original GBI Incorporators. Five (5) of us, however, had passed away, namely: Anastacio G. Labitad, Nicanor Cagurangan, Leonides Montehermoso, Oscar Arevalo and Edgardo Palmera. The other two (2) could not be located and became inactive while the remaining one (1) is SMF LAPULAPU. Nevertheless, seven (7) of us, namely: CATALINO “NF CRAME” HERRERA JR, ROBERT “NF ROBINHOOD” TAGUINOD, SERGIO “NF MOSES” FERRER, CRISTOBAL “NF ESTOY” ESTRADA, AGUSTIN “NF MIGHTOR” TUNGCOL, MF JOHNBULL, and me, have agreed during our virtual meeting to keep the Original GBI, with SEC Reg. No. 123899, alive and prevent it from deterioration and eventual dissolution. To effect this, we have unanimously agreed, along with the new set of Board of Directors, to establish “THE GUARDIANS BROTHERHOOD, INC. (GBI)-THE ORIGINAL,” as the name identifier of the true and real GBI in view of the presence of the numerous factions and unauthentic organizations with the word “GUARDIANS” attached to their names and titles, and as the sole Association tasked to carry out all the legitimate businesses, activities and undertakings of the GBI with SEC Reg. No. 123899.
By the unanimous votes of all seven (7) 1984 Original GBI Incorporators, and of the new set of the GBI Board of Directors, I was elected National Chairman and the Chief Executive Officer of the GBI-The Original, tasked to institute reforms in THE GUARDIANS BROTHERHOOD, INC. with SEC Reg. No. 123899, and empowered to employ all legal means in accordance with the New By-Laws of the GBI, as amended, and to perform such acts as maybe necessary which are not contrary to laws, rules, regulations, moral, tradition, public order or public policy, in the management, operations, and in instituting reforms in the GBI.
As the National Chairman and the Chief Executive Officer of the GBI-The Original, I will introduce several reforms that are beneficial to the GBI itself and to the general membership as a whole. We will go back to the basics, where the principles and spirits of brotherhood, equality, justice, peace, service and discipline, coupled with camaraderie, unity and oneness, shall reign. These attributes shall be strictly observed by heart by everyone. Under my leadership, the GBI will operate under the concept of the democratic system in its real sense, where all voices will be heard and the leaders will from time to time consult the general membership on critical issues that affect the operations and administration of the GBI. The pulse and sentiment of the majority will be considered. We will breathe in a hate-free atmosphere, where hurling of tirades, profanity, insults or any form of negative insinuation against each other will never be tolerated, especially when they are done in social media, such as Facebook. A grievance procedure shall be established where all complaints against an officer or member by any officer or member shall be ventilated in a proper forum which shall objectively investigate and submit the impartial findings to the proper authority. The environment of friendliness shall always rule, while abuses, malfeasance, misfeasance and nonfeasance of any officer or member shall be strictly penalized under our disciplinary policy. Although the fund of the Association shall be thus essential as its lifeblood, we will try to avoid this to be a major issue. We will establish a systematic flow of funds and only authorized officers shall collect and receive moneys. All officers whose primary tasks do not include money matters shall refrain from getting involved in the collection and acceptance of money in any form, except when it is provided for by the By-Laws or other regulations. I will not allow that the GBI be utilized as a “money machine” by any unscrupulous officer or member who would like to enrich themselves at the expense of the GBI and its members. Dishonesty will have no room in our domain. I, for one, will abstain from receiving or in any way participating in handling financial matter, in order to avoid conflict of interest. How could I order an investigation of any mishandling of fund (Just in case it would happen) if I am also involved in such mishandling? We will have transparency, especially on fiscal matters, where a member shall be allowed to inspect the records. With regards to promotion, we will establish a merit system similar to that in the military, where an officer or member shall be promoted according to their qualifications (Leadership skill, knowledge, time-in-grade, etc.) and the “Palakasan System” shall never be practiced. With respect to the benefits of all members, in collaboration with the GBI Secretary of Finance, the Secretary of Morale and Welfare, the National Executive Secretary, and all the members of the Guardians Supreme Council, we will institute a Comprehensive Benefits Program for the general membership which is currently under consideration, and its implementation will soon be realized.
As part of the reforms that we are undertaking, I have delineated the different positions and tasks of all officers of the GBI from top to bottom. These positions are not complicated that each officer shall fully understand his/her job classification. The GBI will be apolitical, and purely fraternal, non-stock and non-profit association. Hindi tayo makikialam sa pulitika kung hindi naman kailangan at lalong hindi tayo magsusulong ng Federalismo o anumang pagbabago ng gobyerno ng Pilipinas na sa mga mambabatas lang ng bansa nakaatang. Sisikapin nating tayo’y palaging kabalikat ng gobyerno ng Pilipinas sa pagsulong tungo sa kapayapaan, kaunlaran at kasaganaan. Ang aking pamamalakad ay ihahalintulad natin sa: “Isang dakot na buhangin na kung hihigpitan mo ang hawak halos lahat ay maglalaglagan at kung masyado naming maluwag, baka lahat ay maglundagan. Subalit kung ito’y tatanganan ng katamtaman, halos lahat, kung hindi man lahat, ay mananatili sa kinalalagyan gaano man katagal.”
Hindi lahat ay kuwalipikadong sumapi sa The GBI-The Original. Gaya ng sinabi ko, we will go back to the basics where we will meticulously screen all incoming members, except those who have signified their intention to be part of this Association before I made this announcement. I would rather have a few members who have good hearts and are able and willing to embrace the advocacies that we are aiming to achieve, than to have countless members who may become instrumental to the downfall of the GBI. I prefer quality than quantity. Sa mga naniniwala sa pagbabago tungo sa katiwasayan at maaliwalas na samahan, at sa mga nagtataguyod ng tunay na diwa ng kapatiran, I welcome you to The GBI-The Original. Patnubayan nawa tayo ng Diyos, Sa mga ayaw namang maniwala sa mga adhikain na nais nating makamtan, nakikiusap akong manahimik na lang sila and forever hold their peace, and let us move on and rebuild the harmony that we lost at ibalik ang dati nating sigla… Mabuhay ang The GBI-The Original, at Mabuhay Tayong Lahat….!!!
