조선민주주의인민공화국의 소위 “지상낙원” 사업으로 수십 년간 고통을 겪은 수많은 가족이 있습니다. 해당 사업으로 인해 더 나은 삶을 누릴 수 있다는 거짓 약속을 믿고 9만 3천명 이상이 일본에서 조선민주주의인민공화국으로 이주했습니다.
도쿄지방법원은 2026년 1월 조선민주주의인민공화국이 원고를 호도하여 조선민주주의인민공화국으로 이주하게 하여, 이들에게 끼친 피해에 책임이 있다고 판결하며, 해당국으로 하여금 피해자에게 보상금을 지급하도록 명령했습니다.
해당 판결 이면에는 상실, 헤어짐 그리고 재회를 희망하는 지극히 개인적인 이야기가 있습니다.

For decades, families have suffered the consequences of the DPRK’s so‑called “Paradise on Earth” campaign, which led more than 93,000 people from Japan to relocate to North Korea, many under false promises of a better life.
In January 2026, the Tokyo District Court ruled that the DPRK was responsible for causing harm to the plaintiff by misleading them to relocate to the DPRK and ordered the DPRK to pay compensation to the victims.
