πSaving lives is measurable progress. But disasters are affecting more people, destroying more infrastructure, and costing more each year β and the financing to reverse that trend remains far short of what's needed.
Here's where things stood by October 2024:
β
On track
π’ Target A: Disaster-related deaths fell 51% per 100,000 population (2005β2014 vs 2015β2023)
π’ Target E: 131 countries had national DRR strategies, up from 57 in 2015
β³ Some progress
π‘ Target G: Countries with multi-hazard early warning systems more than doubled β from 54 to 113
π‘ Target F: 34,000 capacity development instances recorded; but DRR financing remained limited at US$ 1 billion ODA in 2023
β οΈ Not on track
π΄ Target B: Disaster-affected population rose 75% per 100,000
π΄ Target C: Direct losses exceeded US$ 1.1 trillion during 2015β2023
π΄ Target D: Over 92,000 critical facilities damaged or destroyed annually
The next five years will be critical for meeting the ambition of the Sendai Framework.

What makes countries more resilient to climate shocks?
According to Rethinking Resilience: Adapting to a Changing Climate, economic development is the strongest driver of resilience.
You can explore the findings using our AVA AI tool β available in over 60 languages β and dive deeper into what resilience really means in practice:

π΄Save the Date: Unlocking climate finance for adaptation
Join the upcoming global webinar to learn more about the Adaptation Finance Strategy Guideline (AFSG) - a practical, modular framework designed to help governments and partners mobilise the finance needed for climate adaptation.
While National Adaptation Plans (NAPs) set the vision for country-driven climate resilience, a $300 billion+ annual gap remains between these plans and the funding required. Moving from high-level planning toward bankable investment strategies is essential to bridge this gap.
