ខ្ញុំបានទទួលដំណឹងថា ប្រជាជនយើងនៅតាមព្រំដែនពិសេសនៅប៉ោយប៉ែត នៃខេត្តបន្ទាយមានជ័យ ដែលមានប្រាក់បាតថៃ នាំគ្នាដូរយកប្រាក់រៀលតាំងពីខ្ញុំបង្ហោះសារបានប្រមាណ២ម៉ោងកាលពីថ្ងៃទី៦ ខែតុលា ឆ្នាំ២០២៥។

វាជារឿងល្អដែលប្រជាជនកម្ពុជាប្រើប្រាស់ប្រាក់រៀលលើទឹកដីរបស់ខ្លួន ដើម្បីជៀសវាងការខាតបង់ និងក្លាយជាចំណុចខ្សោយសម្រាប់ជាតិ នៅពេលដែលគេប្រើជាអាវុធនយោបាយ។ ខ្ញុំក្តាប់បានថា បងប្អូនខ្មែរយើងមួយចំនួនដែលធ្វើការ និងរកស៊ីនៅថៃមិនអាចដកប្រាក់ពីធនាគារនៅថៃបានទេ។

ប៉ុន្តែអ្វីដែលខ្ញុំចង់អំពាវនាវគឺសូមបងប្អូនដែលរកស៉ីប្តូរប្រាក់ សូមមេត្តាប្តូរប្រាក់តាមតម្លៃទីផ្សារកុំស្វែងរកប្រាក់ចំណេញហួសហេតុតាមរយៈបញ្ចុះតម្លៃប្រាក់បាត ដំឡើងថ្លៃប្រាក់រៀល ដែលធ្វើឲ្យអ្នកត្រូវការប្តូរប្រាក់ត្រូវខាតបង់។

ខ្ញុំក៏ចង់និយាយទៅកាន់បងប្អូនជនរួមជាតិថា ពីពេលនេះតទៅឈប់កំណត់ប្រាក់ឈ្នួលធ្វើការ ឬតម្លៃទំនិញ ឬតម្លៃសេវាជាប្រាក់បាតថៃ ហើយមកកំណត់ជាប្រាក់រៀល ឬប្រាក់ដុល្លារវិញ និងកាន់តែល្អគឺកំណត់ជាប្រាក់រៀលដើម្បីពង្រឹងរូបិយវត្ថុជាតិ។

ប្រសិនស្រឡាញ់ជាតិត្រូវទុកក្រដាសប្រាក់ដែលមានព្រះឆាយាល័ក្ខ ព្រះបិតាជាតិ ព្រះមាតាជាតិ និងព្រះមហាក្សត្រយើងក្នុងទូ ក្នុងកាបូប ឬក្នុងហោប៉ៅយើង ជាជាងទុកព្រះឆាយាល័ក្ខ ព្រះមហាក្សត្រប្រទេសមួយ ដែលចាត់ទុកយើងជាសត្រូវ និងប្រមាថមើលងាយយើងនោះទេ។

ខ្ញុំសូមស្នើរាជរដ្ឋាភិបាល និងអាជ្ញាធរគ្រប់លំដាប់ថ្នាក់កំចាត់ចោលមន្ត្រី និងឈ្មួញដែលនៅបន្តលួចនាំទំនិញថៃ ចូលក្នុងពេលព្រំដែននៅបិទ ដែលធ្វើឲ្យអ្នកជិតខាងយើងមើលងាយយើងថា អត់ទំនិញគេមិនបាន។ ប្រសិនបើខ្ញុំនៅធ្វើនាយករដ្ឋមន្ត្រីដូចពេលមុនខ្ញុំមិនបាច់និយាយភាសានេះទេ គឺចេញបញ្ជាចាប់ខ្លួន ឬដកចេញពីមន្ត្រីតែម្តង ប៉ុន្តែសូមកុំគិតថា (ឆ្មាមិននៅកណ្តុរឡើងរាជ្យឲ្យសោះ)៕

I have received information that our citizens, particularly those living along the border in Poipet, Banteay Meanchey province, have begun exchanging Thai Baht for Riel within approximately two hours after I posted my message on 6 October 2025.

It is a good thing that Cambodian citizens are using the Riel on their own soil, helping to avoid financial losses and preventing the Riel from becoming a national vulnerability when foreign currencies are used as political tools.

I have also learned that some of our fellow Khmers who work and earn a living in Thailand are currently unable to withdraw money from banks there.

This situation reveals how the Thai Baht is harming Cambodians working and living in Thailand. In the future, the Baht will also harm Cambodians inside Cambodia if they continue to spend and save in Baht.

However, what I wish to appeal for is this: to all our compatriots engaged in currency exchange, please trade at market rates. Do not seek excessive profit by devaluing the Baht and inflating the Riel, which causes losses to those who need to exchange money.

I would also like to call upon our fellow compatriots to stop quoting wages, product prices, or service charges in Thai Baht. From now on, please switch to quoting in Riel or US dollars, and preferably in Riel, in order to strengthen our national currency.

If you truly love your country, keep banknotes bearing the image of our King Father, Queen Mother, and His Majesty the King in your wallets, pockets, or purses, rather than the banknotes of a foreign king who sees us as enemies and treats us with contempt.

I also urge the Royal Government and all levels of authorities to take action and eliminate any officials and traders who continue to smuggle Thai goods into the country while the border remains officially closed. This behavior makes our neighbors look down on us, assuming we cannot live without their goods.

If I were still Prime Minister as I once was, I wouldn’t need to speak in such language. I would simply issue orders for arrests or removals from office. But please don’t think that “when the cat’s away, the mice will play.”

២. រឿងផែនការធ្វើឃាតរបស់មេដឹកនាំថៃមកលើរូបខ្ញុំ និងនាយករដ្ឋមន្ត្រី ហ៊ុន ម៉ាណែត រឿងនេះពិបាកនឹងជឿណាស់ បើទោះបីជាមេដឹកនាំថៃស្អប់ ឬមិនចូលចិត្តខ្ញុំ និង ហ៊ុន ម៉ាណែត ក៏ដោយក៏មេដឹកនាំថៃមិនទាន់ឈានដល់កំរិតអគុណធម៌មករៀបចំផែនការសម្លាប់ខ្ញុំ និង ហ៊ុន ម៉ាណែត នោះដែរ។

ក្នុងប្រវត្តិសាស្ត្រគេតែងតែរកវិធីសម្លាប់មេទ័ពដែលពូកែ ដើម្បីងាយយកឈ្នះលើសង្រ្គាមតែសម័យនេះមិនដូចសម័យមុនទេ គេត្រូវការមនុស្សដែលអាចនិយាយគ្នាបាន ដើម្បីកសាងសន្តិភាព។

នៅក្នុងផែនការសម្លាប់ ហ៊ុន សែន និង ហ៊ុន ម៉ាណែត ដោយមេដឹកនាំថៃគេលើកថា និងប្រើយន្តហោះ។ ចំណុចនេះគួរតែប្រទេសដែលលក់យន្តហោះ ចម្បាំងឲ្យថៃ ត្រូវរឹតបណ្តឹងលើកិច្ចសន្យាប្រើប្រាស់យន្តហោះ ព្រោះកន្លងទៅនេះថៃបានប្រើយន្តហោះ ដែលទិញពីអាមេរិក និងស៊ុយអែត វាយចូលជ្រៅក្នុងទឹកដីកម្ពុជា។ កម្ពុជាមិនជំទាស់នឹងការលក់យន្តហោះចម្បាំងឲ្យថៃទេ តែសូមកុំឲ្យថៃប្រើប្រាស់យន្តហោះវាយប្រហារចូលទឹកដីកម្ពុជា ឬទឹកដីឡាវ ឬម៉ាឡេសុី ឬមីយ៉ាន់ម៉ា ដែលជាប្រទេសជាប់ព្រំដែនជាមួយថៃ៕

In recent days, two key reports have been circulating: the first concerns Japan's provision of drones to Thailand, China's provision of drones to Cambodia, and South Korea’s sale of ammunition and aircraft to Thailand, allegedly as part of efforts to prepare for operations targeting Hun Sen and Hun Manet. The second report involves alleged plans by the Thai leadership to orchestrate an assassination against me and Prime Minister Hun Manet.

If these two issues are not addressed or clarified, they could evolve into major problems in the future. Therefore, I would like to offer the following explanations:

1. On drones and military equipment: Regardless of where Cambodia or Thailand acquires drones or military equipment, the matter should not be exaggerated or extended into a conflict that goes beyond bilateral issues between the two countries. Especially when these very countries are supporting efforts to end the conflict, advocating for a ceasefire, and promoting peace between Cambodia and Thailand.

2. On the alleged assassination plot: The notion that Thai leaders are planning to assassinate me and Prime Minister Hun Manet is extremely difficult to believe. Even if the Thai leadership dislikes or disapproves of me or Hun Manet, it is unthinkable that they would stoop to such an immoral level as to conspire to kill us.

Historically, powerful generals have often been targeted for assassination to gain a strategic edge in warfare. However, the today’s era is different. We now seek dialogue and mutual understanding to build peace.

Cambodia needs a strong Thai leader capable of engaging in peace negotiations. Likewise, Thailand needs a strong Cambodian leader, and currently, only Hun Sen and Hun Manet have the authority and capacity to engage in such talks. Among the two, Hun Manet is taking the lead in direct negotiations.

Given this context, there is no rationale whatsoever for Thai leadership to plan the assassination of Hun Sen or Hun Manet. In fact, if either of us were truly killed at the hands of Thai leadership, it would certainly trigger the rise of tens of thousands, even millions of “Hun Sens” and “Hun Manets” across Cambodian soil, turning Thailand into an eternal enemy that would be impossible to appease. As for myself, and as for Hun Manet—we are not feeble frogs easily crushed. This is an additional explanation to affirm that Thai leaders are not planning the assassination of Hun Sen and Hun Manet.

As for the claim that the Thai leadership's plan to assassinate Hun Sen and Hun Manet would involve the use of military aircraft, it is critical that the countries selling such aircraft to Thailand strictly enforce agreements on their proper use. In the past, Thailand has used aircraft purchased from the United States and Sweden to intrude deep into Cambodian territory. Cambodia does not object to Thailand’s acquisition of military aircraft. However, we strongly urge that these aircraft not be used to conduct airstrikes into Cambodian territory, nor into the territories of Laos, Malaysia, or Myanmar, which are Thailand’s neighboring countries.

ទី២. ពិនិត្យ និងពិភាក្សាលើការកែសម្រួល TOR ឆ្នាំ២០០៣ ពាក់ព័ន្ធការផលិតផែនទី អ័រតូហ្វូតូ (ជំហាន២ ក្នុងចំណុច៤ នៃ TOR)

ទី៣. ពិភាក្សា និងអនុម័តលើការបញ្ជូនក្រុមវាស់វែងចម្រុះ ចុះវាស់វែង និងខណ្ឌសីមាព្រំដែន នៅលើដីជាក់ស្តែង នៅចន្លោះទីតាំងពិតប្រាកដនៃបង្គោលព្រំដែនដែលបានឯកភាពគ្នា (កំណាត់ខ្សែព្រំដែនដើរតាមផ្លូវទឹក និងកំណាត់ខ្សែត្រង់)

ទី៤. ពិភាក្សាលើសេចក្តីណែនាំលើការវាស់វែងនៅ Sector 6 (ចំណុច IX នៃកិច្ចប្រជុំ លើកទី៤ និងកិច្ចប្រជុំពិសេសរបស់ JBC ឆ្នាំ២០០៩)។

៤. ត្រៀមទទួលយក និងដោះស្រាយការងារជូនពលករដែល និងវិលត្រឡប់ពីប្រទេសថៃ។

៥. កងកម្លាំងប្រដាប់អាវុធគ្រប់ប្រភេទ ត្រូវត្រៀម២៤ម៉ោងលើ២៤ម៉ោង ដើម្បីវាយបកការពារខ្លួនក្នុងករណីមានការឈ្លានពាន។

៦. បណ្តាខេត្តនៅជិតព្រំដែនត្រូវត្រៀមជម្លៀសប្រជាជនចេញមកកាន់តំបន់មានសុវត្តិភាព និងដោះស្រាយស្បៀងអាហារថ្នាំពេទ្យ និងសំភារៈចាំបាច់ផ្សេងទៀត។

បើថៃមិនធ្វើការដោះស្រាយច្រកព្រំដែនឱ្យវិលមករកភាពប្រក្រតីវិញ យើងគ្មានជម្រើសក្រៅពីធ្វើការទាំងអស់នេះទេ។

The PM shared the text of his letter to Mr Trump in a social media post yesterday evening.

In his letter – entitled ‘Request for Negotiation on the Tariff Implementation on Cambodian Exports’, Mr Hun states:

Dear Honorable President,
In response to your recent announcement on 2 April 2025, imposing a 49% tariff on Cambodian products from 9 April 2025, Cambodia proposes to negotiate with Your Honorable’s administration at the earliest convenient time and wishes to request that your esteemed government consider postponing the above-mentioned tariff implementation.

I would like to inform Your Honorable President that the existing practice of Cambodia’s maximum tariff rate tops at 35%. In expression of our good faith and in spirit of strengthening our bilateral trade relations, Cambodia is committed to promote U.S. based product imports with an immediate reduction of 19 product categories from our maximum 35% tariff bound rate to 5% applied tariff rate.

In this regard, I have also tasked my Minister of Commerce to correlate with the US Trade Representative.

Cambodia remains fully committed to engaging in constructive and productive dialogue with the U.S. government to further deepen our bilateral trade, so that both nations and peoples can enjoy the tangible benefits from these significant trade relations.
