Chargé d’Affaires Walker co-chaired the fourth U.S.-Cambodia Public-Private Sector Dialogue with DPM Sun Chanthol on March 11 to discuss opportunities and progress for American investment and address concerns facing the American business community in Cambodia.

Representatives from the U.S. private sector presented recommendations to enhance equal competition, remove market access barriers, and make it easier to do business in Cambodia.

As we celebrate the United States’ 250th anniversary, we are committed to forging new partnerships and working with the Cambodian government to create a level playing field for American businesses to thrive and contribute to the prosperity of both the American and Cambodian people, underpinned by the Agreement on Reciprocal Trade signed last year.

The Department has paused all immigrant visa issuances for nationals from countries at high-risk of public benefits usage. President Trump has made clear that immigrants must be financially self-sufficient and not be a financial burden to Americans. Applicants from Cambodia may still submit immigrant visa applications and attend scheduled interviews.

The pause does not affect nonimmigrant visas.

Secretary of State Marco Rubio spoke with Cambodian Prime Minister Hun Manet to express concern about the ongoing violence between Cambodia and Thailand. Secretary Rubio reiterated President Trump’s desire for peace and the need to fully implement the Kuala Lumpur Peace Accords. Secretary Rubio further reaffirmed that the United States is prepared to facilitate discussions to ensure peace and stability between Cambodia and Thailand.

-From 3:00pm to 5:15pm, the Thai military continued to attack by using artillery, mobile vehicles, tanks and infantry forces into Preah Vihear temple, Tamone temple, Veal Intry, Chamkar Chek, 5 Makara, and Sambok Kmum.

2. The frontline situation at the 5th Military Region in Banteay Meanchey, Battambang, and Pursat provinces: The Thai military continues its attacks to invade Cambodian sovereign territory: From 5:00pm on December 23 to 5:00pm on December 24, 2025

- From 5:00pm on December 23 to 6:00am on December 24, the Thai military continued to fire approximately 150 shells into the area of Boeung Trakoun.
- From 5:00pm on December 23 to 6:00am on December 24, the Thai military continued to fire approximately 120 shells into the area of Prey Chan village.
- From 5:00pm on December 23 to 6:00am on December 24, the Thai military continued to fire approximately 80 shells into the area of Chok Chey village.
- From 7:30pm to 9:30pm, the Thai military continued to fire 4 rounds of flare guns into densely populated civilian residential areas in Poipet Municipality, Banteay Meanchey province.
- At 8:02pm, the Thai military continued to fire flare guns into a densely populated civilian residential area in Thmar Da commune.
-At 9:30pm, the Thai military continued to fire 7 shells into the area of Phnom Prek district.

On December 24, 2025
-At 7:00am, the Thai infantry forces supported by armored vehicles attempted to infiltrate into the area in front of Chok Chey village.
-From 7:00am to 4:00pm, the Thai military continued to fire artillery shells into the area of Prey Chan village.
-From 7:00am to 5:00pm, the Thai military continued to fire artillery shells into the area of Boeung Trokoun.
-At 7:12am, the Thai infantry forces supported by tanks attempted to infiltrate into the area in front of Chok Chey village.
- From 9:12am to 9:40am, the Thai military fired 3 artillery shells into the civilian residential area in Poitpet municipality, causing 2 civilians to be injured
- At 9:45am, the Thai military deployed reconnaissance drones and violated Cambodian sovereign territory in the area of Chok Chey village.
- From 10:00am to 2:02pm, the Thai military deployed T-50TH fighter jets to drop 4 bombs into a civilian residential area and hit further deep into Cambodian sovereign territory in the area of Banan district, Battambang Province.
- From 10:28am to 4:38pm, the Thai military fired 26 artillery shells into the area of Sampov Laun commune, Sampov Laun district, Battambang Province.
- From 12:15pm to 12:26pm, the Thai military deployed T-50TH fighter jets to drop cluster bombs into the area of Slor Kram Commune, Svay Chek District, Banteay Meanchey Province.
- At 5:00pm, the Thai military deployed reconnaissance drones and violated Cambodian sovereign territory in the area of Banan district.

The Cambodian armed forces have been defending against the aggressors and will continue to monitor the situation with utmost care and remain highly vigilant in fulfillment of their duties to defend Cambodian territorial integrity.

The Australian Government remains deeply concerned about ongoing military clashes between Cambodia and Thailand, including the rapid escalation in the scale and intensity of the conflict, the use of heavy destructive weapons and the growing humanitarian impact the fighting is having on both sides.

We express our condolences to those who have lost family and loved ones, and ask that both sides ensure the protection of civilians, civilian infrastructure and cultural heritage.

We urge both sides to abide strictly with their obligations under international law, de-escalate tensions, take fast and effective steps to cease hostilities, including through the implementation of the Kuala Lumpur Joint Declaration.

We strongly encourage both sides to engage in good faith in negotiations during the General Border Committee Meeting to achieve a lasting and peaceful resolution.

We welcome ongoing efforts by ASEAN, Malaysia and the United States to support an end to the conflict.

Cambodia-Thailand Conflict: Japan Opposes Actions Escalating the Situation

Phnom Penh, December 23, 2025 -- The Government of Japan has expressed its deep concern over the situation where military clashes have once again escalated between the Kingdom of Cambodia and the Kingdom of Thailand since December this year, resulting in numerous casualties including civilians, refugees, and damage to civilian facilities in both countries.

Amidst this situation, the ASEAN Special Foreign Ministers' Meeting was held in Kuala Lumpur, Malaysia on Dec. 22, and the Chairman's Statement was issued, which urged both countries to take immediate steps towards the cessation of hostilities and return to dialogue, said Press Secretary KITAMURA Toshihiro of the Ministry of Foreign Affairs of Japan in a statement dated Monday.

He also expressed Japan’s deep respect for the diplomatic efforts of Malaysia, the ASEAN Chair, and welcomed this step towards easing tensions. Japan also renewed deep respect for the United States, which has been striving for peace, including the mediation of the ceasefire agreement and the Joint Declaration in Kuala Lumpur.

“The Government of Japan has consistently called for maximum restraint and peaceful resolution through dialogue to both countries at various levels and opposes any actions that could escalate the situation,” the Press Secretary stated. “Japan intends to continue efforts, in coordination with relevant countries including the United States and ASEAN countries, to promote de-escalation of the situation.” AKP
