On November 13, 2025, at 10:20AM, the Coordinating Task Force for the Observer Team of the Ministry of National Defence of Cambodia facilitated the ASEAN Observer Team (AOT) to observe verify and report on the situation where the Thai forces' unprovoked use of violence against the innocent Cambodian civilians for two rounds: the 1st round at 03:50 PM, and the 2nd round at 05:54 PM, resulting in 3 people injured and 1 person killed, in Prey Chan village, O' Bei Chan commune, O' Chrov district, Banteay Meanchey province.

Cambodia urges that Thailand immediately cease all hostile activities that threaten peace and stability in the region. At the same time, we call on the Thai side to turn to firmly honour the Ceasefire Agreement, the Joint Declaration, as well as the obligations under international law with sincerity, in good faith and goodwill.

The Kingdom of Cambodia calls for an independent investigation into this case and appeals for the participation of qualified international parties to uncover the truth and those responsible in order to deliver justice for the victims of Thai military shootings of innocent Cambodian civilians.

The Ministry of National Defence reiterates that rather than resorting to acts of aggression or the use of force, Cambodia firmly adheres to resolving disputes through peaceful means in accordance with international law, the existing treaties, conventions and agreements, so as to seek solution that is just, fair, long-lasting, and in compliance with international law.

Based on the above information, the public, both national and international media outlets, are advised to be informed accordingly.

What the world is watching at the Thai Cambodian border is not just a military exchange; it is a rehearsal of innocence.
Every Thai outlet, Khaosod, The Nation, even provincial feeds, carried the same 16:10 timestamp, the same line that “Cambodia fired first,” and the same assurance that “no civilians were harmed.” The uniformity is not proof of truth. It is proof of choreography.

This is how a defensive lawfare narrative looks before the investigation even begins. The Royal Thai Army’s statements now read like a courtroom script: references to Rules of Engagement, international law, humanitarian restraint. The military is not only explaining a gunfight; it is building an affidavit for the day verification arrives.

Inside Thailand, this language has a second function, domestic sedation. When Lt Gen Worayos brings governors, police, and villagers into one frame after a clash, it is not unity; it is distribution of guilt. By turning a firefight into an administrative meeting, the state converts anxiety into ceremony. The audience at home sees control, not confusion. The border closes, the cameras show de mining, a villager nods, and the unease is buried for one more day.

What is missing is the witness.
Every report begins “according to the Burapha Task Force.” Not one sentence mentions independent confirmation. Not one image carries a verifiable coordinate. The observer clause from the Kuala Lumpur peace accord still sleeps, even as both sides invoke international law like an amulet. That absence, the missing third eye, is the real front line now.

First hour: operational brief.
Next hour: army spokesperson.
Then the commander’s inspection.
Then a denial of “fake Cambodian reports.”
It repeats every cycle, a two hour heartbeat of preemptive clarity designed to outrun scrutiny. In that rhythm you can hear fear, fear of being documented before they can control the narrative.

Beyond the military script lies the real cost: villages divided by sealed gates, market stalls empty, trucks idling in Sa Kaeo, day laborers stranded at Poipet. While headlines speak of sovereignty and restraint, people at the frontier count the days without income. Every closure is another silent casualty that no communiqué records.

Then Phnom Penh answered.
Prime Minister Hun Manet condemned the shooting at Prey Chan, naming three wounded and one dead, and he did not threaten; he invited witnesses. His statement called for an independent investigation with international participation, cited the Joint Boundary Commission clause on maintaining the status quo, and reaffirmed Cambodia’s commitment to the Kuala Lumpur peace framework. Where Bangkok performed discipline, Phnom Penh performed legality. One side spoke of Rules of Engagement; the other spoke of international humanitarian law.

That single gesture, inviting verification, changes the field. It turns every Thai press release into a pre defense and shifts the burden of proof to whoever refuses inspection. Cambodia moved the conversation from accusation to documentation.

Thailand’s message machine still works, for now, inside its borders. But internationally, it is holding ground, not winning belief. The world is waiting for proof: who fired first, where the mines came from, who the victims really were. Evidence will decide what language cannot.

The question is no longer who shot first.
The real question is who will open the gate for the witness to enter.

🇰🇭 Cambodian Prime Minister: I strongly condemn the unprovoked use of violence by the Thai side against innocent Cambodian civilians in Prey Chan Village in the afternoon of 12 November 2025, which resulted in injuries to three Cambodian civilians and the tragic loss of one life.

This act violates international humanitarian law and international law, and goes against humanitarian principles and the mutual agreement previously reached to resolve border issues through peaceful means—especially the agreement to allow the Joint Boundary Commission (JBC) to conduct survey and emplacement of temporary markers, and to maintain the status quo until the completion of the survey and a final decision by the JBC.

I call on the Thai side to immediately cease the use of force against innocent Cambodian civilians in Prey Chan Village and to refrain from any use of force in addressing border issues between our two countries.

I also call for an independent investigation into this incident and appeal for the participation of qualified international parties to uncover the truth and those responsible in order to deliver justice for the victims.

At the same time, I instructed the local authorities and all security forces to take urgent measures to protect our civilians—placing absolute priority on their safety and lives.

Cambodia remains committed to resolving this border issue peacefully, in accordance with the spirit of the Joint Declaration signed in Kuala Lumpur on 26 October 2025, with the goal of ending the conflict and building peace between our two nations.
