The Institute of Banking and Finance (IBF) was proud to welcome Board Members, Executive Committee members, and senior oversight leaders from Cambodia’s banking and financial sector to the Executive Masterclass “Strategic Crisis Management for Boards of Directors and Senior Executives.”

Facilitated by Dr. Wilson Chew from J.P. Wilson, the intensive masterclass positioned crisis management as a strategic leadership and governance discipline—equipping senior decision-makers to navigate high-stakes disruptions while maintaining institutional resilience, regulatory confidence, and stakeholder trust.

Through practical frameworks and executive-level discussions, participants strengthened their capabilities to define Board and ExCo responsibilities during a crisis, establish clear command and response workflows, stress-test institutional policies, and manage critical stakeholder communication.

As Cambodia’s banking sector becomes increasingly interconnected and exposed to emerging risks, future readiness will depend not only on strong systems and policies but also on the quality of leadership, judgement, and decision-making when it matters most.

2026 APABI Biennial Program | Day 3: Discovering Cambodia, Celebrating Connections

The final day of the 2026 APABI Biennial Program offered delegates an opportunity to experience Cambodia beyond the meeting room—bringing three days of regional exchange, learning and connection to a memorable close.

The morning began with a cyclo experience through Phnom Penh, offering delegates a unique way to experience the capital before continuing to the Royal Palace, one of Cambodia’s most significant cultural and historical landmarks.

Following lunch, delegates visited the SOSORO Museum, where they explored Cambodia’s monetary and economic history and gained a deeper appreciation of the country’s financial journey. The visit was a particularly engaging part of the day, bringing together Cambodia’s history, economy and financial development in an interactive setting.

The three-day Biennial Program concluded with a Farewell Dinner, providing one final opportunity for delegates to reconnect, reflect on the experiences shared in Phnom Penh and celebrate the relationships strengthened throughout the program.

As host of the 2026 APABI Biennial Program, IBF Cambodia extends our sincere appreciation to all APABI delegates and member institutions who joined us from across the Asia-Pacific region. Your participation, perspectives and openness to exchange made these three days truly meaningful.

2026 APABI Biennial Program | Day 2: Industry Perspectives, Innovation and Regional Exchange

Day 2 of the 2026 APABI Biennial Program continued with delegates engaging directly with Cambodia’s banking and financial sector through participation in the Cambodia Banking Conference 2026, followed by a visit to the National Bank of Cambodia (NBC).

The morning commenced at the Cambodia Banking Conference 2026, hosted by the Association of Banks in Cambodia (ABC) under the theme “Preserving Stability, Strengthening Financial Integrity, Trust and Confidence in the Banking System.”

The conference opened with welcome remarks by Mr. Rath Sophoan, Chairman of the Association of Banks in Cambodia, followed by an opening address by H.E. Dr. Chea Serey, Governor of the National Bank of Cambodia.

During the morning sessions, APABI delegates gained perspectives on the ASEAN banking outlook, the SME landscape in Southeast Asia and Cambodia, and banking resilience amid credit and property-market adjustment, connecting regional perspectives with current developments and priorities within Cambodia’s banking sector.

In the afternoon, delegates visited the National Bank of Cambodia, where they met with representatives of the Payment Systems Department for an exchange focused on Cambodia’s evolving digital payment ecosystem.

The session provided delegates with insights into the Bakong payment system and KHQR, offering an opportunity to learn from Cambodia’s experience in developing digital payment infrastructure and advancing payment connectivity, while exchanging perspectives on payment-system development across the region.

From industry dialogue at the Cambodia Banking Conference to direct engagement with the National Bank of Cambodia, Day 2 reflected the value of connecting regional banking institutions with Cambodia’s banking-sector experience, digital payment development and innovation.

2026 APABI Biennial Program | Day 1: Regional Dialogue, Collaboration and Connection

On 18 - 20 August 2026, The Institute of Banking and Finance (IBF) Cambodia welcomed banking education leaders and representatives from 17 countries across the Asia-Pacific region, joining both in person and virtually, for the opening day of the 2026 APABI Biennial Program in Phnom Penh.

The Asian-Pacific Association of Banking Institutes (APABI) brings together banking institutes across the region to advance professional development, knowledge exchange and institutional collaboration.

This year’s gathering carries particular significance as APABI marks its 40th anniversary, alongside IBF Cambodia’s 10th anniversary—two milestones reflecting a shared commitment to strengthening banking professionalism and capability.

Day 1 commenced with the 2026 APABI Executive Meeting, providing a strategic platform for member institutions to share country and institutional progress, exchange perspectives and discuss the future direction of APABI.

The discussions reinforced a common ambition to deepen collaboration beyond the Biennial Program through greater knowledge sharing, professional connections and practical regional initiatives. Areas explored included knowledge-sharing platforms, research and thought leadership, faculty and expert exchanges, certification cooperation, talent development and stronger institutional partnerships.

The day concluded with the APABI Executive Gala Dinner, bringing delegates together in a more informal setting to strengthen professional relationships and regional connections while experiencing Cambodia’s rich cultural heritage through traditional performances.

The evening also marked an important step in international cooperation with the signing of Memoranda of Understanding, including an MoU between IBF Cambodia and the Chartered Banker Institute, strengthening collaboration in professional education, certification, knowledge exchange and financial-sector capability development.

From strategic dialogue to institutional partnership and cultural connection, Day 1 reflected the enduring strength of APABI: institutions learning from one another, building stronger relationships and creating greater value for banking professionals across the Asia-Pacific region.

IBF Cambodia at Cambodia Banking Conference 2026 | Supporting Dialogue, Connection and Future-Ready Banking Capability

The Institute of Banking and Finance (IBF) Cambodia was pleased to support the Cambodia Banking Conference 2026 as a sponsor, joining banking leaders, regulators, industry professionals and development partners for two days of dialogue on priorities shaping Cambodia’s banking sector.

Hosted by the Association of Banks in Cambodia (ABC) under the theme “Preserving Stability, Strengthening Financial Integrity, Trust and Confidence in the Banking System,” the conference addressed key areas ranging from banking resilience and financial integrity to digital trust, productive finance, sustainability and future workforce capability.

IBF also contributed to the conference dialogue through Mr. Sou Visal, CEO of IBF Cambodia, who moderated the final panel discussion, “Future-Ready Banking Capability: Skills, Leadership and Professional Standards to Execute the 2027 Priorities.”

The panel brought together regional and local perspectives on the capabilities required for the next banking cycle—from risk, financial integrity, cybersecurity, data, AI governance and ESG to stronger leadership pipelines, professional standards, certification pathways, and the continued upskilling and reskilling of banking professionals.

Throughout the conference, the IBF booth provided a space to connect with banking professionals and institutional partners, share IBF’s professional development and certification pathways, and engage on the evolving capability needs of the banking and financial sector.
