To provide technical guidance and advise to CRC District
implementation team s to improve water quality by facilitating the development and implementation of community wide Water Safety Plans (WSP) and by buildin g community operation , maintenance and management of water and sanitation systems.
• address the following areas of public environmental health throu gh educational and infrastructural
intervention s:
);> Safe water use and improv ed water quality throu gh community based improvements in
water resource and systems m anagement.
);> Waste management; the promotion of household latrines through marketing mechanisms
and the preventi on of leaks from latrines and release into the environment.
);> Safe disposal of waste water from kitchens and bathhouses. Ensure that the WSP approach adopted to ensuring a safe community water supply is flexible and:
);> identifies low-cost improv ements to operations and management that enhance water safety;
);> improves efficiency and reduce expenses;
);> improves stakeholders' understanding of weaknesses in the water supply chain;
);> improves commun ication and collaboration between key stakeholder, such as water providers, consumers, regulatory authorities and commercia l, environmental and health sectors;
);> substantiates and prioriti ses capital investment needs and helps leverage financia l supp01t.
• Collaborate with project implem entation team to plan, implem ent and monitor effectiveness of
commun ity wide water safety plans (WSP). Ensure WSPs are approved by the commun ity leadership and then incorporated in Commune Council development plan s.
• With reference to the proj ect design/logical framework and working closely with the CRC
implementation team s and SRC PCU personnel:

);:> document the water safety planning (WSP) process;
);:> identify, review and adapt existing WSP tools for effective use by staff, volunteers and
community based groups within their communities to improve environmental publi c health;
);:> develop new design, construction, operation, mainten ance and management of drinking water supplies and sanitation tools for effective use by staff, volunteers and community based groups within their communities to improve environmental public health;
);:> write, pre-test and finalise staff, volunteer and community WSP tool training manual s.
• Build linking and harness government resources to those of the community, CRC and the SRC. Implement WSPs through a community water safety grant system .
• Ensure each WSP serves to: •
);:> Identi fy low-cost improvements to operations and management that enhance water safety;
);:> Improve efficiency and reduce expenses;
);:> Improve stakeholders' und erstanding of water supply chain vulnerabilities;
);:> Improve communication and collaboration between key stakeholder, such as water provider s, consumers, regulatory authorities and commercial, environmental and health sectors; and
);:> Substantiate and prioritise capital investment need s and help leverage financial supp01t.
• Design the community water supply, operation, maintenan ce and management and sanitation
systems identified in the community WSP. Design and install appropriate water and sanitation facilities in primary schools and health centres if necessary. Asses training needs of commun ity, RCV and WSUG in operation m aintenance and management of community water supply and sanitation infrastructure and prepare/ conduct appropriate training to address the needs identified. Ensure that the CRC implementation team s and SRC PCU can:
);:> effectively use the WSP tools;
);:> train communities to use WSP tools;
);:> design and use, in close cooperat ion with the SRC Coaching Unit, a WSP monitoring
process;
);:> implement and monitor WSP.
• Docum ent good practices and lessons learnt from the implementati on of WSP . Facilitate m onthly implementation review sessions to ensure good practices and lessons learned are
shared.
• Write quarterly implem entation and monitoring reports. Contribute to private sector contracts where required in WSP.
• Facilitate and monitor the effectiveness of sanitation marketing strategy.
• Support and coach project staff and RCVs in their faci litation , implementa tion and monitoring of
water safety plans
• Working with project staff to conduct action reflection, m onitori ng and evaluation of all project activities and provide ongoing rep01ts and feedback to line manager. Maintain good relation ships with local government agencies, CRC.
• Participate in trainings/workshops or meetings as per requ ired for capacity strengthening and networkin g. Prepare and submit month ly, quarterly, and other reports as per requested, in a profess ional manner. Adhere to agreed operational guidelines, system s and developmental processes. Maintain good relation ships with Health Centre (CH), Operati onal District (OD), Provincial Health Department (PHD), PDRD, Commune and District authoritie s, NG O and private sector partners.
