Dear Governments of the United States, the Republic of Korea, and the Kingdom of Sweden,

We write as concerned Cambodian citizens to express serious concern regarding reported air operations conducted by the Thai armed forces using F-16, T-50, and Gripen fighter aircraft, which are supplied or manufactured by your respective countries.

According to available information, these aircraft reportedly flew and carried out bombing operations 70 to 90 kilometers inside Cambodian territory, far beyond the immediate border conflict area. If verified, such actions raise grave concerns regarding violations of Cambodian sovereignty and the obligations set out under the United Nations Charter.

The deployment of advanced combat aircraft in areas distant from active hostilities also raises significant issues under international humanitarian law, particularly the principles of distinction, proportionality, and the protection of civilians. These operations have caused fear, insecurity, and harm to civilian populations, including women, children, and the elderly.

We respectfully urge your governments to:

-Review the use and end-use compliance of military aircraft supplied to the Thai armed forces;
-Strengthen oversight mechanisms to ensure alignment with international law and human-rights standards;
-Take responsible diplomatic action to prevent further harm to civilians and escalation of the situation.

Responsible arms governance and civilian protection are shared international responsibilities. Cambodia, like all nations regardless of size, is entitled to peace, sovereignty, and the protection of its people.

We write as concerned Cambodian citizens to formally express grave concern regarding reported cross-border air operations conducted by the Thai armed forces within Cambodian territory.

According to credible reports, F-16, T-50, and Gripen fighter aircraft conducted flight and bombing operations 70 to 90 kilometers inside Cambodian land, well beyond the immediate border conflict zone. The New Jersey Buddhist Vihara and Meditation Center in Franklin Township, near Princeton, is home to one of the largest Buddha statues in the United States, standing 30 feet tall. Built a decade ago under the leadership of a Sri Lankan Theravada monk, the statue has become a central point for interfaith efforts, bringing together Buddhists, Hindus, Christians, and others in the community. It serves as both a spiritual home and a hub for dialogue, with diverse individuals, such as a Princeton professor practicing Tibetan Buddhism and a Nepali community leader organizing interfaith gatherings, finding common ground at the statue. Daniel Choi, a Princeton writing professor, has been meditating there since 2015 and describes it as a place where people from various backgrounds come together.

I humbly offer my respects and blessings to Preah Maha Chaa Somsaroun Santipalo, a distinguished and dedicated Buddhist monk. His unwavering commitment to Buddhism and society has made him a leading figure in spreading the Buddha’s teachings and uplifting communities in Battambang province and beyond.

Preah Maha Chaa Somsaroun Santipalo has worked tirelessly to bring the Dhamma to students, prisoners, and elderly individuals without support. He has extended Buddhist teachings beyond the monastery walls, introducing them to schools and communities through educational programs and national radio broadcasts.

One of his notable initiatives is the organization of short-term moral education courses in both public and private schools. Through collaboration with educators like Dr. Kol Peng, he has provided scholarships for outstanding students to pursue further studies at the bachelor’s level.

In addition to his educational efforts, the Venerable has led humanitarian programs to assist impoverished elderly individuals. He has mobilized resources such as donations, essential supplies, and medicine from generous donors to support these vulnerable members of society.

Preah Maha Chaa Somsaroun Santipalo has pursued higher education in Buddhist philosophy, earning a master’s degree from the University of Kelaniya in Sri Lanka. He has also played a vital role in the development of higher education curricula at the University of Buddhist Studies in Battambang. In his capacity as Deputy Director of the Department of Education, Research, and Publication, and as a professor, he has significantly contributed to advancing Buddhist studies in the region.

The Venerable is also a prolific author. His works include The Virtues of Mothers, Life’s Reflections, A Mother’s Words, Meditation Practices, Youth Moral Teachings, and Buddha’s Wisdom. Furthermore, he produced the groundbreaking Dhamma audio series The Virtues of Mothers, which serves as a model for other preachers.

In today’s digital age, Preah Maha Chaa Somsaroun Santipalo has embraced social media as a tool for spreading Buddhist teachings. His innovative approach has allowed the Dhamma to reach wider audiences and connect people to Buddhism in meaningful ways.

Recently, he was invited to lead Buddhist activities for the Khmer community in Long Beach, USA. This international role underscores his significant contributions to Buddhism and his ability to inspire people worldwide.

With deep respect, I, Kona, humbly bow before Preah Maha Chaa Somsaroun Santipalo. Although I am unworthy of offering blessings to such a revered figure, my admiration for his virtues compels me to do so. អនាគារិកធម្មបាល (Anagārika Dharmapāla) ជាព្រះសង្ឃ និងជាសកម្មជនព្រះពុទ្ធសាសនា ដែលមានកំណើត នៅប្រទេសស្រីលង្កាក្នុងឆ្នាំ១៨៦៤ ។ ព្រះអង្គ ត្រូវបានគេស្គាល់ច្បាស់សម្រាប់ការងាររបស់ព្រះអង្គក្នុងការធ្វើអោយរស់ឡើងវិញ និង ផ្សព្វផ្សាយព្រះពុទ្ធសាសនានៅក្នុងប្រទេសស្រីលង្កា និងជុំវិញពិភពព្រះអង្គ ។

ព្រះអនាគារិកធម្មបាល ជាវាគ្មិនដ៏គួរឲ្យទាក់ទាញ ហើយព្រះអង្គបានធ្វើដំណើរទៅផ្សព្វផ្សាយព្រះពុទ្ធសាសនា យ៉ាងច្រើន ។ ព្រះអង្គបានបង្កើតសមាគមមហាពោធិ (Maha Bodhi)នៅឆ្នាំ ១៨៩១ ជាអង្គការព្រះពុទ្ធសាសនា ធ្វើការដើម្បីលើកកម្ពស់ព្រះពុទ្ធសាសនា និងថែរក្សាមរតកព្រះពុទ្ធសាសនា ។ ព្រះអង្គក៏បានចូលរួមប្រជុំសភាសាសនាពិភពព្រះអង្គនៅទីក្រុងឈីកាហ្គោក្នុងឆ្នាំ ១៨៩៣ ជាកន្លែង ដែលព្រះអង្គបានថ្លែងសុន្ទរកថាអំពី ព្រះពុទ្ធសាសនាដែលទទួលបានការចាប់អារម្មណ៍យ៉ាងខ្លាំងពីទស្សនិកជន ។

ការងាររបស់អនាគារិកធម្មបាល បានជួយធ្វើឱ្យព្រះពុទ្ធសាសនា ជាទីចាប់អារម្មណ៍របស់មនុស្សនៅបស្ចិមប្រទេស ហើយព្រះអង្គត្រូវបានចាត់ទុក ថាជាឥស្សរជនដ៏សំខាន់បំផុតមួយរូបក្នុងការធ្វើអោយរស់ឡើងវិញនៃព្រះពុទ្ធសាសនានៅសតវត្សទី ២០ ។ ព្រះអង្គបានសុគតិក្នុងឆ្នាំ ១៩៣១ ប៉ុន្តែកេរដំណែលរបស់ព្រះអង្គនៅតែបន្តជំរុញទឹកចិត្តមនុស្សជុំវិញពិភពលោកចំពោះព្រះពុទ្ធសាសនា ។

ព័ត៌មានលម្អិតមួយចំនួនអំពី Anagarika Dharmapala៖
-ទីកំណើតរបស់លោកៈ កើត Don David Hewavitarne នៅទីក្រុង Colombo ប្រទេសស្រីលង្កា នៅថ្ងៃទី 12 ខែតុលា ឆ្នាំ 1864 ។
-ឪពុករបស់ព្រះអង្គជាអ្នកជំនួញដ៏មានស្ដុកស្ដម្ភហើយ ម្ដាយរបស់ព្រះអង្គ ជាអ្នកកាន់សាសនាព្រះពុទ្ធ ។
-ព្រះអង្គបានទទួលការអប់រំនៅសាលាគ្រិស្តសាសនានៅប្រទេសស្រីលង្កា និងប្រទេសអង់គ្លេស ។
-នៅឆ្នាំ១៨៨៥ ព្រះអង្គបានលះបង់គ្រួសារ និងទ្រព្យសម្បត្តិ ហើយបានបួសជាព្រះសង្ឃ ។
-ព្រះអង្គបានយកព្រះនាមថា អនាគារិកធម្មបាល ដែលមានន័យថា « អ្នកការពារព្រះធម៌ដោយមិនមានផ្ទះ » ។
-ព្រះអង្គបានធ្វើដំណើរយ៉ាងទូលំទូលាយពាសពេញអាស៊ី អឺរ៉ុប និងសហរដ្ឋអាមេរិក ដើម្បីបង្រៀនអំពីព្រះពុទ្ធសាសនា និង ការលើកកម្ពស់ការរស់ឡើងវិញរបស់ព្រះពុទ្ធសាសនា ។
-ព្រះអង្គបានបង្កើតសមាគម មហាពោធិ (Maha Bodhi) នៅឆ្នាំ 1891 ដែលជាអង្គការព្រះពុទ្ធសាសនា ធ្វើការដើម្បីលើកកម្ពស់ព្រះពុទ្ធសាសនា និង ថែរក្សាមរតកព្រះពុទ្ធសាសនា ។
-ព្រះអង្គជាវាគ្មិន ដ៏មានភាពទាក់ទាញ និងពូកែ អាចទំនាក់ទំនងជាមួយមនុស្សគ្រប់ស្រទាប់វណ្ណៈ ។
-ព្រះអង្គអ្នកតស៊ូមតិដ៏រឹងមាំ សម្រាប់យុត្តិធម៌សង្គម និងសមភាព ព្រះអង្គបាននិយាយប្រឆាំងនឹងអាណានិគមនិយម និងការរើសអើងសាសនា ។
-ព្រះអង្គបានសុគតិ នៅថ្ងៃទី ២៩ ខែតុលាឆ្នាំ ១៩៣១ នៅទីក្រុង Colombo កូឡុំប៊ូ ប្រទេសស្រីលង្កា ។

ការងាររបស់ព្រះអង្គ អនាគារិកធម្មបាល បានជះឥទ្ធិពលយ៉ាងជ្រាលជ្រៅដល់ការរស់ឡើងវិញ នៃព្រះពុទ្ធសាសនានៅសតវត្សទី ២០ ។ ព្រះអង្គបានជួយធ្វើឱ្យព្រះពុទ្ធសាសនា ជាទីចាប់អារម្មណ៍ដល់ប្រជាជនព្រះអង្គខាងលិច ហើយព្រះអង្គបានបំផុសគំនិតមនុស្សជាច្រើន ឱ្យប្រកាន់យកមាគ៌ាព្រះពុទ្ធសាសនា ។ កេរដំណែលរបស់ព្រះអង្គនៅតែបន្តជំរុញទឹកចិត្តមនុស្សជុំវិញពិភពព្រះអង្គសព្វថ្ងៃនេះ ។
ខាងក្រោមនេះជាសមិទ្ធផលសំខាន់ៗមួយចំនួនរបស់ព្រះអង្គ៖
-ព្រះអង្គបានបង្កើតសមាគមមហាពោធិ ជាអង្គការព្រះពុទ្ធសាសនាដ៏សំខាន់បំផុតមួយក្នុងពិភពលោក ។
-ព្រះអង្គបានជួយជួសជុលប្រាសាទ Maha Bodhi នៅ Bodh Gaya ប្រទេសឥណ្ឌា ដែលជាទីកន្លែងដែលព្រះពុទ្ធបានត្រាស់ដឹង។
-ព្រះអង្គបានដើរតួយ៉ាងសំខាន់នៅក្នុងសភាសាសនាពិភពលោកនៅទីក្រុងឈីកាហ្គោក្នុងឆ្នាំ ១៨៩៣ ជាកន្លែង ដែលព្រះអង្គបានថ្លែងសុន្ទរកថាអំពីព្រះពុទ្ធសាសនា ដោយទទួលបានការចាប់អារម្មណ៍យ៉ាងខ្លាំងពីទស្សនិកជន ។
-ព្រះអង្គបានសរសេរសៀវភៅ និងអត្ថបទជាច្រើនអំពីព្រះពុទ្ធសាសនា ដែលបានជួយផ្សព្វផ្សាយទ្រឹស្តីព្រះពុទ្ធ ទៅកាន់មនុស្សកាន់តែទូលំទូលាយ ។
ព្រះអង្គអនាគារិកធម្មបាល គឺជាឥស្សរជនដ៏ស្មុគ្រស្មាញ និងចម្រូងចម្រាស ប៉ុន្តែមិនមានការងឿងឆ្ងល់ទេថា ព្រះអង្គគឺជាឥស្សរជនដ៏សំខាន់បំផុតក្នុងការរស់ឡើងវិញនៃព្រះពុទ្ធសាសនាក្នុងសតវត្សទី ២០ ។ ការងាររបស់ព្រះអង្គនៅតែបន្តជំរុញទឹកចិត្តមនុស្សជុំវិញពិភពព្រះអង្គនាពេលបច្ចុប្បន្ននេះ ។

ប្រវត្តិនៃការអប់រំរបស់គាត់បានផ្តល់ឱ្យគាត់នូវមូលដ្ឋានគ្រឹះដ៏រឹងមាំនៅក្នុងសេដ្ឋកិច្ច គោលនយោបាយសាធារណៈ និងអាជីវកម្ម ។ នេះបានជួយគាត់ឱ្យក្លាយជាអ្នកជំនួញ និងអ្នកនយោបាយដ៏ជោគជ័យ ។

បន្ថែមពីលើការអប់រំផ្លូវការរបស់គាត់ Limjaroenrat ក៏បានចូលរួមក្នុងកម្មវិធីអភិវឌ្ឍន៍ភាពជាអ្នកដឹកនាំមួយចំនួនផងដែរ ។ គាត់គឺជានិស្សិតបញ្ចប់ការសិក្សាពី Young Southeast Asian Leaders Initiative (YSEALI) និងកម្មវិធីគំនិតដើម្បីសកម្មភាពរបស់វិទ្យាស្ថាន Aspen ។

បទពិសោធន៍អប់រំ និងភាពជាអ្នកដឹកនាំរបស់គាត់ បានធ្វើឱ្យគាត់ក្លាយជាអ្នកនយោបាយដែលមានបទពិសោធន៍ និងមានបទពិសោធន៍ច្រើន ។ គាត់គឺជាអ្នកតស៊ូមតិដ៏រឹងមាំសម្រាប់ការផ្លាស់ប្តូរ និងកំណែទម្រង់នៅក្នុងប្រទេសថៃ ។ លោកក៏ជាគំរូ សម្រាប់យុវជនដែលមាន ចំណាប់អារម្មណ៍ ក្នុងការបន្តអាជីពនយោបាយ។

អំពីអ្នកនយោបាយថៃ...........................................................................................................................
Pita Limjaroenrat គឺជាអ្នកនយោបាយថៃ និងជាអ្នកជំនួញ ។ គាត់ គឺជាមេដឹកនាំគណបក្ស Move Forward ដែលបានឈ្នះអាសនៈច្រើនជាងគេនៅក្នុងការបោះឆ្នោតសកលឆ្នាំ 2023 របស់ប្រទេសថៃ ។

Limjaroenrat កើតនៅទីក្រុងបាងកកក្នុងឆ្នាំ 1980 ។ គាត់បានសិក្សានៅសកលវិទ្យាល័យធម្មសាស្រ្ត (Thammasat) និងសាកលវិទ្យាល័យ Harvard ហើយបន្ទាប់មកបានធ្វើការជាអ្នកជំនួញនៅក្នុងឧស្សាហកម្មបច្ចេកវិទ្យា ។ គាត់បានចូលប្រឡូកក្នុងឆាកនយោបាយក្នុងឆ្នាំ 2018 នៅពេលដែលគាត់បានចូលរួមជាមួយគណបក្សអនាគតទៅមុខ (Future Forward Party) ។ លោកត្រូវបានជាប់ឆ្នោតជាសមាជិកសភាក្នុងការបោះឆ្នោតឆ្នាំ 2019 ហើយបានក្លាយជាប្រធានគណបក្ស បន្ទាប់ពីការរំលាយនៅឆ្នាំ 2020 ។

Limjaroenrat គឺជាអ្នកនយោបាយជឿនលឿន ដែលបានអំពាវនាវឱ្យមានកំណែទម្រង់ប្រព័ន្ធនយោបាយរបស់ប្រទេសថៃ រួមទាំងការផ្លាស់ប្តូររបបរាជានិយមផងដែរ ។ គាត់ក៏ធ្លាប់ជាអ្នករិះគន់រដ្ឋាភិបាលយោធាផងដែរ ។

នៅក្នុងការបោះឆ្នោតឆ្នាំ 2023 លោក Limjaroenrat បានដឹកនាំគណបក្ស Move Forward ទទួលបានជ័យជំនះ ដោយទទួលបានអាសនៈចំនួន 151 នៅក្នុងសភា ។ លោកត្រូវបានតែងតាំងជានាយករដ្ឋមន្ត្រី ប៉ុន្តែត្រូវបានរារាំងមិនឱ្យក្លាយជានាយករដ្ឋមន្ត្រីដោយព្រឹទ្ធសភា ។
