OSCE Academy

OSCE Academy www.osce-academy.net The OSCE Academy in Bishkek came out as a product of partnership between the OSCE and the Government of the Kyrgyz Republic.

In 2002 the two sides signed a Memorandum of Understanding that formalized the creation of the Academy as a regional centre of of postgraduate education and a forum for regional security dialogue and research. The mission of the OSCE Academy in Bishkek is to promote regional cooperation, conflict prevention and good governance in Central Asia through offering post-graduate education, professional trainings and intellectual exchange. The Academy pursues its mission through particular set of activities, including:

-Providing expert training and education in human rights, media development, conflict prevention, management, resolution and post-conflict rehabilitation,
-Conducting demand-driven and practice-oriented research on relevant Central Asian topics aiming at local, national and regional security-building,
-Supporting the exchange of information and scientific co-operation among Central Asian academic institutions and their international partner organizations,
-Establishing and developing a regional network of professionals and researchers.

Between the 20th and the 23rd of July, the Director of the OSCE Academy, Dr. Pal Dunay stayed in Vienna in order to participate in the Board of Trustees meeting of the Academy and to report to the OSCE Permanent Council on the 21 and 23 of July, respectively.

During the report, 57 participating States were updated about the OSCE Academy's activities and developments since the last report in October 2025, whereas the Board of Trustees meeting focused more on internal administrate matters.

The OSCE Academy in Bishkek, Kyrgyzstan invites applications to its Position of Junior Specialist for the MA Programme (Education Department)

Duration: Fixed-term. Extension is possible subject to fund availability and satisfactory performance evaluation.

Main tasks and duties:
-Coordinate the implementation and day-to-day administration of the MA programme;
-Provide administrative and logistical support to students and faculty members;
-Conduct proper records management and prepare documentation (students’ personal files) for archiving; ensures students’ records are complete, up-to-date, and systematically maintained;
-Liaise with the Ministry of Science, Higher Education and Innovation of the Kyrgyz Republic, including preparing reports, working with online government platforms, verifying students’ documents, and preparing state diplomas;
-Under the supervision of the head of the Department of Education perform and bear responsibility for the organization of the Summer School;
-Cooperate with the Ministry of Science, Higher Education and Innovation of the Kyrgyz Republic on the issues related to the performed duties (reporting, statistics, working with online government platforms, preparing state diplomas; etc.);
-Assist in the implementation of a PR campaign during the recruiting of MA students (open houses, posters, presentations, updates of relevant web pages);
-Coordinate with other departments for maintaining smooth academic process;
-Develop relative engagement with students, serves on committees, work groups, and task forces at the request of supervisors, organizes and attends students’ related events;
-Perform other duties as assigned by supervisors in addition to assisting with general office tasks.

Yesterday we organized a masterclass on research and data analysis in the field of climate and green energy, led by Dr. Rahat Sabyrbekov, Research Fellow and Coordinator of Jean Monnet Module project on “European Climate Policy – EUCP 2023-2025.” Currently Dr. Sabyrbekov is a Visiting Scholar at Harvard University, Data Scientists at Bentley University, and Expert in environmental economics and data analytics. This masterclass was designed for scholars, practitioners and researchers interested in research in climate policy, green energy, and sustainable development. Twenty participants learned about scientific research methods, key data sources, and modern tools—including artificial intelligence—for collecting, processing, and analyzing data. The event combined the lectures with a hands-on session, where participants had an opportunity to apply their knowledge to real-world data.

On 2 July, we welcomed Mr. Thierry Umbehr, Head of section Caucasus, Central and East Asia at the Swiss Agency for Development and Cooperation (SDC) and Ms. Mia Kirsch, Programme Manager for Central Asia at SDC. Mr. Umbehr and Ms. Kirsch were accompanied by Dr. Renaud Vuignier, Programme Manager for International Cooperation and Head of the Economic Development and Governance Domains at the Embassy of Switzerland in the Kyrgyz Republic. The distinguished guests were welcomed by Dr. Pal Dunay, Director of the OSCE Academy, H.E. Dr. Volker Frobarth, Head of the OSCE Programme Office in Bishkek (POiB), Mr. John DiPirro, Senior Political Adviser at the POiB, Dr. Burulcha Sulaimanova, Head of the Research and Training Department, and Ms. Victoria Orazova, Head of the International Department at the OSCE Academy.

Dr. Dunay and Ambassador Frobarth, in his capacity of a Chairperson of the Board of Trustees of the OSCE Academy, have presented the current situation of the Academy and shared the challenges and opportunities for the coming years. Dr. Sulaimanova and Ms. Orazova shared in more details about research activities and the alumni network. Mr. Umbehr was especially interested about the impact the Academy has on the region and its development as well as underlined the importance of the research topics the Academy’s publications. Following the meeting with the management and staff, SDC representatives met several students, to learn more about their experience at the OSCE Academy.
