The Kyrgyzstan-Korea Information Access Center
for 2011-2014
The Kyrgyzstan-Korea Information Access Center (KKIAC) is created at the Kyrgyz State Technical University named after I. Razzakov (KSTU) on the basis "The memorandum of understanding between KSTU of the Kyrgyz Republic and NIA of the Republic of Korea on creation of the Information Access Center ". KKIAC is in the main building of KSTU, oc-cupies the space about 500 sq.m and is intended for ensuring access to information of the population of the Kyrgyz Republic (KR). The presentation of KKIAC took place on Decem-ber 27, 2010 with participation of deputies parliament of KR, the managements of NIA and MOPAS, representatives of Embassy of the Republic of Korea in KR, the management of the Ministry of transport and communications of KR, the Ministry of Education and Science of KR, the management and collective of KSTU, representatives of the public of the KR.
1 Achievements of KKIAC
From the moment of creation work is carried out to KKIAC, according to its appoint-ment. Various events (conferences, seminars, presentations, the Olympiad, trainings and meetings), advertizing work, work with WFITV, with the population and the organizations is carried out. The main results are given below.
2011. 69 large events are held, including:
• presentation of the MANECO project (Mobility academic network between EU and Central asia);
• international seminar of IRU "Digital Tachographs";
• seminar "Week of innovations of Microsoft";
• training according to the electronic encyclopedia Wikipedia;
• scientific and technical conference "Innovations Vectors for Youth";
• seminar of regional office of the company «Dr. Web»;
• international seminar of "Higer Education Initiative for Informatics in Central asia".
• studies for students of university in volume of 62 hours per week were carried out.
The software for the accounting of a traffic and control of network computers (60 computers) is established.
Personally the director of KKIAC developed on a gratuitous basis the www.kkiac.kg website which gives information on center work.
IT courses with Internet volunteers of the Republic of Korea are organized, certificates were received by more than 45 listeners.
2012. 93 events are held, including:
• an exit session of Committee Parliament of the Kyrgyz Republic by education, sci-ence, culture, sport and religion;
• the Olympiad on programming among students;
• conference of young scientists and students "Science - innovation bases";
• a seminar "Access to the knowledge based on technologies for development of inno-vative management and business" (WIPO);
• studies for students of university in volume of 66 hours per week were given.
Are organized language and IT courses with Internet volunteers of the Republic of Korea, certificates were received by more than 25 listeners.
The director of KKIAC developed the project of modernization of KKIAC and is transferred to NIA.
2013. 89 large events are held, including:
• the free courses "MS Office" for the population which were carried out by forces of employees of KKIAC;
• European accreditation of an educational program of "Softwareingineering";
• the scientific and practical seminar "The international automobile transport" orga-nized by the International union of the motor transport (IRU);
• presentation of the TOSCA 2 draft of the ERASMUS MUNDUS program;
• studies for students of university in volume of 76 hours per week were given.
The system of a video conferencing of POLICOM VSX6000A is adjusted and put into operation, the managements are developed for programmers and operators.
KKIAC took part in competition of television centers of SPARK 2013 on the nomina-tion IAC and among the first exposed the materials on the site telecentre.org.
Courses of the Korean language and IT courses with Internet volunteers of the Repub-lic of Korea who arrived of 01.09.13 till 30.11.13 were organized. Courses passed successful-ly, them ended and received certificates 81 listeners.
2014. In six months 40 large events are held, including:
• republican scientific and technical Olympiad "Scientists — to Children";
• meeting with graduates of schools Bishkek;
• testing on TestAS German;
• presentation "Young leaders of Kyrgyzstan";
• seminar "The integrated water resources management (IVUVR)";
• meeting with delegation from University Gachon (Republic of Korea);
• round table on a subject: "Education today: quality or quantity"
• education festival "Intellectuals of the XXI century" (nation-wide scientifically tech-nical Olympiad);
• scientific conference: "Energy efficiency of economy of Kyrgyzstan and energy se-curity"
• seminar "Increase of productivity and quality of garments" with consultants of quali-ty management Raj Bkheda (India) and Paul Corier (Great Britain);
• protection of final works of students of the Kyrgyz-German technical institute online with the Federative Republic of Germany.
• studies for students of university in volume of 72 hours per week were carried out.
Are organized language and IT courses with Internet volunteers of the Republic of Korea who worked from 01.07.14 till 31.07.14. Courses ended and received certificates of 50 listeners.
Studies for students of university are carried out on more than 20 disciplines in the field of information and telecommunication technologies.
By regular testing, service and restoration computers and the network equipment KKIAC are kept in a perfect order. On today all regular equipment functions and has an ex-cellent state. Only one computer failed.
Thanks to support of administration of university always there is a free Internet access for anyone.
2 Work with the population
KKIAC conducts permanent systematic work on increase of level of computer literacy of the population, increase of language and vocational training as progress in the state in much is defined by level of knowledge and competences of the population.
Public relations are supported in various forms: advertizing in mass media, a meeting with heads, the staff of the enterprises of the organizations and establishments, through own www.kkiac.kg website, and also through sites of partners. Information support is given by the «Rabota» newspaper, the www.job.kg website, the website of Akipress news agency of www.akipress.org. Here some actions.
Language and IT courses with Internet volunteers of the Republic of Korea: 2011 - 45 listeners, 2012 - 25 listeners, 2013 - 81 listener, 2014 - 50 listeners. The free courses "MS Office" for the population which were carried out by forces of employees of KKIAC - 2013, 24 listeners. Thus, in four years free educational services were provided to 225 citizens of the Kyrgyz Republic (KR). On courses various groups of the population are presented: unem-ployed (25%), housewives (10%), pupils of schools (20%), students (20%), civil servants (10%), teachers of higher education institutions (15%).
Since 2013 constantly operating free courses of the Korean language which to carry out the native speaker – the citizen of the Republic of Korea Bohyeon Kim are organized.
Summer school PASCH for school students of KR – 2011, 3 weeks, 60 school stu-dents.
Classes in informatics for pupils of Manas school lyceum from Talas KR – 2012, 2 weeks, 40 pupils.
"Fachsprachenkurse 2012" seminar – 2012, 2 weeks, 15 participants.
Open Day for German-speaking schools of the Territory - 2013, 80 school students.
Training on professional development of teachers. -2013 g, 80 teachers.
Advanced training courses of teachers of physics. -2013 g, 23 teachers.
«We — the Future» project presentation for youth. -2014 g, 120 participants.
Public school "Young Leaders of Kyrgyzstan" of.-2014 g, 150 participants.

• Signing of the memorandum of cooperation in the field of fight against the piracy
software against the "Doctor Veb — Central Asia" company against participation of representatives
of the public. Thus for participants more than 700 free licenses for an antivirus
"Doctor Veb" - 120 participants are provided.
• The international seminar of "Higher Education Initiative for Informatics in Central
asia" – 60 participants
• Wikipedia training – 30 participants.

6 Use of innovative methods
Formation of KKIAC allows to use widely innovative methods in work with the popu-lation to which it is possible to refer wide use of the Internet, including for personal contact, use of interactive methods at holding of conferences, seminars and presentations, use of equipment and videoconferences of technology. Ensuring access to the Internet, increase of level of the population in the field of information technologies and adjacent areas.
The system of a video conferencing of POLICOM VSX6000A is adjusted and put into operation, the managements are developed for programmers and operators, including for documenting of sessions of conference communication, means for the organization of con-ference communication with very large number of active participants, the equipment expand-ing traditional opportunities of a video conferencing. The area of information technology providing at the same time bilateral, transfer processing, transformation and submission of interactive information on distance in real time.
In 2014 protection of final works is carried out to online the mode together with pro-fessors from Germany (Cologne) with application of POLICOM VSX6000A.
7 Technical condition
KKIAC works from 8.00 – 17.00 five days a week: Monday - Friday. As required KKIAC also works on Saturdays and Sundays with 9.00-16.00.
KKIAC visit a large number of people:
• Number of users in day – 80.
• Number of users in a week – 400.
• Number of users in a month – 1600.
• Quantity of courses – 8.
• Number of users on courses in a year – 140.
Despite this condition of rooms and the equipment – excellent. It is reached by regu-lar testing, service and restoration computers and the network equipment KKIAC are kept in a perfect order. For today all regular equipment functions and has an excellent state. Only one computer failed.
8 Personnel
The personnel consists of only 4 people: director and 3 leading experts.
9 Plans of future work
Plans of future development of KKIAC in brief the following:
• Development of hardware base.
• Software development.
• Improvement of structure and control system of a computer network.
• Maintenance and KKIAC website development.
• Development and carrying out professional and educational programs on information technologies.
• Development of auxiliary service for the population.
• Development of partnership with the Republic of Korea
