Paulo Freire believed that school management and school boards should be democratic, participatory, and connected to the community rather than controlled only by authorities or experts.
His reflections on school management can be summarized in several key ideas:
Shared decision-making
Freire argued that teachers, parents, students, and community members should participate in decisions about the school. He opposed top-down management where only principals or governments control everything.
Schools belong to the community
He believed schools should reflect the needs, culture, and realities of the people they serve. School boards should therefore listen to local voices and encourage community participation.
Dialogue in leadership
Freire emphasized dialogue as the basis of leadership. A school board or management team should create open discussion, respect different experiences, and solve problems collectively.
Education as democracy in practice
For Freire, democratic school governance teaches democracy itself. When students and communities participate in school decisions, they learn citizenship, responsibility, and social action.
Leadership for transformation, not control
Freire saw educational leaders as facilitators of transformation rather than controllers of people. Good management helps learners and communities develop critical thinking and social awareness.
When Freire served as Secretary of Education in São Paulo in the late 1980s, he promoted:
stronger community participation in schools,
teacher collaboration,
decentralized decision-making,
and school councils involving parents and local communities.
A well-known Freirean idea related to school management is:
“No one educates anybody else, nor do we educate ourselves alone; we educate one another in communion.”
This reflects his belief that education — including school leadership — should be cooperative and community-centered rather than hierarchical.
