๐Ÿ‘‰ Youโ€™ve likely heard us highlight the transformative impact of the Mombasa County SGBV Situation Room in strengthening SGBV prevention and responseโ€”not just in the Coastal region of Kenya but beyond.

๐Ÿ‘ As part of this yearโ€™s , a delegation from Mombasa, led by our partner Sauti Ya Wanawake Pwani and the County Government of Mombasa, spent two days in Kisumu, hosted by our partner, Women Concern Centre. They engaged with Kisumu County Government officials from the Culture and Gender Department, to share insights on the Situation Room model and explore opportunities for replication.

๐ŸŽ‰ Weโ€™re excited that Kisumu County has shown keen interest in adopting this approach and is committed to taking steps toward implementation. Beyond replication, the exchange sparked powerful lessons for both countiesโ€”not just about policy adoption but also about leveraging local resources to strengthen survivor support services.

๐——๐—ถ๐—ฑ ๐˜†๐—ผ๐˜‚ ๐—ธ๐—ป๐—ผ๐˜„ that the National Police Service Strategic Plan 2023โ€“2027, launched in December 2024, integrates the POLICARE model as a key strategy for transforming police response to sexual and gender-based violence (SGBV)?

๐Ÿ™‹ This approach prioritizes the needs of survivors, ensuring a more victim-centered and responsive system.

๐Ÿ“ The POLICARE model was first conceptualized in 2020 through a collaboration between the National Police Service(NPS), the Reinvent Programme- Usalama, Ubunifu, Uthabiti, and the British Army Training Unit, Kenya - BATUK (BATUK). The name itselfโ€”short for "Police Cares"โ€”reflects its core purpose: providing an integrated, one-stop center where SGBV survivors can access critical services under one roof.

These include:
โžก๏ธ Forensic investigations and secure evidence storage
Medical care
โžก๏ธ Psychosocial counseling and trauma support
โžก๏ธ Legal aid, in partnership with the Office of the Director of Public Prosecutions (ODPP) and the Judiciary

๐Ÿ”ท To bring this model to life, the first POLICARE pilot center was established at ๐—ก๐—ฎ๐—ป๐˜†๐˜‚๐—ธ๐—ถ ๐—ฃ๐—ผ๐—น๐—ถ๐—ฐ๐—ฒ ๐—ฆ๐˜๐—ฎ๐˜๐—ถ๐—ผ๐—ป ๐—ถ๐—ป ๐—Ÿ๐—ฎ๐—ถ๐—ธ๐—ถ๐—ฝ๐—ถ๐—ฎ ๐—–๐—ผ๐˜‚๐—ป๐˜๐˜†. It now serves survivors across the larger Upper Eastern region. The impact of this initiative has sparked interest nationwide, with communities calling for its expansion to other counties.

๐Ÿ‘ In response, NPS plans to establish and operationalize 6๏ธโƒฃ additional POLICARE centers in Mombasa, Nyeri, Kisumu, Kakamega, Embu, and Garissa by 2027. Achieving this vision requires an estimated budget of ๐—ž๐—˜๐—ฆ ๐Ÿฎ๐Ÿฐ๐Ÿฌ ๐—บ๐—ถ๐—น๐—น๐—ถ๐—ผ๐—ป. Alongside these centers, efforts are underway to strengthen police gender desks, with the goal of transitioning them into fully-fledged gender units.

๐Ÿ‘ With a well-distributed network of POLICARE centers and enhanced gender units across police stations, survivors will have greater access to justice and dignified support. In the long run, this initiative has the potential to significantly reduce SGBV across the country.

๐Ÿ”ด 62% of women (KDHS 2022) in Bungoma county have experienced physical violenceโ€”a shocking reality that demands urgent action.

๐Ÿ“ข On December 18, 2024, Bungoma County, with support from REINVENT, took a bold step by launching a Gender Mainstreaming Policy alongside five other key policies.

๐Ÿ” This milestone is the result of nearly a decade of advocacy, dating back to 2016, when Jamii Thabiti (REINVENTโ€™s predecessor) introduced a gender bill prototype to help counties adopt structured, gender-inclusive policies in their development plans.

Yesterday, we had the honor of hosting the UK in Kenya, HC Neil Wigan, in Mombasa County, where he engaged with the Regional Commissioner for the Coast to discuss the tangible impact of strong multi-stakeholder collaboration in enhancing community safety and security.

Through our programme, we have strengthened security intelligence committees by fostering collaboration with non-core security actors, leading to more effective responses to safety and security challenges.

Our Chief of Party and Co-Chair of the Women, Peace, and National Steering Committee, Jaki Mbogo, presented a progress report highlighting strides in Kenyaโ€™s women, peace, and security agenda at the National Gender Sector Working Group meeting held at Safari Park Hotel Nairobi.

๐Ÿ”† 1๏ธโƒฃ 9๏ธโƒฃ counties have adopted localised action plans to implement the Kenya National Action Plan (KNAP) on UNSCR 1325

๐Ÿ‘ฎโ€โ™‚๏ธ ๐Ÿ‘ฎโ€โ™€๏ธ Gender desks in police stations are increasingly robust, applying survivor-centered approaches to address gender-based violence (GBV).

๐Ÿšบ Womenโ€™s participation in peace processes has significantly grown, with representation in county peace committees rising to 3๏ธโƒฃ 4๏ธโƒฃ % in 2022, up from 1๏ธโƒฃ 4๏ธโƒฃ % in 2014.

๐Ÿš€ Kenya has initiated the development of its third generation KNAP, building on the successful ex*****on of KNAP 2.

The National Gender Sector Working Group brings together sub-sector working groups focusing on Women, Peace, and Security; Women in Leadership; GBV; Financial Inclusion and Economic Empowerment; and Masculinities & Male Engagement.

๐Ÿ“ข In the last quarter of 2024, we partnered with the Directorate for Gender and Community Policing at the National Police Service (NPS) to train police officers responsible for gender units and crime.
๐Ÿ“Œ This training covered 2๏ธโƒฃ 4๏ธโƒฃ Standard Operating Procedures (SOPs) for handling gender-based violence (GBV) cases, focusing on survivor support and effective management of gender unit operations.
โŒš To date, 3๏ธโƒฃ 7๏ธโƒฃ 2๏ธโƒฃ officers from 6๏ธโƒฃ 3๏ธโƒฃ police stations across the Coast, Western, North East, Rift Valley, Upper Eastern, and Mt. Kenya regions are now equipped to respond to GBV cases with sensitivity and professionalism.
๐Ÿ‘ They are trained to support survivors, collect evidence, and present cases effectively, ensuring robust prosecution and accountability for perpetrators.

๐Ÿ‘ฎโ€โ™€๏ธ ๐Ÿ‘ฎโ€โ™‚๏ธ Police stations are often the first point of contact for survivors seeking justice and healing. Transforming these stations into survivor-centric centers translates to significant strides in creating safe spaces where survivors feel supported, heard, and protected. This initiative is a crucial step forward in the fight against GBV, ensuring that survivors are treated with empathy, dignity, and respect.
