Press Release:
Claims by Persons Purporting to Stage Election Manipulation in the 2027 General Election

IEBC notes with grave concern recent utterances by certain political actors alleging that they will influence the electoral process in the 2027 presidential election through extra- legal mechanisms.

These utterances, which have elicited considerable disquiet within the electoral environment, pose a real risk of distorting public perception of Kenya’s democratic processes. IEBC considers such utterances to be unacceptable, reckless, and entirely baseless.

The utterances are clearly intended to instill fear, mislead the public and erode confidence in the integrity of the electoral system. IEBC therefore, urges all Kenyans to disregard, dissociate and refrain from amplifying them.

Whereas the IEBC unequivocally condemns and dismisses these utterances with the contempt they deserve, it is important to clarify the current legal position. The Electoral Code of Conduct as prescribed under Article 84 of the Constitution of Kenya, 2010, read together with Section 110 of the Elections Act, is not presently operational, as the IEBC is clothed with the jurisdiction under the Code during the election period. This legal position was affirmed by the Supreme Court in the judgment of Hon. Sabina Chege Supreme Court Petition No. 23 (E026) of 2022.

Notably, the IEBC has not declared any elections. Further, there is no publication of the 2027 General Election that has been made to warrant the current wave of premature and irresponsible utterances.

The Commission reiterates its unwavering commitment to upholding its constitutional mandate. IEBC assures the public and all stakeholders that it will continue to safeguard its independence and impartiality, while discharging its constitutional mandate.

IEBC remains fully dedicated to deliver a 2027 General Election that will be free, fair and credible in accordance with the laws of Kenya and international best practices.

Today, the Independent Electoral and Boundaries Commission(IEBC) led by Erastus Ethekon hosted a delegation from the European Union and the EU Council Africa Working Party (COAFR) during their annual working visit to Kenya. The discussions focused on Kenya’s preparations for the 2027 General Election and the Commission’s key priorities in the coming months, including electoral integrity, inclusion and institutional readiness.

Erastus Ethekon highlighted major milestones, including over 30 by-elections conducted since assuming office, which have strengthened operational learning in logistics and voter engagement. The Commission also reported 2.6 million new registered voters, bringing the total register to 24.7 million, with a target of 28.5 million for the 2027 General Election. The soon to be launched Election Operation Plan (EOP) will outline the full roadmap to 2027, while enhanced media engagement continues to place communication at the centre of electoral preparedness. He further emphasized growing challenges around trust, polarization, youth engagement and the impact of digital threats such as misinformation, disinformation and AI-driven manipulation, noting that credible elections require coordinated action, strong voter education and sustained public trust-building.

The Vice Chairperson, Fahima Abdallah Araphat, OGW, underscored diaspora inclusion efforts, with plans to expand voter registration not only beyond embassies but also to 17 additional countries.

Commissioner Dr. Ann Nderitu,CBS, highlighted the gender inclusion reforms, disability accessibility measures and broader strategies targeting special interest groups to ensure equitable participation in the democratic process.

Mr. Alexandre Po**ck, EU COAFR Chair, reaffirmed the EU’s commitment to Kenya as a key democratic partner and emphasized support for credible, transparent, and peaceful elections. The delegation expressed interest in deepening understanding of Kenya’s electoral environment and highlighted continued support for civic space, human rights, media freedom and inclusion of youth, women and marginalized groups.

The meeting concluded with a shared commitment to strengthen cooperation and ensure that the 2027 General Election is peaceful, credible, inclusive and trusted recognizing that democratic stability remains essential for governance, development and long-term economic resilience.

The Commission today held a planning meeting ahead of the Ol-Kalou Constituency parliamentary by-election scheduled for 16th July 2026. The meeting brought together election officials to review preparedness and align operational plans for the upcoming exercise.

Speaking during the meeting, Commissioner Ann Nderitu, CBS officially opened the session and emphasized areas critical to the successful conduct of the by-election. These included data protection, photography within the polling booth, access control at polling centres, and the expected conduct of election officials throughout the electoral process.

The planning meeting provided a platform for officials to share lessons learned from previous elections, identify emerging issues requiring intervention, and develop appropriate mitigation measures.

Participants also reviewed key by-election activities, timelines, budgets, operational procedures, and expectations as part of the Commission’s preparations to deliver a free, fair and credible election.

The Commission today, in Nairobi, held a consultative meeting with the Ministry of Interior and National Administration. The engagement focused on strengthening collaboration, particularly in the area of issuance of national identification cards, election security preparedness and conflict management and peacebuilding.

While addressing the meeting, the Cabinet Secretary for Interior and National Administration, Kipchumba Murkomen, assured the Commission of the Ministry’s commitment to continuous collaboration and consultation to ensure that the 2027 General Election is credible, peaceful, and reflective of the fundamental principles of good governance.

IEBC Chairperson, Erastus Ethekon, thanked the Ministry for its support during the recently concluded Enhanced Continuous Voter Registration drive, as well as the by-elections conducted peacefully on Thursday, May 14.

“Today’s engagement is both timely and necessary. Elections are not the responsibility of a single institution. Successful elections require strong coordination, continuous consultation, and mutual support among institutions charged with safeguarding democracy, peace, security, and the rule of law,” said Ethekon.

The Chairperson further emphasized that the success of the 2027 General Election will largely depend on how effectively institutions coordinate and collaborate today. He reaffirmed the IEBC’s commitment to working closely with the Ministry of Interior and National Administration, development partners, and all relevant stakeholders to ensure peaceful, transparent, credible, and inclusive elections.

Consultative Meeting between IEBC and Ministry of Interior and National Administration

Caleb Gekonde, the Electoral and Boundaries Commission(IEBC) Returning Officer for Member of National Assembly for Emurua Dikirr Constituency in Narok County, declared David Kipsang Keter of UDA Party the winner after getting 18,266 votes. Vincent Kibet Rotich of DCP Party finished second with 10,760 votes. Out of the 44,353 registered voters, 29,538 votes were cast giving a voter turnout of 66.6%.

Dominic Leparmarai, Returning Officer for Endo Ward CAW in Elgeyo/Marakwet County, declared Festus Korir Kiprop of UDA Party the winner after getting 4,475 votes. Shadrack Kosgei Chelang’a of NDP party finished second with 752 votes. Out of 14,361 registered voters, 5,260 votes were cast giving a voter turnout of 36.59%.

Sophina Leleruk, the Returning Officer in Porro Ward CAW, in Samburu County, declared Daniel Lolngojine of UDA Party the winner with 2,328 votes. Josphat Jumani Leleur of KANU Party finished second with 1,036 votes. Out of 6,358 registered voters, 4,194 votes were cast giving a voter turnout of 65.96%.
