Abstract
The shift toward competency frameworks in modern education has generated two closely related but distinct concepts: Competency-Based Curriculum (CBC) and Competency-Based Education (CBE). While often used interchangeably, these terms refer to fundamentally different dimensions of the education system. This article distinguishes between CBC and CBE, explores their defining characteristics, highlights their practical implications, and draws from the theoretical foundations laid by scholars such as Benjamin Bloom and John Carroll.
Introduction
Recent years have witnessed a global emphasis on educational reforms that prioritize demonstrable competencies over traditional time-bound knowledge accumulation. As part of this transformation, Competency-Based Curriculum and Competency-Based Education have emerged as pivotal frameworks. Although often confused, CBC and CBE serve distinct roles within education systems. Understanding their differences is critical for policymakers, educators, and curriculum developers aiming to foster meaningful learning aligned with 21st-century demands.
Competency-Based Curriculum: Definition and Characteristics
Competency-Based Curriculum (CBC) refers to the systematic design of curricula that identify, structure, and sequence the knowledge, skills, attitudes, and values learners must master. Rooted in outcomes-based education theories, CBC provides a structured framework for learning content, activities, and assessments aligned to defined competencies (Spady, 1994).
CBC is typically driven by national education policies or institutional standards aiming for uniformity and accountability across educational contexts. It organizes competencies within grade-level expectations and progresses learners according to academic years, even if mastery is partial. Happening from 2026, about one year from now, Senior Schools will be categorized as:
1. STEM Schools
2. Social Sciences Schools
3. Arts & Sports Schools.
Each school will offer different subjects, according to the pathway.
Most of the content that used to be covered in the 8-4-4 Secondary will have been covered in Junior School.
Senior School will, therefore, be a career specialization level, like the current middle-level colleges, not a secondary school.
