TVETs and Universities Accreditation

In Kenya’s higher education and training sector, there are two main regulatory bodies: the Commission for University Education (CUE) and the Technical and Vocational Education and Training Authority (TVETA).
The Commission for University Education (CUE) is mandated to accredit universities and their academic programmes. These include undergraduate degrees, postgraduate diplomas, master’s degrees, and doctoral (PhD) programmes.

Conversely, the Technical and Vocational Education and Training Authority (TVETA) regulates all TVET institutions and their programmes. These programmes are structured across qualification levels as follows: Level 3 , Level 4 (Artisan), Level 5 (Craft Certificate), Level 6 (Diploma), and Level 7 (Higher Diploma). TVETA is also legally mandated to license trainers in TVET institutions to ensure quality, relevance, and compliance with national standards.

All academic and training programmes offered by universities and TVET institutions must be approved by their respective regulators prior to implementation. Furthermore, all campuses—whether under a university or a TVET institution, must be duly accredited before enrolling students.

Legally, only authorized awarding bodies—referred to as Qualification Awarding Bodies (QABs) or Qualification Awarding Institutions (QAIs) are permitted to issue academic certificates. These include universities, national polytechnics, and recognized professional and examination bodies such as the KASNEB , HRMPEB, KISEB ,NITA, KNEC, , TVET CDACC, etc. These institutions operate under statutory mandates or charters.

Other TVET colleges primarily function as training institutions and are not authorized to independently award certificates. Instead, their trainees are assessed and certified by recognized awarding bodies such as TVET CDACC , KNEC, Universities TVETs etc

In this context, any institution expressing the intention to award qualifications must comply with the legal and regulatory requirements governing accredited awarding bodies. The issuance of qualifications (academic certificates) remains a controlled and regulated function reserved exclusively for duly authorized institutions.

St. Paul's University TVET Institute has complied with TVETA regulations. St. Paul's University-Kenya has been approved by TVETA as the examination body (QAB) for its campuses in Limuru, Nairobi and Nakuru.
